The Principal Secretary for the State Department for Parliamentary Affairs, Dr. Aurelia Chepkirui Rono, CBS has joined Kenyans in mourning the passing of Hon. Gideon Sitelu Konchellah, a distinguished former Cabinet Minister, veteran parliamentarian and respected statesman whose service to the people of Kilgoris and the nation will be remembered for generations.

In her condolence message, Dr. Aurelia paid tribute to the late leader's many years of dedicated public service, noting that his wisdom, resilience and commitment to leadership earned him the respect and admiration of many across the country. She observed that Hon. Konchellah made significant contributions to Kenya's democratic growth and nation-building through his distinguished career in public service.

The Principal Secretary extended her heartfelt condolences to his family, friends, the people of Kilgoris and the entire Maa community, while expressing hope that they will find strength and comfort in the rich legacy of service he leaves behind.

Hon. Konchellah served the nation with distinction in both Parliament and the Executive, representing Kilgoris Constituency for several terms and serving as Minister for Immigration and Registration of Persons. Remembered as a steadfast leader and an influential voice within the Maa community, he leaves behind a legacy of dedicated public service and commitment to the advancement of Kenya's democratic ideals.

PUBLIC PARTICIPATION ON THE DRAFT KENYA RECORDS MANAGEMENT POLICY, 2026

The State Department for Parliamentary Affairs wishes to draw the attention of stakeholders and members of the public to a call for public participation and submission of comments issued by the Ministry of Gender, Culture and Children Services through the State Department for Culture, the Arts and Heritage on the Draft Kenya Records Management Policy, 2026.

The Policy seeks to define the standards, systems, procedures and best practices for efficient and effective management of public records and information. It sets procedures for the establishment of records centers, digitization of archives, adoption of electronic document management systems, compliance audits, and regulation of records management practices across government institutions.

More specifically, the Policy will strengthen transparency, accountability, and compliance in public record keeping, promote harmonization and standardization of records management practices, and enhance accessibility of government information. It will also support equitable and inclusive access to records, safeguard national heritage, and facilitate the regulation of emerging modes of records management, including digital and cloudbased systems.

On a progressive note, the Policy will advance the Digital Superhighway pillar of the BottomUp Economic Transformation Agenda (BETA) by mandating electronic and digital records management systems. Further, the Policy will facilitate efficiency and improved service delivery by providing a comprehensive framework for the systemic creation, maintenance, access and disposal of public records across all Government entities. This supports public service reforms, a key enabler of BETA.

PUBLIC PARTICIPATION ON THE DRAFT ENGINEERING TECHNOLOGY (REGISTRATION, LICENSING AND COMPLIANCE) RULES, 2026

The State Department for Parliamentary Affairs wishes to draw the attention of stakeholders and members of the public to a call for public participation and submission of comments issued by the Ministry of Roads and Transport on the Draft Engineering Technology (Registration, Licensing and Compliance) Rules, 2026 and the accompanying Regulatory Impact Statement, as developed by the Ministry in consultation with the Kenya Engineering Technology Registration Board (KETRB), a Semi-Autonomous Government Agency (SAGA) under the Ministry.

The Rules aim to operationalize the Engineering Technology Act by establishing clear procedures for registration, licensing, compliance and disciplinary oversight of engineering technologists and technicians in Kenya.

More specifically, the Rules will strengthen professional standards, accreditation, and compliance mechanisms within the engineering technology sector; promote harmonization and standardization of practice; and enhance transparency, accountability, and public safety in engineering works. They will further support accessible, equitable, and quality professional services and facilitate regulation of emerging technologies, including digital engineering tools and innovative construction methods.

On a progressive note, the Draft Rules will advance the Digital Superhighway pillar of the Bottom-Up Economic Transformation Agenda (BETA) by creating a formal, tech-driven framework for engineering professionals to enhance infrastructure development and service delivery. Noting that infrastructure is a key enabler of BETA, the Rules are also a timely intervention towards improving the quality and public safety of engineering works, reducing incidences of technical failures, enhancing investor confidence and supporting the formalization of the engineering sector.

The Draft Rules and the Regulatory Impact Statement are accessible on the Kenya Engineering Technology Registration Board website www.ketrb.go.ke/downloads. Members of the public and stakeholders are invited to submit written comments, views and memoranda on the draft Rules and Regulatory Impact Statement in the prescribed template/format, via email to [email protected] or physical delivery to the Kenya Engineering Technology Registration Board offices located in Nairobi, by 7th July 2026.

In addition, the Ministry has convened physical stakeholder consultation meetings from 29th June to 6th July 2026 as guided by the schedule provided in the notice.

The State Department for Parliamentary Affairs is currently undertaking a feasibility study for the Integrated Project for the Acceleration of the Government Legislative Agenda (IPAGLA), a strategic initiative aimed at enhancing the coordination of the Government Legislative Agenda and digitizing its processes.

Having successfully developed a concept note, the Department is now preparing a comprehensive feasibility study for submission to the State Department for Public Investments and Asset Management for consideration. The proposed project is expected to be implemented over a five-year period, delivering measurable outputs and outcomes that support national governance priorities.

