Soipan is a distinguished lawyer and has previously served as the Cabinet Secretary for Environment, Climate Change & Forestry (October 2022 to July 2024 ); a Nominated Senator and a two-term elected

Member of the Kenya National Assembly. She holds a Master of Laws, (LLM) degree in Sustainable International Development from the University of Washington, Seattle, USA, a Bachelor of Laws (LLB) degree from the University of Nairobi, and a Diploma in Law from the Kenya School of Law

I joined H.E. William Samoei Ruto President of the Republic of Kenya and Commander-in-Chief of the Kenya Defence Forces, The Kenya Defence Forces (KDF) and Uasin Ngishu County leadership at the Defence Forces Recruits Training School (DFRTS) in Eldoret, for the Passing-Out Parade of KDF Cohort 01/25.

Hearty congratulations to all the recruits on reaching this significant milestone and I commend all those who excelled in the various areas of training as well as the instructors, commanders and all personnel who contributed to their successful training.

This additional manpower will strengthen the KDF capacity to discharge its Constitutional and operational responsibilities, respond effectively to evolving security threats, support regional peace and security efforts, and serve the nation whenever called upon.

This morning, at the Defence Headquarters, I received a comprehensive briefing from the Kenya Defence Forces Chief of Strategic Plans and Policy, Brigadier Caroline Mutisya, together with the technical team, on the progress of the review of the draft National Defence Policy 2026–2036.

The draft National Defence Policy is firmly anchored on the Constitution of Kenya and aligned with the National Security Policy and the National Security Strategy, ensuring that it provides a coherent and integrated framework for advancing the country's defence and national security objectives.

The Ministry of Defence is constitutionally mandated to safeguard the sovereignty and territorial integrity of the Republic of Kenya and to enable the Kenya Defence Forces to effectively discharge their constitutional responsibilities. As the Ministry's principal policy document, the National Defence Policy provides the overarching strategic framework for developing defence capabilities, guiding the formulation of defence strategies and advancing Kenya's national security interests.

The Defence Principal Secretary, Dr. Patrick Mariru, the Ministry's Heads of Department and senior Kenya Defence Forces officers attended the briefing.

The creative industry is a key driver of innovation, employment, and economic growth, particularly for our young people. In recognition of this, I participated in a networking and empowerment programme for the young musicians and artists of Ilchamus Ward in Baringo South Constituency, Baringo County, reaffirming the government’s commitment to investing in talent and creating opportunities for the creative sector to thrive. Continued investment in talent is essential in promoting our rich cultural heritage.

I encouraged the young creatives to invest in their craft, embrace professionalism, and remain disciplined and consistent in pursuing their aspirations. With determination and resilience, they have the potential to build successful enterprises, create employment, and make a meaningful contribution to our nation's development.

Also present were the Baringo County Women Representative, Hon. Florence Jematiah, the area Member of the National Assembly Hon. Charles Kamuren, Hon. Joined H.E. Prof. Kithure Kindiki, Deputy President of the Republic of Kenya, at the 2nd Extraordinary Summit of the African Union Support and Stabilization Mission in Somalia (AUSSOM), held at Speke Resort, Munyonyo, Uganda.

The Summit brought together Heads of State and Government from AUSSOM Troop Contributing Countries, alongside the leadership of the Federal Republic of Somalia, to deliberate on the evolving security landscape in Somalia, the future of the African Union's stabilization efforts, and sustainable approaches to supporting lasting peace and security in the region.

Kenya remains steadfast in its commitment to regional peace, collective security, and multilateral cooperation, recognising that a stable Somalia is indispensable to the security, prosperity, and resilience of the Horn of Africa.

The Government remains firmly committed to establishing and sustaining peace and security across every part of our country. The Ministry of Defence continues to support and collaborate with other Government agencies in responding to emergencies, restoring peace, and enhancing stability in areas affected by insecurity, in line with its constitutional mandate.

Today, I joined the Cabinet Secretary for Interior and National Administration, Hon. Kipchumba Murkomen, during the Kerio Belt Security Assessment Mission and the launch of Kolowa Sub-County at Kolowa Primary School in Tiaty Constituency, Baringo County. The event brought together leaders and stakeholders from Elgeyo Marakwet, Baringo, West Pokot, and Turkana counties.

The establishment of Kolowa Sub-County marks a significant milestone in strengthening Government presence, improving administration, and enhancing service delivery in the region. For many years, communities here have endured the devastating effects of banditry, cattle rustling, and inter-community conflict.

Through coordinated multi-agency initiatives such as Operation Maliza Uhalifu (OMU), peace and stability are steadily being restored across the North Rift region. The Kenya Defence Forces, through the Ministry of Defence, has been a key partner in the operation since its inception in 2023.

These sustained efforts have led to the surrender of illegally held fi****ms, the reopening of schools, safer roads, the revival of local markets, and the gradual restoration of normalcy, giving communities renewed hope and confidence.

The launch of Kolowa Sub-County will further strengthen these gains by bringing Government services closer to the people, enhancing security coordination, and accelerating socio-economic development in the region. Together, we remain committed to securing lasting peace, protecting lives, and creating an environment where every Kenyan can thrive.

Joined my colleague, Dr. Wycliffe Oparanya, for the official groundbreaking ceremony for the construction of the Rt. Hon. Raila Amolo Odinga Mausoleum at Kango' ka Jaramogi in Bondo, Siaya County. This landmark national heritage project will preserve the legacy of one of Kenya's most consequential statesmen and champions of democracy.

The Mausoleum reflects the Government's commitment to safeguarding our nation's historical memory by honouring a leader whose lifelong contribution to national unity, constitutional reforms, democratic governance and public service has left an enduring imprint on Kenya's political journey.

The Ministry of Defence is overseeing the project management of this national monument in collaboration with relevant Government Ministries, Departments and Agencies, including the National Museums of Kenya.

The Jaramogi family, led by Siaya Senator Dr. Oburu Odinga, was present at the ceremony. Also in attendance were Principal Secretaries Dr. Patrick Mariru (Defence), Ms. Ummi Bashir (Culture, the Arts and Heritage) Kisumu Deputy Governor Dr. Matthew Owili; representatives of the National Museums of Kenya; and other distinguished leaders and stakeholders.

As a long-standing partner of Moi Naikarra Girls Secondary School, today I was honored to join them in their celebration for the commendable performance in the Kenya Certificate of Secondary Education, (KCSE) examinations class of 2025.

The school’s improved mean score of 8.03 and an impressive 95% university direct entry rate are a testament to the rewards of hard work, discipline, visionary leadership and strong collaboration between the school, parents and the wider community. This remarkable achievement demonstrates what is possible when all stakeholders remain committed to a shared vision of excellence.

Just two years after becoming an independent girls' school, they are already setting a standard of academic excellence, a reflection of the school's commitment to steady growth. Quality education remains one of the most valuable investments we can make in our nation’s future.
