The County Assembly today took a significant step forward in climate accountability as the Clerk of the County Assembly hosted a high-level delegation from the Westminster Foundation for Democracy (WFD), led by the Kenya Program Coordinator, Mr. Henry Benjamin Awino, alongside vibrant representatives from Makueni Civil Society Organizations (CSOs). The team later paid a warm courtesy call to the Speaker of the County Assembly to cement a shared vision for robust environmental oversight.

This critical visit is backed by a rich history of partnership in that since 2009, WFD has worked to strengthen democracy in Kenya by supporting the National Assembly, Senate, and County Assemblies to enhance representation, oversight, and environmental democracy. In Kenya’s dynamic devolved system, where the demand for inclusive and accountable governance is rapidly growing, WFD’s presence in Makueni serves as a timely catalyst for a new pilot Post-Legislative Scrutiny (PLS) inquiry focused intensely on the Climate Change Acts. Moving beyond just passing laws, the Assembly and WFD are shifting focus to measuring actual community impact, examining how effectively these environmental frameworks perform in practice.

Backed by Assembly Technical Officers handling Climate Change and FLOCCA (Financing Locally-Led Climate Action) programs under the guidance of the Deputy Director of Budget Office, Griffins Mutevu, the pilot will aggressively 𝙛𝙤𝙡𝙡𝙤𝙬 𝙩𝙝𝙚 𝙢𝙤𝙣𝙚𝙮 by evaluating Climate Finance Governance and Gender-Responsive Budgeting to ensure that resources transparently reach the ground.

During the briefing, the Speaker strongly lauded the initiative, noting that laws must not just sit on shelves but must actively change lives, and affirmed that the Assembly is fully committed to giving this framework the political goodwill and muscle it needs to succeed.

To ensure these sustainability efforts are woven into the very fabric of the house, the Clerk suggested to impress upon the County Assembly Service Board to establish a dedicated Department within the Assembly Service specifically tasked with dealing with climate change matters.

By bridging the gap between legislative text, financial investments, and real-world results, this progressive partnership between the Assembly, WFD, and local CSOs positions Makueni as a true trailblazer in inclusive, accountable and citizen-centered climate governance.

Following their rigorous vetting and subsequent approval by the County Assembly, Makueni’s newly appointed executive leaders and municipal board members officially took their oaths of office this morning during a colorful and momentous ceremony held at the Governor’s Office Grounds.

The high-profile legal ceremony was presided over by His Excellency the Governor and Her Excellency the Deputy Governor, marking a vital milestone as the county administration solidifies its leadership structure to deliver on its transformation agenda. The institutional weight of the event was underscored by an impressive joint turnout from both arms of county governance. Representing the legislative arm was the Clerk of the County Assembly, alongside a strong delegation of MCAs led by the Deputy Speaker and the Leader of Majority. The County Public Service Board (CPSB), led by the Chairperson, was fully present alongside other County State and Senior Officers to witness the legal transitions.

𝑰𝒓𝒆𝒏𝒆 𝑵𝒅𝒖𝒌𝒖 𝑴𝒂𝒌𝒂𝒖 was successfully approved as the 𝑪𝒐𝒖𝒏𝒕𝒚 𝑬𝒙𝒆𝒄𝒖𝒕𝒊𝒗𝒆 𝑪𝒐𝒎𝒎𝒊𝒕𝒕𝒆𝒆 𝑴𝒆𝒎𝒃𝒆𝒓 (𝑪𝑬𝑪𝑴) 𝒇𝒐𝒓 𝑻𝒓𝒂𝒅𝒆, 𝑴𝒂𝒓𝒌𝒆𝒕𝒊𝒏𝒈, 𝑰𝒏𝒅𝒖𝒔𝒕𝒓𝒚, 𝑪𝒖𝒍𝒕𝒖𝒓𝒆, 𝒂𝒏𝒅 𝑻𝒐𝒖𝒓𝒊𝒔𝒎. In contrast, the nomination of Serah Wayua Nzau for the Agriculture, Livestock, Fisheries, and Cooperative Development docket was flatly rejected due to severe integrity breaches. While she demonstrated strong technical competence, independent verification of her Chapter Six clearance documents unearthed shocking irregularities. Her submitted KRA certificate number belonged to an entirely different individual, her DCI Certificate of Good Conduct was flagged as lacking official security features, and her EACC, HELB, and CRB forms were either incomplete or lacked mandatory electronic verification features like QR codes.

Ms. Nzau admitted under oath that she had hired a third party to procure the statutory documents and was unaware they were fraudulent until the vetting hearing. Because her subsequent submission of authentic documents fell outside the legally mandated timeline, the Assembly rejected her nomination, directing the Governor to nominate a fresh candidate. Furthermore, the Assembly officially advised the executive to prioritize women in future nominations to correct the current cabinet imbalance which stands at seven men and three women and fully comply with the constitutional two-thirds gender rule.

In a major move to boost food security and support rural economies, the house cleared a comprehensive report aimed at driving immediate, sector-specific interventions across the county.

The report, spearheaded by the Committee on Agriculture under the leadership of Chairperson Hon. Francis Munyao (MCA), acts as a direct guide for upcoming county interventions. A major milestone in this report was the successful vetting and approval of Mr. Julius Mwania Kinyungu, who has been cleared for appointment as the Makueni County Chief Officer for Agriculture.

With his professional suitability confirmed by the house, he now has the explicit mandate to lead the department in executing vital upgrades. From enhancing crop and livestock productivity to streamlining the management of local cooperatives and securing better markets for our produce, this approved framework sets the stage for a more robust, efficient, and well-funded agricultural ecosystem across Makueni.
