ADMINISTRATION POLICE SERVICE PASSING-OUT PARADE

Friday, 4th September 2026

President William Samoei Ruto today presided over the 59th Passing-Out Parade of Administration Police Service (APS) recruits at the National Police College, Embakasi ‘A’ Campus, Nairobi. The ceremony marked the successful completion of nine months of rigorous training by the new officers.

The newly trained officers have undergone physical, tactical and academic training designed to prepare them for professional policing and to respond effectively to both existing and emerging security challenges.

President Ruto challenged the new officers to exercise their authority responsibly, professionally and within the Constitution, reminding them that their authority comes from the Constitution and is ultimately entrusted to them by the people of Kenya.

The President also emphasised the importance of recognising the daily sacrifices made by police officers in protecting citizens and communities:

-“We must recognise what police officers contribute every day. When families sleep, officers remain awake. When danger arises, officers step forward. When communities are threatened, officers stand between citizens and harm.”

DEVOTION TO DUTY

As the officers begin their careers, they are called upon to uphold:

Discipline and professionalism

Integrity and accountability

Respect for human rights and the Constitution

Impartiality and fairness

Protection of life and property

Peace and security within our communities

Respect for the dignity of the police uniform

GOVERNMENT TO EMPOWER INFORMAL WORKERS

The Government of Kenya is set to launch three major initiatives aimed at empowering artisans and other informal-sector workers.

President William Ruto is expected to launch the programmes on Monday, 7th September 2026, at the NITA Athi-River Centre, Machakos County.

The initiatives include:

FUNDI LOCATOR – A digital platform that will help artisans register their skills and connect with customers searching for skilled workers in their area.

NSSF HABA HABA – A flexible social-security savings programme allowing informal workers to make small contributions through mobile money, starting from KSh25 per day.

NITA RECOGNITION OF PRIOR LEARNING (RPL) – Experienced artisans will have their practical skills assessed and, if they meet the required standards, receive formal certification without necessarily returning to conventional classroom training.

The programme targets workers including masons, electricians, plumbers, welders, mechanics, hairdressers and technicians.

The first 3,727 successful RPL candidates are expected to receive their certificates during the launch.

The initiatives are being implemented under the NYOTA Project, in partnership with the State Department for Labour and Skills Development, NITA and NSSF.

PUBLIC NOTICE:

UNIVERSITY AND TVET FUNDING APPLICATION WINDOW REOPENED

The Ministry of Education has extended the application deadline for first-time university students and Technical and Vocational Education and Training (TVET) trainees seeking Government funding.

The new deadline is 21st September 2026.

The extension follows the closure of the initial application window on 31st August 2026, after some eligible students and trainees were unable to apply within the original deadline.

All eligible first-time university and TVET applicants who have not yet submitted their funding applications are therefore advised to take advantage of the extended window and apply promptly.

Applications will continue to be processed under the Student-Centred Funding Model through the relevant Government agencies.

IMPORTANT:

Eligible applicants are encouraged not to wait until the final day of the extended deadline.

IEBC INTENSIFIES 2027 ELECTION SECURITY PREPARATIONS

The Independent Electoral and Boundaries Commission (IEBC) is set to begin reviewing its Election Security Handbook and police role cards next week as part of preparations for the 2027 General Election.

IEBC Commissioner Hassan Noor Hassan said the review will incorporate proposed changes and help ensure that election-security procedures remain effective ahead of the polls. The announcement was made during the National Election Security Forum held on Wednesday, September 2, 2026.

What the review will cover

The security handbook and police role cards are intended to clarify:

The roles and responsibilities of security agencies during elections.

The responsibilities of election officials.

Coordination between security agencies and election officials.

Procedures for responding to security incidents and emerging electoral risks.

Security arrangements before, during and after the election.

National Police Service preparations

The announcement comes as the National Police Service (NPS) steps up its own preparations for the 2027 elections.

Inspector-General of Police Douglas Kanja said the NPS has developed an election-security roadmap covering the period from September 2026 through the post-election period.

The roadmap focuses on professional and impartial policing, security coordination, deployment, training and capacity building, as well as protection of electoral personnel and infrastructure.

Call for peaceful elections

Commissioner Hassan Noor also urged political contestants to accept election outcomes peacefully, saying acceptance of results can help reduce tensions surrounding elections.

IEBC Chairperson Erastus Ethekon separately cautioned the media against spreading misinformation, disinformation and malinformation that could inflame public fears during the election period.

Message to the public

As Kenya prepares for the 2027 General Election, the IEBC and security agencies are working to strengthen coordination, clarify responsibilities and improve preparedness so that the electoral process can be conducted in a peaceful, secure, transparent and orderly environment.

PUBLIC NOTICE: HIGH RISK OF EL NIÑO RAINS

Date: 1st September 2026

The public is hereby notified that the upcoming October–December (OND) rainfall season is expected to bring above-normal rainfall across most parts of Kenya, with some areas likely to experience an early onset of the rains.

