KIPPRA hosted a public participation forum on its proposed Amendment Bill on 28 August 2026 in Nairobi. The event was graced by the KIPPRA Board of Directors, led by Vice Chairperson Ms Christine Wanjala, and Executive Director, Dr Eldah Onsomu. The forum brought together more than 100 participants who shared their views on various aspects of the proposed Amendment Bill.
The Bill seeks to align the Institute’s legal framework with the Constitution and the Mwongozo Code of Ethics and Guidelines for State Corporations.
The engagement forms part of a broader consultative process through which KIPPRA is gathering views from stakeholders across the country. The feedback will inform the finalization of the proposed amendments before they are tabled in Parliament.

KIPPRA and the County Government of Bungoma today signed a Memorandum of Understanding (MOU) to strengthen collaboration in policy research, knowledge generation and capacity building. The MOU was signed during a ceremony attended by Bungoma County Governor, H.E. Kenneth Lusaka, and KIPPRA Executive Director, Dr Eldah Onsomu.
The partnership provides a framework for the two institutions to collaborate in areas of mutual interest, with a focus on generating and applying evidence to inform policy formulation, planning and implementation at the county level.
Speaking during the ceremony, Governor Lusaka welcomed the partnership, noting the importance of strengthening linkages between research institutions and county governments to support effective decision-making and improved service delivery to citizens.
Dr. Onsomu reaffirmed KIPPRA’s commitment to working closely with county governments to strengthen their capacity to utilise research and evidence in addressing development challenges. She noted that effective policy decisions require reliable data, robust research and continuous engagement between policymakers and think tanks.
The collaboration will provide opportunities for joint research, policy dialogues, workshops, knowledge sharing and capacity building, among other areas of mutual interest. It will also strengthen the translation of research findings into practical policy interventions that respond to the needs and priorities of Bungoma County.

KIPPRA continued the regional stakeholder engagements on its Amendment Bill, 2026 on Wednesday in Kakamega County. The KIPPRA team was led by KIPPRA Board Member, Mr Timothy Gakuu who was representing the Board Chair, Prof. Paul Wachana and Head of Productive Sector Dr Evens Ngénoh who was representing the Executive Director, Dr Eldah Onsomu. The public participation forum, which took place at the Kakamega Social Hall, targeted citizens from Kakamega, Bungoma, Busia and Vihiga counties .The event saw over 100 participants give their views on various aspects of the Amendment Bill, which is aimed at aligning the Institute’s legal instruments with the Constitution and the Mwongozo Code of Ethics.
Before the start of the of the event, the KIPPRA team made a courtesy call on the Kakamega Deputy County Commissioner, Mr Samuel Mwangi, and the Deputy County Secretary and Chief Officer at the Office of the Governor, CPA Samson Otieno. The two leaders applauded KIPPRA’s work in driving evidence-based policy making in the country. On his part, Mr Gakuu and Dr Ngénoh registered their appreciation for the support and partnership of the Governor’s office in mobilizing participants.
Stakeholders at the forum emphasized the importance of ensuring that the proposed amendments respond to the evolving needs of both levels of government and strengthen evidence-based policy research, planning, and decision-making for sustainable development. This engagement is part of a broader consultative process that will see KIPPRA gather views from across the country before finalizing the proposed amendments for tabling in Parliament.

Forests are critical to Kenya’s economy and ecological stability, delivering vital ecosystem services that drive biodiversity conservation, carbon sequestration, water regulation, soil fertility, and sustainable livelihoods. However, persistent disconnects between forestry and agricultural production systems continue to hinder tree adoption, limiting potential climate and socio-economic gains. According to a recent Kippra Kenya study, Bridging Forests and Farms: Accelerating Tree Adoption for Climate and Livelihood Gains, while Community Forest Associations (CFAs) have successfully broadened community participation in forest governance, their direct impact on on-farm tree planting remains restricted, correlating with a 28.4% reduction in on-farm adoption. Conversely, targeted interventions yield positive results: access to agricultural and forestry extension services increases tree adoption by 20.6%, while higher education levels among farmers boost adoption by 3.6%.

The Kenya Institute for Public Policy Research and Analysis (KIPPRA), in partnership with the United Nations Development Programme (UNDP), today convened a breakfast meeting to validate findings from the Post-Budget Gender-Responsive Budgeting (PB-GRB) sector reports.

