Financing Locally-Led Climate action Program (FLLCA)
Kenya is one of the countries in the Sub-Sahara Africa that is negatively affected by the impacts of climate change. This has been manifested in drought, frequent floods, disease such as malaria outbreak, infestation of desert locusts, low agricultural productivity among others. It is upon this background that the Government of Kenya developed Government Financing Locally–Led Climate Action Program (G-FLLCA), a World Bank supported programme.

Not all climate finance delivers the same impact.

It broadly falls into three categories: Activity-based finance provides upfront funding for specific investments; such as dedicated climate funds and development finance loans. While often concessional, these resources remain limited. Outcome-based finance rewards results, linking funding to achieved climate targets through mechanisms like sustainability-linked finance and carbon markets.

Optimization and capacity focus on closing the financing gap. This means moving beyond reliance on international public funds by unlocking private sector investment and strengthening domestic resource mobilization. Building strong national institutions; such as dedicated climate finance units; is critical to accessing and managing these evolving financing streams.

For years, residents of Longisa Ward walked long distances to the Emitiot Water Pan, collecting water directly from the source and exposing it to the risk of contamination.

Today, is changing that reality. Through a solar-powered pumping system, an elevated steel distribution tank, a pipeline network, and six communal water points, the project is delivering clean, reliable water to more than 500 households. The investment is improving access to safe water for both people and livestock while strengthening community resilience and promoting sustainable water management.
