Our incoming Deputy Governor for Mandera, His Excellency, Hon. Mohamed Hussein Ali (Qaras) served as the MP for Mandera East (2007-2013). He is a leader known for his development track record and a very well-respected across the region and regarded as one of Northern Kenya’s honest and straightforward leaders. Hon. Qaras is a great advocate for the Muslim and Somali community across Kenya.
During his tenure as the MP for Mandera East, he is remembered for prudent use of CDF resources. Away from his political life, Hon. Qaras is a successful entrepreneur and worked in the petroleum industry as the General Manager (GM,) Operations for Hass Petroleum.
Between April 2015 to April 2018, Hon. Qaras served in the Board of Directors of the Kenya Bureau of Standards (KEBS), where he was instrumental for initiating reforms as the Chair of the Human Resource Committee which spurred the institution’s success. Hon. Qaras is the patron of Adan Hersi Educational Trust, a charitable organization that has sponsored several poor students access university education.
He holds Bachelor of Arts (B.A) - Mathematics and Statistics from Kenyatta University and several professional certifications in Information Technology and Petroleum. Hon. Qaras is an old boy of Wajir High School.
Mr. Qaras was born in Arabia District, Mandera in the year 1968.

Our incoming Governor, H.E. Hassan Noor Hassan, is a veteran administrator and most recently served as the CAS at the Ministries of Sports and Education. He is remembered for his stint as the Provincial Commissioner of Kenya’s largest province, the Rift Valley, and his key role in the peace efforts during the 2007-2008 post-election violence. He made entry into elective politics in the 2017 ensuring that his party won majority of the seats in the Mandera County Assembly and highest number of MPs. Even though, he didn’t clinch the Governor’s seat he is credited for his efforts to ensure that the creation of number of districts in Mandera including Elwak, Rhamu, Takaba, Banisa, Kiliwheri, Arabia, Ashabito, Dandu & in the pipeline Wargadud.

In the papers: The goodies in Moses-Qaras Government.

He pledged to form an inclusive and development focused government and to establish a Sh500 million fund to provide women and the youth with affordable business loans. Furthermore, a social welfare programme for persons living with disabilities will see them get Sh200 million.
