The Probation and Aftercare Service (PACS) today marked a significant milestone in its ongoing institutional transformation with the official opening of the Risk Needs Assessment (RNA) Training of Trainers programme at .

Speaking on behalf of the Ag. Secretary, the Director Social Inquiries and Assessment Directorate Madam Rahab Kyengo said that the training was a strategic investment in the professional growth of the Probation and Aftercare Service and in the future of offender rehabilitation and community safety in Kenya. She said that prioritizing staff development through training, operational reforms, policy review, and innovation would reposition PACS as a modern, professional, responsive, and evidence-driven correctional service.

Present during the opening ceremony was Rebecca Nyandiwa from UNODC Eastern Africa, Nairobi Region Probation Director Serah John, and Head of Legal and Partnerships Madam Carol Adero. The training runs from 11th to 22nd May 2026 across KSG campuses in @ Kenya School of Government, , and . The training is funded by with support from East Africa, and training manual and tools developed by .

Growing hope in Kitui as Correctional Services Goes Green.

On Thursday, 7th May 2026, PS for Correctional Services Dr. Salome Beacco, alongside the Acting Secretary Probation & Aftercare Service, Mr. Shadrack K. Kavutai championed the national tree planting agenda in line with the presidential directice in Kitui County together with children from Central Primary School.

Speaking after the tree planting exercise in Kitui , the PS encouraged all present to plant trees, putting more emphasis on indigenous trees, orchards, and ornamental trees. She challenged everyone present to strive towards planting trees for a green and rich Kenya.

While accompanying the PS, Mr. Kavutai committed Kitui inmates support from Probation and Aftercare Service on all concerns relating to dispensation of justice.

Principal Secretary Correctional Services Inspires Probation Officers as she pays visit to Kitui Probation Station.

On Thursday 7th May, 2026, Kitui County Probation Office and Kitui Probation Station received a major boost in morale. Principal Secretary Dr. Salome Beacco and Acting Secretary for Probation and Aftercare Services (PACS) Mr. Shadrack K. Kavutai visited the offices to assess operations and engage directly with officers.

While assessing the Station the PS directed the revival of stalled projects to make use of offenders placed on Community Service Orders (CSO).

To strengthen its role in promoting public safety and crime prevention, the Probation and Aftercare Service is developing a Social Crime Prevention Strategy aimed at addressing the underlying social causes of criminal behaviour, thereby reducing the chances of crime occurring.

The Acting Secretary of PACS, Mr Shadrack Kavutai, led an internal validation of the draft strategy, which will later on be subjected to external validation, marking a key step towards building safer communities, a proactive approach to social crime prevention.

Speaking at the closing of the PACS Director's retreat at Kimumu Senior Probation Hostel, Mr Kavutai noted the department is committed to enhancing the activities anchored on the framework to reduce crime and contribute to building safer communities.

The meeting also reviewed the progress of the implementation of the departmental programmes to enhance service delivery. Later, the Directors planted trees as part of supporting the environmental conservation activities.

RNR Trainers of Trainers Sharpen their tools ahead of the Training sessions at KSG.

There was a sense of purpose and anticipation on May 5, 2026 as RNR trainers gathered at the Kenya School of Government (KSG), Nairobi, on Tuesday for a preparatory session ahead of the Training of Trainers TOT set for May 11.

The training brought together facilitators who will spearhead the national rollout, sharpening their approach to risk assessment, offender classification and sentence planning—areas prioritized as crucial to improving probation services.

Speaking at KSG, Acting Secretary for the Probation and Aftercare Service, Shadrack K. Kavutai, in his speech read by Deputy Director,Mr. Gacheru said that the training comes at a critical time when there is a need to ensure consistency in how offender assessment tools are applied across the country.

Participants expressed optimism that the upcoming TOT will not only build their capacity but also enable them to effectively pass on the knowledge to probation officers in their respective regions. The training is being funded by European Union in Kenya under the PLEAD project with support from UNODC Eastern Africa

Probation and Aftercare Service is strengthening professional practice through a Directors’ retreat held today at Kimumu Senior Boys Probation Hostel in Uasin Gishu County.

The forum is focused on enhancing service delivery through review of key operational tools, including the Enhanced Facilitators Training Manual for Probation Officers.

The updated training manual is expected to boost the capacity of Probation Officers in supervision, rehabilitation, and reintegration of offenders serving non-custodial sentences.

The State Department for Correctional Services last evening organised a ceremony for senior retired staff. The Principal Secretary, State Department for Correctional Services, Dr Salome M Beacco, CBS, commended the milestones and contributions of the retired staff, including former Secretary, PACS, Dr Christine Obondi, OGW, towards strengthening correctional services.

The acting Secretary, PACS, Mr Shadrack Kavutai, appreciated Dr Obondi for spearheading key reforms during her tenure that included championing approval of PACS organizational structure & functions, development of the career progression guidelines, and adoption of evidence-based approaches in probation practice.

The event also brought together senior management staff from the State Department for Correctional Services and Probation KE.

On 17th April 2026, Kenya made history! The Probation and Aftercare Service, in partnership with the Japan International Cooperation Agency (JICA), hosted the first-ever International Day for Community Volunteers celebrations in Kenya and on the African continent at the Siaya Female Probation Hostel.

In a show of solidarity and pride, senior probation managers and Community Probation Volunteers (CPVs) donned their signature yellow scarves and marched through the streets of Siaya town, honouring the invaluable contributions of volunteers who are at the heart of community-based rehabilitation.

Speaking at the event, the Acting Secretary of the Probation and Aftercare Service, Mr. Shadrack Kavutai, paid tribute to the CPVs for their dedication in supporting Probation Officers to supervise community-based offenders. He reaffirmed the department's full commitment to sustaining and expanding the Community Probation Volunteers initiative a programme that is transforming lives and strengthening communities across Kenya.

The celebrations also brought together Probation Directors Mr. Michael Matekwa, Ms. Hellen Ajwalah, and Ms. Rahab Kyengo, Regional Directors Serah John (Nairobi Region), Peter Gama (Nyanza Region), and Hi**er Ogenche (Eastern Region), as well as JICA representatives and other government officials.
