إشارةً إلى حادث إطلاق النار الذي تعرض له زورق صيد عراقي بتاريخ 3 تموز 2026، وما أسفر عنه من وفاة أحد الصيادين العراقيين واحتجاز آخرين، وانطلاقاً من مسؤوليتها في إطلاع الرأي العام على الإجراءات التي اتخذتها بهذا الشأن، توضح وزارة الخارجية أنها تابعت تفاصيل الحادث منذ اللحظة الأولى لورود المعلومات بشأنه، وبذلت جهوداً دبلوماسية مكثفة، بالتنسيق مع سفارة جمهورية العراق في دولة الكويت والجهات العراقية والكويتية المختصة، لمعالجة تداعياته.
وتشير الوزارة إلى أنها تلقت بتاريخ 5 تموز 2026 برقيةً من سفارة جمهورية العراق في دولة الكويت تضمنت المعلومات الأولية المتعلقة بالحادث، الذي وقع بتاريخ 3 تموز 2026، وذلك استناداً إلى ما أبلغت به السفارة من قبل وزارة الخارجية الكويتية.
وفور تلقي هذه المعلومات، وجّه وزير الخارجية، السيد فؤاد حسين، دوائر الوزارة المعنية وسفارة جمهورية العراق في دولة الكويت بمتابعة الموضوع بصورة عاجلة، وإبلاغ السلطات العراقية المختصة، والعمل على استجلاء جميع ملابساته والتواصل مع الجهات الكويتية المعنية.
وخلال زيارته الرسمية إلى دولة الكويت في 8 تموز 2026، أثار السيد الوزير القضية مع القيادة الكويتية، ومن بينهم نائب رئيس مجلس الوزراء ووزير الداخلية، معالي الشيخ فهد اليوسف، طالباً الاطلاع على حيثيات الحادث، ومؤكداً اهتمام الحكومة العراقية البالغ بهذه القضية، ورفضها القاطع لتكرار مثل هذه الحوادث التي تمس أرواح المواطنين، وتسيء إلى العلاقات الأخوية المتميزة بين جمهورية العراق ودولة الكويت، فضلاً عما تخلفه من آثار إنسانية مؤلمة.
واستعرض الجانب الكويتي، خلال الاجتماع، وبحضور مستشار الأمن القومي السيد قاسم العبودي، ومحافظ البصرة السيد أسعد العيداني، تسجيلاً مرئياً تضمن عرضاً لملابسات الحادث، موضحاً أن الواقعة حدثت ليلاً، وأن القوة الكويتية لم تتعمد إيقاع الخسائر التي أسفر عنها الحادث.
وفي ختام اللقاء، أكد السيد فؤاد حسين خطورة تكرار مثل هذه الحوادث مستقبلاً، مشدداً على أهمية وضع آليات واضحة للتنسيق والتواصل بين الجهات المختصة في البلدين، بما يضمن عدم تكرارها.
كما طلب السيد الوزير من الجانب الكويتي الإفراج عن الصيادين العراقيين المحتجزين، وتسليم جثمان الصياد العراقي الذي فارق الحياة، وقد استجاب الجانب الكويتي لهذا الطلب فوراً، وتعهد بالإفراج عن المحتجزين وتسليم الجثمان إلى الجهات العراقية المختصة في محافظة البصرة، وفي ضوء ذلك باشرت سفارة جمهورية العراق في دولة الكويت بإصدار وثائق عراقية للصيادين، وإصدار شهادة وفاة للمتوفى.
وفي ضوء ذلك، وجّه السيد الوزير سفارة جمهورية العراق في دولة الكويت بمواصلة متابعة نتائج التحقيقات الجارية، والتنسيق مع قيادة القوة البحرية العراقية للحصول على مزيد من المعلومات بشأن الحادث وموقفها الرسمي، بما يضمن استكمال الإجراءات ذات الصلة.
وتؤكد وزارة خارجية جمهورية العراق أنها ستواصل متابعة نتائج التحقيقات مع الجهات الكويتية المختصة، واتخاذ ما يلزم من إجراءات دبلوماسية وقنصلية، بالتنسيق مع السلطات العراقية المعنية، بما يكفل حفظ حقوق المواطنين العراقيين.
وترى الوزارة أن من الضروري قيام الجهات المختصة في البلدين الشقيقين بتعزيز التنسيق ووضع آليات عملية وواضحة تكفل احترام سيادة البلدين، والمحافظة على أمن وسلامة الملاحة في خور عبد الله، وتجنب وقوع مثل هذه الحوادث المؤسفة مستقبلاً.
