PSC receives audit findings on public service payroll system

The Public Service Commission (PSC) on 23rd April 2026 received a briefing on the findings of the special audit conducted on the Public Service Payroll Management System.

The findings were presented by the Principal Secretary for Public Service and Human Capital Development, Dr. Jane Imbunya, accompanied by officials from the State Department, the National Treasury, and Internal Audit.

In his remaerks, PSC Chairperson Francis Meja noted the importance of the audit in strengthening integrity within public service systems and ensuring optimal use of public resources.

The presentation outlined key findings, reform measures, and actionable recommendations aimed at enhancing efficiency, accountability, and transparency in payroll management across the public service.

The engagement reaffirms the Government’s commitment to prudent financial management and the continuous improvement of systems that support responsive and accountable service delivery to citizens.

UPDATE: PSC Chairperson Francis Meja calls for meritocracy in the recruitment of in IPOA Chairperson

The Public Service Commission (PSC) Chairperson Francis Meja, has called for professionalism, integrity and meritocracy in the recruitment of the Independent Policing Oversight Authority (IPOA) Chairperson, during the inaugural meeting of the selection panel.
Speaking at the meeting held on 23rd April 2026 at the PSC Commission Boardroom, Meja said the exercise is important and must be handled carefully to maintain public trust. He noted that the process should be guided by the law and carried out in a fair and transparent way.

Meja welcomed members of the panel and congratulated them on their appointment. He said their selection shows confidence in their ability to do the job well and encouraged them to take the responsibility seriously.

UPDATE: PSC Chairperson Francis Meja unveils six-point reform agenda for the Public Service

The Public Service Commission (PSC) Chairperson. Mr. Francis Meja, has outlined his reform agenda aimed at transforming Kenya’s public service, during his inaugural meeting with Commission secretariat staff. Speaking at a breakfast meeting held on 20th April 2026, Meja described PSC as a cornerstone of governance and pledged to steer it towards greater efficiency, accountability and citizen-focused service delivery.

“Having gone through a grueling recruitment process, I was reminded of the high expectations that Kenyans have of this institution more so in accountability and readiness to serve the public interest,” said Meja.

The commission chairperson also took the moment to unveil a six-point agenda that will guide his tenure, focusing on enhancing institutional capacity, revitalizing performance management, boosting public service productivity, promoting ethical culture, accelerating digital transformation, and improving staff welfare.

President Ruto hails PSC for creating new staff establishment for creatives

President William Ruto has commended the Public Service Commission (PSC) for creating a new structure for the State Department of Creative Economy, paving the way for employment of artists and creatives in the mainstream public service.

The head of state was speaking at state house Nairobi on Friday 17th April 2026 during the state concert of the 64th National Drama and Film Festival where he reaffirmed the government’s commitment to nurturing talent and expanding opportunities within the creative sector.

“I am pleased that the Public Service Commission has approved the staff structure for the State Department of Creative Economy. Soon, we will be bringing your service and talent into government to drive this vision forward,” said the President.

The Head of State noted that the move will provide structured pathways for artists, performers and content creators to contribute meaningfully to national development while earning a livelihood through public service. He further directed that the National Drama Festivals be fully funded to strengthen their role as a platform for identifying and nurturing young talent.

The Commission was represented at the event by Chairperson Mr. Francis Meja, underscoring the Commission’s central role in supporting the growth of the creative economy.

In recognition of excellence showcased during the festival, the Commission also donated six trophies that were awarded to outstanding performers across various categories, reinforcing its support for the advancement of drama and creative arts in the country.

The Kenya National Drama and Film Festival continues to play a critical role in talent development, bringing together students from across the country to showcase skills in theatre, film, music and cultural performance.

Today’s State House event not only celebrated artistic achievement but also marked a significant policy shift, positioning the creative economy as a key pillar in Kenya’s development agenda.

UPDATE: PSC CEO appears before Parliamentary Committee on Implementation over health internship policy

Public Service Commission (PSC) Secretary/CEO Paul Famba today 9th April 2026 appeared before the Parliamentary Committee on Implementation to discuss progress on the implementation of recommendations contained in the National Assembly Health Committee report regarding the management of internships in the health sector.

The recommendations, adopted by parliament, call for the Ministry of Health, in collaboration with the Public Service Commission (PSC), Salaries and Remuneration Commission (SRC), and other relevant stakeholders, to fast-track development of a comprehensive policy framework to guide the management of internships in the health sector and address concerns over postings, disparities, and stipend payments for interns.

During the session, the PSC CEO briefed the committee on the Commission’s role in supporting the formulation of the policy framework and aligning public service human resource practices with the proposed reforms.

Also present during the meeting were officials from the Minisrty of Health led by Principal Secretary Mary Muthoni, Public Service and Human Capital Development Principal Secretary Dr. Jane Imbunya and Salaries and Remuneration Commission.

The Committee emphasized the need for expedited implementation of the recommendations to streamline internship management, improve fairness in deployment, and enhance working conditions for interns in the health sector.

The appearance forms part of Parliament’s oversight mandate to ensure timely implementation of committee recommendations by relevant government institutions.
