The State Department for Correctional Services has stepped up efforts to strengthen partnerships aimed at developing sustainable infrastructure and expanding access to clean energy across correctional facilities.

Speaking during a meeting with a delegation from the United Nations Office for Project Services (UNOPS), led by UNOPS East and Southern Africa Director Kelly McAulay, to explore opportunities for collaboration in sustainable infrastructure development, Principal Secretary Dr. Salome Beacco said strategic partnerships remain critical to sustaining ongoing reforms within the country’s correctional system.

According to the PS, the State Department is prioritising clean energy, digitalisation and modernisation as key pillars of its reform agenda, in line with the Government’s commitment to sustainable development and improved service delivery.

She said the Department is spearheading an initiative to transition correctional facilities from wood fuel to clean energy solutions, including solar-hybrid power systems and clean cooking technologies.

McAulay reaffirmed UNOPS’ commitment to supporting the State Department through its implementation mandate, noting that the organisation will work closely with the Department to identify opportunities for collaboration and advance sustainable infrastructure solutions within the correctional system.

The transition to clean energy is expected to reduce environmental degradation, improve public health, enhance energy security and support Kenya’s low-carbon development agenda, while providing correctional institutions with more efficient, reliable and environmentally friendly energy solutions that align with international standards.

To facilitate the proposed areas of collaboration, the two parties agreed to develop a Memorandum of Understanding (MoU) that will provide a framework for cooperation and define the scope and priority areas of partnership.

The meeting also proposed the establishment of a Project Implementation Committee to coordinate and guide the implementation of identified projects.

The latest engagement underscores the State Department’s commitment to leveraging strategic partnerships to modernise correctional infrastructure and accelerate the adoption of sustainable energy solutions across correctional facilities. The collaboration is expected to contribute to the State Department’s transformation agenda by enhancing infrastructure, improving operational efficiency, strengthening security, supporting the transition to clean energy and accelerating digital transformation across correctional facilities.

The journey by the State Department for Correctional Services to transition all its institutions from wood fuel to clean energy moved closer to reality after the Project Implementation Committee began executing the plan following resolutions by the Technical Working Group on the planned transition.

During a meeting between Principal Secretary Dr. Salome Beacco and members of the Technical Working Group, comprising representatives from various government agencies and organisations, it emerged that designs and Bills of Quantities (BoQs) for LPG installation had been completed and consolidated. The meeting also considered other viable clean energy options, including biogas, solar-powered systems and induction cooking technologies.

Speaking during the meeting, the PS said it was imperative that the transition succeeds, noting that the department is among the country’s largest consumers of wood fuel. She said the continued use of biomass had resulted in high operating costs while imposing significant health and environmental burdens.

The transition will initially target Kenya Prisons Service and Probation and Aftercare Service facilities within Nairobi and its environs before being extended to 144 correctional facilities across the country.

Among the financing options under consideration are Energy-as-a-Service, aggregated procurement, pay-as-you-cook and lease-to-own arrangements. Carbon financing was also identified as a potential mechanism for sustaining and expanding clean energy systems across correctional facilities.

The initiative is expected to reduce environmental degradation, improve public health, enhance energy security and support Kenya’s low-carbon development agenda by providing correctional institutions with more efficient, reliable and environmentally friendly energy solutions. It also aligns with the Kenya National Cooking Transition Strategy (2024–2028) and the Government’s National Tree Growing and Restoration Campaign, which targets the growing of 15 billion trees by 2032.

The State Department for Correctional Services is exploring collaborations to enhance the continuum of custody and reintegration of offenders as part of ongoing reforms aimed at transforming the country’s correctional system.

Speaking during a meeting with British High Commissioner to Kenya Matt Baugh, Principal Secretary Dr. Salome Beacco said the approach includes engaging strategic partners to support the Department in building the capacity of correctional officers while placing community corrections at the heart of the transformation agenda.

According to the PS, the approach will promote greater coordination and mutual support between officers working in custodial institutions and those involved in non-custodial correctional programmes, thereby strengthening the transition of offenders from custody to community-based rehabilitation and reintegration.

She said there was a need for players in the global justice sector to share experiences, expertise and best practices to address existing and emerging challenges, including the rehabilitation and reintegration of individuals convicted of offences related to radicalization and violent extremism.

Baugh expressed commitment to partnering with the Department to strengthen Kenya’s correctional system, noting that strategic operational alignment among the various actors would contribute to more effective rehabilitation and reintegration of offenders.

