This is the official page of the National Water Conservation & Pipeline Corporation, a Kenyan state corporation.

National Water Harvesting & Storage Authority is established by the Water Act 2016 with the mandate to undertake on behalf of the national government, the development of national public water works for water resources storage and flood control.

Today, the Ag. Chief Executive Officer Eng. Julius K. Mugun hosted the Chief Executive Officer of The Institute of Certified Secretaries (ICS) FCS Jeremiah N. Karanja for the signing of a Memorandum of Understanding (MoU).

The MoU provides a structured framework for cooperation, knowledge exchange, and joint initiatives that will benefit both institutions and the wider public sector. The partnership is expected to strengthen collaboration in areas of mutual interest while enhancing institutional capacity and service delivery.

The ICS is a statutory professional membership organization, under the National Treasury and Economic Planning established by the Certified Public Secretaries of Kenya Act, the core mandate being to promote the practice of good governance in both the public and private sectors.

Present during the signing ceremony were members of the NWHSA and ICS management teams, including CS Sharon Obonyo, Head of Legal Services; George Nyabicha, Head of Business Development; Stephen Kimeria, Principal Supply Chain Officer; and ICS Director, Strategy, Research & Capacity Building, CS Gilbert Kiprono.

ENHANCING ANTI-CORRUPTION PREVENTION

The Authority is participating in a Board Risk and Audit Committee training organized by the Kenya Ethics and Anti-Corruption Academy (KEACA) on detecting, preventing, and responding to corruption risks in the public sector.

The training brings together members of Board Audit Committees to strengthen anti-corruption oversight, build high-impact audit committees, and enhance whistleblowing systems as key accountability tools.

The Authority’s team is led by Board Chairperson Dr. Jane Makau Mwikali. Also present are Directors Duncan Gituma; Chairman of the Board Audit Committee Dr. Kipseng’eret Koros, Mr. Leonard Maritim, and Mr. Abraham Koech.

Key areas of focus include:

to accountability

✅ Ethics, integrity, and conflict of interest:
Boardroom realities

✅ Corruption risk oversight—what the BAC
must see, ask, and act on

DATA MANAGEMENT POLICY

The Authority is currently reviewing it's Data Management Policy. The Policy establishes the framework through which the Authority shall govern, protect, use, share, retain, and dispose off data and records in support of its mandate.

The Policy recognizes data as a strategic institutional asset that underpins planning, infrastructure delivery, accountability, transparency, operational efficiency, and evidence-based decision-making.

It outlines the governance structures, responsibilities, standards, and controls required to ensure that data is accurate, secure, accessible, and managed consistently throughout its lifecycle. The Policy also aligns the Authority’s data practices with applicable Kenyan legal and regulatory requirements, including the Data Protection Act, 2019, public sector privacy obligations, and Government ICT and interoperability standards, while promoting data quality, information security, records management, lawful sharing, and responsible digital transformation across the
Authority.

Today, the Acting CEO of the Authority, Eng. Julius Mugun, held a consultative meeting with the Acting Managing Director of Machakos Water and Sewerage Company Ltd, Eng. Stephen Ndwiki, to discuss the desilting and conservation of Maruba Dam in Machakos County.

The meeting focused on strengthening collaboration in the restoration and conservation of the dam, which was constructed by the National Water Harvesting and Storage Authority and is currently managed by Machakos Water and Sewerage Company Ltd, with the aim of improving water sustainability and enhancing service delivery in the region.

Also present in the meeting from the Authority was Mr.George Nyabicha, Manager, BDU & Resource Mobilization.

Earlier today, Authority CEO Eng. Julius Mugun met with Kitui County Government Chief Officer for Water and Irrigation, Mr. Nathan Vungo, and Director of Water, Mr. Kennedy Mutati, to assess the progress of the Umaa Dam project and other water infrastructure developments across the county.

The meeting centered on three key areas: completion of the Umaa Dam, construction of the accompanying water treatment plant, and rollout of a reticulated distribution system.

The team reaffirmed their joint commitment to fast-track the dam’s completion to boost water storage capacity, while simultaneously advancing the treatment plant to ensure a safe and dependable water supply. Plans for the distribution network are also being fine-tuned to guarantee efficient delivery to target communities.

The Umaa Dam project remains a cornerstone initiative for expanding water access, driving economic growth, and improving the livelihoods of Kitui residents.

Also in attendance from the Authority was Mr. George Nyabicha, Manager, BDU & Resource Mobilization.