Residents of Malkamari are therefore urged to remain highly vigilant and take the necessary precautions against possible flooding and other rain-related hazards.

POSSIBLE RISKS

The anticipated heavy rains may result in:

- Flooding and flash floods
- Drowning, injuries and loss of life
- Displacement and isolation of communities
- Disease outbreaks
- Damage to roads, bridges and other infrastructure
- Losses to crops, livestock and livelihoods
- Disruption of essential services

KEY PREPAREDNESS MEASURES

Residents are advised to:

1. Avoid settling or remaining in flood-prone areas, riverbanks, riparian reserves and low-lying areas.
2. Follow all official evacuation instructions issued by the Government and local administration.
3. Report blocked drainage systems, rising water levels and damaged infrastructure to the relevant authorities.
4. Avoid crossing flooded rivers, roads and bridges.
5. Keep children away from rivers, drainage channels and floodwaters.
6. Safeguard livestock, food supplies, important documents and other essential belongings where possible.
7. Remain alert to official weather and emergency warnings communicated through Chiefs, Assistant Chiefs, Nyumba Kumi representatives and other authorised channels.

IMPORTANT MESSAGE

Preparedness is essential because heavy rainfall can rapidly overwhelm rivers, drainage systems and infrastructure.

All residents of Malkamari are requested to cooperate with the local administration and emergency response teams and to move to safer ground immediately when instructed.

RE: TRANSITION OF UHC HEALTH WORKERS FROM CONTRACTUAL TO PERMANENT AND PENSIONABLE TERMS

The general public and all Universal Health Coverage (UHC) health workers are hereby informed that the Government has resolved to facilitate the transition of eligible UHC health workers from contractual terms to Permanent and Pensionable (P&P) terms.

The resolution follows a special session of the Intergovernmental Budget and Economic Council (IBEC), chaired by the Deputy President, H.E. Kithure Kindiki, where it was agreed that County Governments will absorb the UHC health workers.

The formal absorption process will be undertaken through the respective County Public Service Boards, in accordance with the applicable Government guidelines and procedures.

All concerned health workers and members of the public are therefore advised to remain calm, follow official communication from the Ministry of Health and County Government of Mandera, and avoid relying on unverified information.

Further information and guidance will be communicated through the relevant official channels as the implementation process progresses.

PRESIDENT RUTO CALLS FOR KENYANS TO RELOOK AT THE 2010 CONSTITUTION

The attention of members of the public is drawn to recent remarks by President William Ruto calling for Kenyans to consider relooking at aspects of the Constitution of Kenya, 2010, following 16 years of its implementation.

The President acknowledged the importance and achievements of the 2010 Constitution, while also raising concerns regarding certain aspects of its implementation, including challenges arising from the relationship between different arms and institutions of government.

WHAT THE PUBLIC SHOULD KNOW

The President's remarks do not, by themselves, amend or change the Constitution of Kenya.

Any proposed constitutional amendment must be undertaken in accordance with the procedures and safeguards provided under the Constitution, including the requirements for public participation.

IMPORTANT MESSAGE TO THE PUBLIC ON SCHOOL CAPITATION AND LEARNER DATA

The general public, parents, guardians, learners, teachers, school heads and education stakeholders are hereby informed that the National Assembly Public Accounts Committee (PAC) has raised serious questions regarding the learner data being used by the Ministry of Education to determine and disburse school capitation funds.

The Basic Education Principal Secretary, John Ololtua, was questioned by the Committee over the Ministry’s decision not to use NEMIS for the latest capitation disbursement.

The Ministry explained that the latest disbursement relied on field-verified learner data, as the new Kenya Education Management Information System (KEMIS) is still being finalised.

IMPORTANT INFORMATION

The Public Accounts Committee is seeking clarification on:

Whether the Ministry had proper approval to move away from NEMIS.

Whether learner enrollment figures were properly verified at the sub-county level.

The legal basis for the current method used to determine capitation.

Documentary evidence supporting the verification of learner numbers.

The accuracy of enrollment figures used to allocate government funds to schools.

The concerns follow an Auditor-General's report which raised questions about the lack of documentary evidence confirming verification of learner enrollment data before capitation funds were disbursed.

MORE THAN 800,000 NON-EXISTENT LEARNERS

The Ministry reported in May 2026 that its verification exercise had identified more than 800,000 non-existent learners.

This has increased concerns about the accuracy of school enrollment records and whether public funds are being allocated based on genuine learner numbers.

WHAT PARLIAMENT HAS DEMANDED

The Public Accounts Committee has given the Ministry of Education two weeks to provide:

1. Approval documents authorising the move away from NEMIS.
2. Sub-county learner verification reports.
3. The legal framework supporting the current system used for capitation.

MESSAGE TO THE PUBLIC

Parents and guardians are encouraged to ensure that their children are properly enrolled and accurately captured in official school records.

School heads and education administrators should ensure that learner information submitted to the Ministry is accurate, verifiable and properly documented.

The public should also understand that the Parliamentary inquiry is primarily about accountability, accuracy of learner data and proper management of public funds.