He said adopting best practices and improving system efficiency would enhance the correctional system’s capacity to respond to emerging security challenges while safeguarding public safety.

The 150-bed Wanini Kireri Magereza Level IV Hospital was commissioned on Monday, marking a key milestone in efforts to enhance access to quality healthcare for correctional service officers, inmates and the surrounding community.

Speaking during the commissioning ceremony, Deputy President Professor Kithure Kindiki said the facility was a testament to President William Ruto’s commitment to advancing the national healthcare agenda and achieving Universal Health Coverage through targeted investments in healthcare infrastructure, human resources and related services.

Located at the Prisons Staff Training College in Ruiru, the hospital has been integrated with the Social Health Authority’s (SHA) Usalama Cover Public Officers Medical Scheme. The cover will provide comprehensive outpatient, inpatient, maternity, specialised care and emergency evacuation services to officers within the State Department for Correctional Services and their dependants.

Equipped with modern medical facilities, the hospital is among the latest investments supporting the Government’s broader healthcare reform agenda aimed at modernising Kenya’s healthcare infrastructure and ensuring that every person enjoys the right to the highest attainable standard of health, including access to quality healthcare services and emergency medical treatment.

The hospital is equipped with key specialised sections, including an Intensive Care Unit (ICU), High Dependency Unit (HDU), Radiology Unit, Dental Unit, maternity wing, male and female wards and a paediatric ward. It will also offer a range of specialised services, including dental and renal care.

The government has reaffirmed its commitment to correctional reforms focused on improving the welfare of officers, enhancing prison conditions and prioritizing the holistic rehabilitation of offenders.

Speaking at the Prison Staff Training College in Ruiru during the 27th Passing Out Parade of 36 Kenya Prisons Cadets, Deputy President Professor Kithure Kindiki said the government was implementing comprehensive reforms that would usher in a paradigm shift in the country’s prison and correctional system.

He said correctional services were no longer at the margins of the justice sector but had become a key player in national development. He noted that this shift had seen the government increase investment in the modernization of correctional facilities as well as the welfare of its human resource.

The Deputy President urged the graduating officers to uphold integrity, patriotism and fidelity to the law and the Constitution as they assumed their responsibilities within the Kenya Prisons Service.

Speaking at the same ceremony, Interior and National Administration Cabinet Secretary Kipchumba Murkomen said the government intended to upscale programmes within correctional services to the next level in line with the government’s development agenda. He also lauded the leadership of the State Department for Correctional Services for implementing progressive reforms.

The Deputy President also flagged off 41 vehicles intended to strengthen the operational capacity of the Kenya Prisons Service, promising that the government was in the process of acquiring additional vehicles for the department.

The 27th Cadets Cohort, trained to undertake middle-management responsibilities, comprises 36 cadet officers drawn from diverse professional backgrounds, including pharmacy, architecture, engineering, statistics, psychology, information science and quantity surveying.

Their training combined academic instruction, practical exposure and field-based learning, including weaponry, physical training, drill and basic tactics. The academic curriculum covered prisons administration, security, law, human rights, government regulations and ethics.

The State Department for Correctional Services has embarked on a journey to advance partnerships aimed at developing sustainable infrastructure and expanding access to renewable energy.

Speaking during a meeting between the State Department and a delegation from the United Nations Office for Project Services (UNOPS), led by UNOPS East and Southern Africa Director Kelly McAulay, Secretary Administration Sammy Kioko, who represented the Principal Secretary, said the Department has prioritised the adoption of clean energy, digitalisation and modernisation as key pillars of its reform agenda.

He said the Principal Secretary is leading the implementation of an initiative to transition all correctional facilities in Kenya from wood fuel to renewable and clean energy solutions, including solar-hybrid power installations and clean cooking technologies. The initiative targets the completion of the first phase of the transition to clean cooking by the end of the year.

Kelly McAulay pledged UNOPS’ commitment, through its implementation mandate, to support the State Department in its efforts. She said the two institutions would explore available opportunities to deepen cooperation and advance sustainable infrastructure development within the correctional sector.

The Department, in collaboration with the State Department for Petroleum and other government agencies, has already developed infrastructural designs for clean cooking kitchens. The initial phase will target Kenya Prisons Service and Probation and Aftercare Service facilities within Nairobi and its environs before being extended to other correctional facilities across the country.

The initiative is expected to reduce environmental degradation, improve public health, enhance energy security, support Kenya’s low-carbon development agenda, and provide correctional institutions with more efficient, reliable and environmentally friendly energy solutions.