The initiative underscores the Department's commitment to strengthening legislative coordination, improving efficiency, and leveraging technology to enhance service delivery.

PUBLIC PARTICIPATION ON THE DRAFT UNIVERSITIES (GENERAL) REGULATIONS, 2026.

The State Department for Parliamentary Affairs wishes to draw the attention of stakeholders and members of the public to a call for public consultations and submission of memoranda issued by the Ministry of Education in consultation with the Commission for University Education on the Draft Universities (General) Regulations, 2026 and the accompanying Regulatory Impact Statement.

The Draft Regulations aim to operationalize the Universities Act, Cap. 210 Laws of Kenya by providing a comprehensive procedural framework for the governance, administration, quality assurance, accreditation and regulation of universities in Kenya. The Regulations provide procedures for the establishment and accreditation of universities, constituent colleges and campuses, approval of academic programmes, quality audit of universities and specialized degree awarding institutions, audit of academic programmes, licensing of student recruitment agencies, activities by foreign universities and institutions offering university education and collaborations leading to the award of academic qualifications.

More specifically, the Draft Regulations will strengthen quality assurance, accreditation and compliance mechanisms within the university education sector, promote harmonisation and standardisation of academic, administrative and operational practices among universities and enhance transparency, accountability and good governance in institutions of higher learning. They will also support accessible, equitable, inclusive and quality university education and facilitate the regulation of emerging modes of learning, including digital and distance education. On a progressive note, the Draft Regulations support the Bottom-Up Economic Transformation Agenda (BETA) by strengthening university education as a key driver of skills development, innovation, human capital and inclusive economic growth.

The Draft Regulations and the Regulatory Impact Statement are available on the Commission for University Education website at www.cue.or.ke/downloads. Written comments, views and memoranda should be submitted to [email protected] or physically delivered to the Commission for University Education offices located along Red Hill Road, Off Limuru Road, Gigiri, Nairobi, within fourteen (14) days from the date of publication of the notice. Stakeholder consultation meetings on the Draft Regulations will also be held physically from 8th to 17th June 2026.

The State Department for Parliamentary Affairs today held its monthly Heads of Department meeting chaired by Principal Secretary Dr. Aurelia Rono, CBS.

The meeting served as a strategic platform for reviewing progress on the implementation of departmental priorities, assessing performance against planned targets, and taking stock of key achievements across various workstreams.

Heads of Department shared updates on ongoing programmes, reflected on milestones attained, and discussed interventions aimed at addressing emerging challenges and enhancing the timely delivery of departmental commitments.

The Principal Secretary commended departmental leadership for their dedication, professionalism and commitment to results, emphasizing the importance of accountability, continuous performance monitoring and effective coordination in driving institutional excellence.

PUBLIC PARTICIPATION ON THE DRAFT REGULATORY IMPACT STATEMENT (RIS) ON THE FOREST CONSERVATION AND MANAGEMENT (CHARCOAL) REGULATIONS, 2025

The State Department for Parliamentary Affairs wishes to draw the attention of the public and stakeholders to a call for public participation and submission of comments, inputs and memoranda issued by the Ministry of Environment, Climate Change and Forestry on the draft Regulatory Impact Statement on the Forest Conservation and Management (Charcoal) Regulations, 2025.

The draft Regulations are intended to develop and maintain a sustainable charcoal value chain that improves livelihoods while reducing deforestation, environmental degradation and the effects of climate change. They seek to ensure that charcoal production and trade are conducted responsibly and sustainably so that communities can continue benefiting economically without endangering the country’s natural resources.

The Regulations support BETA by promoting inclusive economic growth and environmental sustainability. Through sustainable forest management, the regulations contribute to climate resilience, green growth and protection of natural ecosystems that support agriculture and rural development. Further, the regulations will help create jobs, strengthen community livelihoods and support Kenya’s broader agenda of economic transformation while safeguarding the environment for future generations.

Members of the public and stakeholders have been invited to submit written memoranda to the State Department of Forestry within fourteen (14) days from the date of the notice. Written memoranda may be submitted to the Office of the Principal Secretary, State Department of Forestry, at the SHA Building on Ragati Road, P.O. Box 30126–00100, Nairobi, during official working hours on weekdays. Stakeholders and members of the public may also submit soft copies through email to [email protected] with a copy sent to [email protected].

PUBLIC PARTICIPATION ON THE DRAFT NUTS AND OIL CROP STRATEGY, 2025

The State Department for Parliamentary Affairs wishes to draw the attention of the public and stakeholders to a call for public participation and submission of comments, inputs and memoranda issued by the Agriculture and Food Authority on the draft Nuts and Oil Crop Strategy, 2025.

The Strategy aims to provide an overarching framework that guides interventions, investment and sustainable growth within the nuts and oil crops sub-sector. It seeks to strengthen value chains, enhance productivity, improve market access and promote value addition and competitiveness across the sector.

The Strategy is also expected to support BETA by promoting agricultural commercialization, increasing farmer incomes, enhancing food security, supporting agro-processing industries and creating employment opportunities along the nuts and oil crops value chains. It will contribute to rural economic empowerment, export growth and sustainable agricultural development.

The draft document and stakeholder submission forms are available on the AFA website at www.afa.go.ke.
