PSSF CEO Dr. Jonah Aiyabei has reaffirmed that pension funds can back ESG-aligned investments when return, risk and liquidity profile of such projects is comparable to conventional assets, reiterating schemes’ fiduciary duty to members.

He was speaking at the Clean Energy Conference in Kigali, Rwanda, also graced by Kenya's Cabinet Secretary for Energy, Hon. Opiyo Wandayi.

Dr Aiyabei spoke on a panel examining how institutional capital can be mobilized for circular economy and clean energy investments, alongside Jean Bosco Mugiraneza, Director General for Energy at Rwanda's Ministry of Infrastructure; Eng. Dr. Isaac Kiva of Kenya's Ministry of Energy; Ken Mugambi, CEO of Trinity Energy Limited; and Charles Wanguhu, Director of Enzi Ijayo Africa Initiative. The session was moderated by Muchiri Waititu, Managing Director of Aplexion Analytics Limited, Rwanda.

The discussion examined how pension funds should weigh circular economy investments that demand higher upfront capital against the promise of stronger long-term value, what shifts in investment policy could unlock greater ESG allocations without eroding beneficiary returns, and whether pension funds should actively drive ESG transformation or remain neutral, return-focused capital allocators.

PSSF CEO Dr. Jonah Aiyabei has backed properly structured bankable projects to attract institutional capital, saying African pension funds are shifting their investment appetite toward alternative assets, including infrastructure.

Dr Aiyabei spoke on a plenary panel titled "Domestic Capital Unlocked: From Opportunity to Scale" at the Infra for Africa forum, alongside Bank of Tanzania Governor H.E. Emmanuel Tutuba, Nigeria Sovereign Investment Authority CEO Aminu Umar-Sadiq, Fundo Soberano de Angola Chairman Armando Manuel, and CNPS Côte d'Ivoire Director General Denis Charles Kouassi.

The event was grace by President Samia Suluhu Hassan of Tanzania and Deputy President Prof. Kithure Kindiki of Kenya.

The CEO told the panel that pension funds across the continent are increasingly willing to participate in infrastructure financing as part of broader economic development, provided that projects match their risk appetite, offer competitive returns, and come with sufficient liquidity and clear exit options.

The panel examined why infrastructure remains an exceptional rather than routine allocation for African institutional investors despite the scale of capital pension funds, sovereign wealth funds and public asset managers collectively hold.

Discussants weighed the role of guarantees and credit enhancement, the case for pooled and diversified investment vehicles, and how local-currency financing could reduce project risk.

The session was part of a broader push by Africa50 and Infra for Africa to identify practical steps that could increase African institutional allocations to infrastructure over the next three years.