The reports examine how public resources are allocated and whether government spending is effectively addressing gender gaps across key sectors, including agriculture and food security, education, health, social protection, and MSMEs.
Among the key issues highlighted are the need to move beyond simply tagging budgets as gender-sensitive and focus more deliberately on who benefits from public spending, whether interventions address structural barriers, and whether allocations translate into measurable outcomes.

The meeting brought together representatives from national and county governments, Parliament, oversight institutions, development partners, civil society and policy and research organisations to review the findings and recommendations of the study and strengthen the evidence base for more equitable and gender-responsive public budgeting in Kenya. The meeting was led by KIPPRA Senior Policy Analyst and Project Lead, Mr Joshua Laichena, alongside other KIPPRA and UNDP staff.

The COVID-19 pandemic exposed critical vulnerabilities in Kenya's food systems, with far-reaching consequences for household welfare and nutrition. A recent Kippra Kenya study on Safeguarding Food Security & Welfare In Kenya: 'Lessons from the COVID-19 Pandemic found that 35.8 percent of rural households lived below the food poverty line, making them the hardest hit by the pandemic. Additionally, household welfare declined by 7.7 percent nationally, with rural households experiencing the greatest losses due to reduced incomes and employment. These findings highlight the urgent need to address persistent food security challenges, including vulnerable livelihoods, fragile supply chains, reduced household incomes, and fiscal pressures that limit government responses.

KIPPRA today convened a high-level breakfast meeting with the County Government of Nandi to advance the implementation of the National Policy on Women’s Economic Empowerment (NPWEE) and the National Care Policy (NCP).
The meeting, led by KIPPRA Board Chairperson Prof. Paul Wachana and Executive Director Dr. Eldah Onsomu, brought together the county leadership and senior government officials to deliberate on findings from the Women Economic Opportunity (WEO) and County Care Baseline Survey.
Discussions focused on priority policy actions, the domestication of the two national policies, and strengthening partnerships to promote evidence-informed decision-making at the county level.
The breakfast meeting was attended by senior county officials, including County Executive Committee Members, Chief Officers, the County Secretary, and technical officers from the County Government. The KIPPRA delegation comprised members of the Board of Directors, management and staff supporting the implementation of the Women Economic Empowerment Project.

KIPPRA Board Chairperson Prof. Paul Wachana and Executive Director Dr. Eldah Onsomu today paid a courtesy call on H.E. Deputy Governor Nandi county- Dr. Yulita Chebotip Cheruiyot, ahead of the Governor’s Breakfast Meeting convened to disseminate findings from the baseline survey on the implementation of the National Policy on Women’s Economic Empowerment (NPWEE) and the National Care Policy (NCP).
The courtesy visit reaffirmed the strong partnership between KIPPRA and the County Government of Nandi in advancing evidence-informed policymaking and promoting inclusive socio-economic development. The meeting also provided an opportunity to brief the Deputy Governor on the objectives of the Breakfast Meeting and discuss how the baseline findings can support county planning, budgeting and implementation of policies that promote women’s economic empowerment and strengthen the care economy.
The Breakfast Meeting forms part of KIPPRA’s three-year project, Leveraging Evidence for Care and Women’s Economic Empowerment Policy Implementation, supported by the Gates Foundation. The project seeks to strengthen implementation of the National Policy on Women’s Economic Empowerment and the National Care Policy by generating evidence, building institutional capacity, facilitating policy dialogue and supporting policy domestication at both national and county levels.

KIPPRA convened a high-level breakfast meeting with the Kakamega County leadership to discuss findings from the Women Economic Empowerment and Care Baseline Survey on 28th July 2026.
The meeting, chaired by KIPPRA Board Chair Prof. Paul Wachana, provided a platform for KIPPRA and the county leadership to review key findings from the baseline survey conducted under the Leveraging Evidence for Women Economic Empowerment and Care Policy Implementation Project. The project seeks to generate evidence that supports the design and implementation of policies that expand economic opportunities for women while strengthening care systems.
The discussions focused on practical measures that the county can adopt to address the identified gaps. These included integrating women's economic empowerment and care priorities into the County Integrated Development Plan (CIDP), establishing effective institutional coordination mechanisms, allocating adequate financial resources for implementation, and strengthening the collection and use of sex-disaggregated data to inform planning, budgeting and monitoring.
The breakfast meeting was attended by Deputy County Secretary CPA Samson Otieno, KIPPRA Board Director Ms. Monica Mukayagi, County Executive Committee Members, county advisors, the County Secretary, Chief Officers, Directors, and members of the KIPPRA technical team.
