Kisumu, which literally means a place of barter trade “sumo” and is officially known as Kisumu City, is the Kenyan inland port city on Lake Victoria and the capital city of Kisumu County, Kenya. It is the third largest city in Kenya after the capital, Nairobi, and the coastal city of Mombasa. Kisumu is set 24 km south of the Equator and has moderate temperatures because of its 1130 m elevation. Since Kisumu is a few kilometers south of the Equator, daytime there always lasts about 12 hours, and local sunset always occurs between 18:40 and 19:00 local time.

The County Government of Kisumu has kicked off a new 10-day training programme for city workers, targeting ambulance operators, emergency vehicle drivers, and personnel involved in fire engine dispensing and dispatch, as part of ongoing efforts to strengthen the county's emergency response capacity.

The training, which began yesterday and is being conducted by the Emergency Medicine Kenya Foundation (EMKF), is designed to equip participants with the practical skills required to operate emergency vehicles safely, dispatch fire engines without delay, and coordinate effectively with the Kisumu County Emergency Operations Centre (EOC) during live incidents. It places heavy emphasis on real-world application, giving city workers hands-on exposure to the routines they will be expected to follow while on duty.The programme builds on the County Government's continued partnership with EMKF, which has, in recent months, worked to strengthen personnel capacity across the county's emergency response chain, from EOC dispatchers to the crews who respond on the ground. City officials note that a well-trained EOC means little without ambulance operators and fire crews who can execute on that coordination in real time, and this training is intended to close that gap.

Kisumu County operates a 24-hour Emergency Operations Centre at the City Headquarters, serving as both the county's central command point for disaster response and its public ambulance dispatch centre.

The training runs through to the end of next week, after which participants are expected to return to their duty stations better equipped to handle emergency vehicle operations and coordinate seamlessly with the EOC during real incidents.

Members of the public can report medical emergencies, fires, floods, road traffic crashes, and other disasters by calling the County's toll-free emergency number 1542, available 24 hours a day through the Emergency Operations Centre.

The County Government of Kisumu says it remains committed to investing in modern emergency management systems, skilled personnel, and strategic partnerships to ensure residents receive timely, high-quality emergency response services.

Kisumu EOC Supporting Regional Emergency Response

Last evening, the Kisumu Emergency Operations Centre (EOC) received a request from Kenya Power for mutual aid following a major fire incident at one of its installations in Kakamega.

The incident resulted in a widespread power outage affecting parts of Kakamega, Busia and Vihiga counties and requires specialised firefighting support using carbon dioxide (CO₂) firefighting agents.

Recognising that this capability was not available within the current operational resources of the local emergency response team, the EOC immediately escalated and coordinated the request with the Kisumu Airport Fire Brigade, which agreed to deploy and provide the required firefighting support.

This is what an effective Emergency Operations Centre is meant to do: receive, assess, escalate and coordinate resources across agencies and jurisdictions when an emergency exceeds the capacity of the responding team.

Kisumu Enhances Emergency Response Capacity Through Specialized Dispatcher Training

The County Government of Kisumu has successfully concluded an intensive two-week Emergency Medical Dispatcher (EMD) training programme for officers serving at the Kisumu County Emergency Operations Centre (EOC).

The training, conducted by the Emergency Medicine Kenya Foundation (EMKF), equipped county officers with the skills required to effectively receive emergency calls, assess incidents, prioritize cases, dispatch ambulances, and coordinate emergency response using internationally recognized dispatch protocols.

The programme forms part of ongoing efforts to strengthen Kisumu County's emergency preparedness and improve the quality and timeliness of emergency response services.

Kisumu County currently operates a 24-hour Emergency Operations Centre (EOC) based at the City Headquarters. The facility serves as the county's central command centre for coordinating emergency and disaster response while also functioning as the public ambulance dispatch centre, ensuring rapid deployment of emergency medical services across the county.

The closing ceremony was attended by the County Executive Committee Member for Medical Services, Public Health and Sanitation, Dr. Gregory Ganda, and the City Manager, Abala Wanga, who congratulated the participants on successfully completing the rigorous training programme.

