The County Government of Mombasa has successfully concluded the Performance Contract Evaluation Exercise for the 2025/2026 Financial Year, bringing together County Government departments to assess performance against their agreed targets, commitments and performance indicators, in line with the County’s development priorities.

The exercise was coordinated by the Office of the County Secretary and Head of Public Service and conducted by external evaluators from the Directorate of Public Service Reforms, with a focus on strengthening performance management, accountability, efficiency and results-oriented service delivery across the County Government.

Throughout the evaluation, departments reviewed their planned deliverables, key performance indicators and commitments, presented evidence of achievements, identified areas requiring greater attention and explored opportunities for improved implementation and coordination.

The evaluators acknowledged the progress made across County departments and commended the County Government of Mombasa for its efforts towards strengthening institutional performance and accountability.

The Performance Contract Evaluation Exercise provides an important framework for measuring institutional performance, promoting accountability and ensuring that County programmes, activities and resources remain aligned with the needs and priorities of the people of Mombasa.

The successful completion of the exercise reaffirms the County Government’s commitment to strengthening a culture of performance, accountability, efficiency and excellence in public service delivery.

Under the leadership of H.E. The Governor, Abdulswamad Shariff Nassir, the County Government of Mombasa remains committed to translating its development priorities into measurable results through continued monitoring, evaluation and coordinated implementation, while delivering quality and effective services that improve the lives of the people of Mombasa.

The Deputy Governor chaired a meeting at the Governor’s Office with officials from the Ethics and Anti-Corruption Commission (EACC) to review and monitor the implementation of recommendations arising from the EACC Corruption Risk Assessment conducted within the County Government of Mombasa.

The exercise, which has been ongoing as a continuous journey since 2021, has involved periodic assessments and follow-up engagements aimed at identifying corruption risks, strengthening institutional systems and ensuring that recommended corrective measures are implemented effectively.

The current monitoring exercise will run for a period of two weeks, providing an opportunity for the County Government and EACC to assess progress comprehensively and identify areas requiring further action.

The meeting provided an important platform to assess the progress made in implementing the recommendations, identify areas requiring additional action, and strengthen coordination among county departments in addressing identified corruption risks.

The discussions also focused on enhancing internal systems and controls, promoting ethical conduct among public officers, strengthening accountability mechanisms, and ensuring that county resources are utilized effectively and responsibly for the benefit of Mombasa residents.

The participation of all County Executive Committee Members (CECs) underscores the importance that H.E. the Governor and the County leadership place on collective responsibility in strengthening governance systems and ensuring that recommendations arising from the assessments are effectively implemented.

The County Government reaffirmed its commitment to working closely with EACC and other relevant institutions to continuously strengthen measures for preventing and combating corruption, promoting transparency and accountability, and improving service delivery.

The County Government of Mombasa remains committed to fostering a culture of integrity, professionalism and responsible stewardship of public resources, in line with the principles of good governance.

The two-week monitoring exercise will further strengthen the partnership between the County Government and EACC and provide an opportunity to track progress, address outstanding gaps and ensure sustained implementation of the recommendations arising from the assessments undertaken since 2021.

The meeting was attended by all County Executive Committee Members (CECs), County Chief Officers, senior county officials and representatives from EACC.
