At a Kenya Association for Public Administration and Management (KAPAM) webinar on "Disruptive Leadership and Digital Governance" public servants and leaders have examined the role of leadership in navigating technological disruption and advancing citizen-centred service delivery.
Mr. Amos Gathecha, Deputy Head of Public Service, emphasized that public servants must embrace digitization as a fundamental shift in how government works, and engages with the public underscoring the need for leaders to remain open to new technologies, in a rapidly changing digital environment.
The first presentation, delivered by Mr. Simon Angote, Senior Lecturer at KSG, explored transforming traditional bureaucratic mindsets, strengthening digital leadership competencies, embracing responsible innovation and adopting frameworks like the Technology Organization Environment (TOE) Framework to guide digital transformation.
Ms. Vera Obonyo, Deputy Director, e-Learning and Information Technology Institute, discussed practical approaches to digital governance; focusing on of public value, integrated government systems, whole-of-government approaches, strategic foresight, interoperability and, most importantly, placing people and citizens at the centre of digital transformation.
Also present were Dr. Prisca Oluoch, Director, Linkages and Collaboration; Nathan Karanja, Session Moderator; and Brian Mbugua, Program Officer, among other participants.