Speaking during the ceremony, Dr. Ganda commended the Emergency Medicine Kenya Foundation for its continued partnership with the County Government of Kisumu and the technical support it has provided in strengthening the County's Emergency Operations Centre. He noted that investing in skilled emergency dispatch personnel is essential in improving emergency medical care and ultimately saving lives.

City Manager Abala Wanga emphasized the importance of having a professional emergency dispatch system as the foundation of an effective emergency response network. He applauded the newly trained dispatchers for their commitment and dedication, describing them as the vital first link between the public and emergency responders.

Both leaders acknowledged the critical role played by emergency dispatchers in ensuring timely coordination of ambulance services and multi-agency emergency response. They encouraged the officers to uphold the highest standards of professionalism, integrity, and compassion while serving residents of Kisumu County.

The newly trained dispatchers are expected to significantly enhance the efficiency of the County's 24/7 Emergency Operations Centre by improving emergency call handling, ambulance dispatch, communication, and coordination among response agencies.

MOWLEM BUS STAGE WILL NOT REPLACE KISUMU BUS PARK,NYONG'O ASSURES

Kisumu Governor Prof.Anyang' Nyong'o has given his assurance that the Mowlem-Nyamasaria Bus stage is not intended to replace the terminus along Jommo Kenyatta Highway.

"The Bus Stage is complete and we are waiting the conclusion of the ongoing court case before it is commissioned because as a County we respect the rule of Law"he added

Speaking during the official opening of Baby Pendo Botanical Garden and the ground breaking ceremony for Non-Motorised Transport Phase 3A at Baby Pendo Botanical Park,Nyong'o further said that it will be a subsidiary facility designed to complement the existing terminus improve traffic management and accommodate the growth of the City as modern cities operate through integrated transport systems and not isolated facilities.

He thanked the World Bank and the State Department for Housing and Urban Development for their continued partnership in attaining urban development for the County's citizenry.

He also commended Charles Hinga the Principal Secretary for Housing and Urban Development for Co-chairing the KUSP 2 Committee and for providing steady leadership in resource allocation and programme oversight and also acknowledged County's CECM for Housing Dr.Konyango who has ensured continued implementation of the programme.

"Some ask why we continue investing in Parks ,trees and public spaces when there are many competing demands ,the answer is that this is not an alternative to development ,but development itself as Cities that cannot provide clean air ,manage flooding or offer safe public spaces eventually become expensive places in which to live and difficult places in which to invest as trees reduce heat,green spaces absorb storm water and safe streets support commerce and also public spaces strengthen social life" he further said.

Nyong'o further said that Kaloleni, Lumumba, Makasembo, Ondiek and Anderson residential areas, are rapidly becoming the mini-cities of a growing Kisumu and their growth without planning is a recipe for chaos.

"We are choosing to plan, to invest and to build a city that works for people and not one that waits for problems to fix themselves" he said.

The Non-Motorised Transport Phase Three will take place along Ondiek Highway as well as Nyerere and Gumbe Roads.

The Kisumu City Board, under the leadership of Chairman Ken Nyangaga and City Manager Abala Wanga, convened a public participation forum with traders and residents of the Mowlem area to deliberate on the imminent opening of the Nyamasaria Bus Park.
This engagement followed a court-sanctioned out-of-court settlement between the local community and city management, after residents had challenged the operationalization of the multimillion-shilling facility.
At the forum, consensus was reached that the bus park will be officially inaugurated on 1 July 2026. In preparation, a multi-sectoral committee will be established to oversee critical aspects including bus park management, stall allocations, security, revenue collection, traffic management, and opening day logistics.
Meanwhile, rehabilitation works are underway after extensive vandalism left the park damaged. Thieves stripped the facility of its installed lighting systems, steel structures, and other vital installations valued at millions of shillings. A contractor has already been engaged to restore the infrastructure ahead of the scheduled launch.

The City team, led by the Deputy City Manager and comprising all Heads of Department, warmly welcomed the audit team and reaffirmed the City's commitment to transparency, accountability, and good governance. The City leadership expressed its readiness to fully support the audit process by providing the necessary information, documentation, and cooperation required to facilitate a smooth and successful exercise.

The meeting provided an opportunity for both teams to discuss the scope, objectives, and timelines of the audit, setting the stage for a collaborative and constructive engagement throughout the audit period.
