The Ministry of Roads and Transport today underwent its annual performance evaluation for the Financial Year 2025/2026, in line with the Government’s Performance Contracting Framework aimed at strengthening accountability, enhancing productivity and improving service delivery across public institutions.
The evaluation was conducted by a team from the Public Service Performance Management Unit (PSPMU), led by Mr. Morris Kamande. The Ministry’s team was led by the Secretary Administration, State Department for Roads, Mr. Evans Mutari, who officially opened the exercise on behalf of the Principal Secretary, Eng. Joseph Mbugua.
In his opening remarks, Mr. Mutari reaffirmed the Ministry’s commitment to accountability and effective performance management, noting that significant progress had been made in implementing the Performance Contract (PC), despite challenges, including inadequate funding.
He highlighted the timely submission of quarterly performance reports to PSPMU and other specialised agencies as part of the Ministry’s commitment to performance monitoring, transparency and accountability.
The Secretary Administration underscored the Ministry’s strategic role in advancing the Government’s Bottom-Up Economic Transformation Agenda (BETA) through the development, rehabilitation and maintenance of road infrastructure to improve connectivity, lower the cost of transportation, facilitate trade and enhance access to markets and essential services.
He noted that a reliable and efficient road network is critical to stimulating economic activity, supporting agriculture, strengthening regional integration and creating an enabling environment for investment and job creation.
Mr. Mutari urged officers to participate actively in the evaluation and provide accurate, complete and verifiable supporting evidence to facilitate an objective assessment of the Ministry’s performance.
He emphasised the importance of using the evaluation findings to address implementation gaps, strengthen accountability and improve service delivery in support of the Government’s development priorities.
The annual evaluation provides an opportunity to assess the Ministry’s achievements against agreed targets, verify reported results, identify implementation challenges and document best practices to inform future planning and improve institutional effectiveness.