كما تؤكد الوزارة أن مسؤولية حفظ أمن وسلامة المياه الإقليمية العراقية، وضمان سلامة الأفراد الذين يستخدمونها لأغراض الصيد أو الملاحة، وتحديد نطاقات التواجد الآمن فيها، تقع ضمن اختصاصات الجهات العراقية المختصة، وفي مقدمتها القوة البحرية العراقية، وفقاً للقوانين النافذة والاختصاصات المعتمدة.

Press Statement
With reference to the shooting incident involving an Iraqi fishing boat on 3 July 2026, which resulted in the death of one Iraqi fisherman and the detention of several others, and in line with its responsibility to keep the public informed of the measures taken in this regard, the Ministry of Foreign Affairs wishes to clarify that it has closely followed the incident since receiving the initial reports. The Ministry has undertaken intensive diplomatic efforts, in coordination with the Embassy of the Republic of Iraq in the State of Kuwait and the competent Iraqi and Kuwaiti authorities, to address its repercussions.
The Ministry notes that, on 5 July 2026, it received a cable from the Embassy of the Republic of Iraq in the State of Kuwait containing the preliminary information regarding the incident, which had occurred on 3 July 2026, based on information conveyed to the Embassy by the Kuwaiti Ministry of Foreign Affairs.
Minister of Foreign Affairs, H.E. Mr. Fuad Hussein, immediately upon receiving this information, instructed the Ministry’s relevant departments and the Embassy of the Republic of Iraq in the State of Kuwait to follow up on the matter as a matter of urgency, notify the competent Iraqi authorities, establish all the circumstances surrounding the incident, and engage with the relevant Kuwaiti authorities.
During his official visit to the State of Kuwait on 8 July 2026, H.E. the Minister raised the issue with the Kuwaiti leadership, including the Deputy Prime Minister and Minister of Interior, H.E. Sheikh Fahad Al-Yousef, requesting a full briefing on the circumstances of the incident. H.E. emphasized the Iraqi Government’s deep concern over the case and its categorical rejection of the recurrence of such incidents, which endanger the lives of citizens, undermine the distinguished fraternal relations between the Republic of Iraq and the State of Kuwait, and cause profound humanitarian suffering.
During the meeting, and in the presence of the National Security Adviser, Mr. Qasim Al-Aboudi, and the Governor of Basra, Mr. Asaad Al-Eidani, the Kuwaiti side presented a video recording outlining the circumstances of the incident. It explained that the incident occurred at night and that the Kuwaiti force had not intended to inflict the casualties resulting from the incident.
At the conclusion of the meeting, H.E. Mr. Fuad Hussein stressed the seriousness of any recurrence of such incidents in the future, underscoring the importance of establishing clear mechanisms for coordination and communication between the competent authorities of the two countries to prevent similar incidents from happening again.
H.E. the Minister also requested the Kuwaiti side to release the detained Iraqi fishermen and hand over the body of the deceased Iraqi fisherman. The Kuwaiti side responded immediately to this request, undertaking to release the detainees and transfer the body to the competent Iraqi authorities in Basra Governorate. Accordingly, the Embassy of the Republic of Iraq in the State of Kuwait initiated the issuance of Iraqi travel documents for the fishermen and a death certificate for the deceased.
In light of these developments, H.E. the Minister instructed the Embassy of the Republic of Iraq in the State of Kuwait to continue monitoring the ongoing investigations and to coordinate with the Iraqi Naval Force Command in order to obtain further information regarding the incident and its official position, thereby ensuring the completion of the relevant procedures.
The Ministry of Foreign Affairs of the Republic of Iraq affirms that it will continue to follow up on the results of the investigations with the competent Kuwaiti authorities and take all necessary diplomatic and consular measures, in coordination with the relevant Iraqi authorities, to safeguard the rights of Iraqi citizens.
MOFA further considers it essential for the competent authorities of the two brotherly countries to enhance coordination and establish practical and clear mechanisms that ensure respect for the sovereignty of both states, preserve the security and safety of navigation in Khawr Abd Allah, and prevent the recurrence of such unfortunate incidents in the future.
The Ministry also emphasizes that responsibility for maintaining the security and safety of Iraq’s territorial waters, ensuring the safety of individuals using them for fishing or navigation, and determining the areas designated for safe navigation and fishing falls within the jurisdiction of the competent Iraqi authorities, foremost among them the Iraqi Naval Force, in accordance with the applicable laws and established mandates.
