PERFORMANCE CONTRACT VETTING FY 2026-2027

The Authority is currently undergoing Performance Contracting vetting for the Financial Year 2026/2027 in an exercise led by officials from the State Department for Water and Sanitation.

The exercise aims to ensure correct, clear, and measurable targets in line with the 23rd Cycle Performance Contracting Guidelines, the Authority's mandate, and its Strategic Plan. It also provides an opportunity to align performance targets with the Government's development agenda, strengthen accountability, and improve service delivery.

Authority Chairperson Dr. Jane Mwikali reaffirmed the Authority's commitment to enhancing institutional performance, promoting good governance, and delivering impactful water harvesting and storage programmes that improve access to clean and safe water across Kenya.
Director Benjamin Mwololo, Chairman of the Board Strategy and Business Development Committee, emphasized the Authority's focus on excellence, innovation, and results-driven performance in support of sustainable socio-economic development and national water security.

Ag. Chief Executive Officer Eng. Julius Mugun commended the team for improved performance scores in the previous financial year and encouraged them to achieve even better results during the 2026/2027 financial year. He highlighted priority projects including large, medium, and small dams, water pans, boreholes, and flood control initiatives.

Grace Kimitei, Director of Planning at the State Department for Water and Sanitation, noted that the 23rd Cycle Performance Contracting Guidelines provide the framework for the preparation, negotiation, implementation, monitoring, and evaluation of Performance Contracts across public institutions.

Teams from the National Water Harvesting and Storage Authority (NWHSA), Tana River County Government and Stella Mundi Ltd conducted a joint site visit in Hola, Tana River county to assess the area for the proposed Lucerne Project

The visit aims to verify the project footprint, evaluate environmental considerations and support planning for the implementation of this strategic agricultural and water infrastructure project.

The Authority's team was led by Manager Infrastructure Department, Eng. Fred Machine among other technical staff, the Tana River County Government was led by CEC Trade, Tourism and Industrialization Hon. Ali Yahya Burrow while the Stella Mundi team was led by the Group Managing Director, Mayor Mangeya.

MOU signing between National Water Harvesting and Storage Authority, Tana River County Government and Stella Mundi properties Ltd to establish a strategic partnership to support the development of Water infrastructure and implementation of the Lucerne Project in Tana River County

This flagship climate-resilient agricultural investment will promote sustainable water resources development, commercial fodder production, flood risk management, food security, employment creation and socio-economic transformation within the county

Speaking during the signing ceremony the Authority's Chairperson Dr. Jane Mwikali acknowledged the partnerships efforts in unlocking immense agricultural potential while also creating employment opportunities in Tana River County.

Governor Dhadho Godhana also present during the signing ceremony described this flagship project as pillar towards the development of Tana River County.

The Authority's team was led by the Chairperson Dr. Jane Mwikali and the Chief Executive Officer, Eng. Julius K. Mugun, the Tana River County Government was led by H.E. Maj. (Rtd) Governor Dhadho Godhana while the Stella Mundi team was led by Father Allan Ndung'u.

The National Water Harvesting & Storage Authority was established under Section 30 of the Water Act, 2016 (Act No. 43 of 2016). Its functions and powers are set out in Section 32 of the Act.
The Authority's mandate is to:
1. Undertake on behalf of the national government, the
development of national public water works for water storage
and flood control;
2. Maintain and manage national public water infrastructure for
water resources storage;
3. Collect and provide information for the formulation by the
Cabinet Secretary of the national water resources storage and
flood control strategies;
4. Develop a water harvesting policy and enforce water harvesting
strategies:
5. Undertake on behalf of the national government strategic water
emergency interventions during drought;
6. Advise the Cabinet Secretary on any matter concerning National
public water works for water storage and flood control

Additionally, under Section 32(2) of the Water Act, the Authority may appoint agents to operate, manage, maintain and ensure the safety of water storage infrastructure that it has developed, and it may exercise any other powers conferred upon it by the Water Act or any other written law.

In summary, the Authority is the National Government's lead agency responsible for the development, management and maintenance of strategic water storage infrastructure, flood control, water harvesting, drought emergency interventions, and policy advisory services aimed at enhancing Kenya's water security and climate resilience.

TYPES OF WATER HARVESTING AND STORAGE

The common types include:

1. Large multipurpose dams and reservoirs – Used for water supply, irrigation, hydropower and flood control.
2. Rainwater harvesting – Collecting rainwater from rooftops into tanks or underground reservoirs.
3. Surface runoff harvesting – Collecting runoff into water pans, dams and reservoirs.
4. River abstraction and storage – Diverting River water into reservoirs for later use.
5. Floodwater harvesting – Capturing floodwaters for storage and controlled use.
6. Groundwater recharge – Allowing harvested water to infiltrate into aquifers through recharge structures.
7. Sand dams and subsurface dams – Storing water within sandy riverbeds for dry-season use.
8. Farm ponds and water pans – Small storage structures mainly for irrigation and livestock.

PREPARING FOR PURPOSE BEYOND SERVICE

The Authority’s Chairperson Dr. Jane Mwikali today officiated the retirement seminar for staff set to retire soon.

Dr. Mwikali said it is their responsibility as leaders to ensure officers transition into retirement with dignity, confidence, financial security, and a renewed sense of purpose.

“ Retirement is not the end of productivity—it is the beginning of a new season of purpose, impact, and legacy.” Dr. Mwikali

She added that by strengthening retirement preparedness, succession planning, and knowledge transfer, the Authority builds a resilient, secure and a stronger institution.

“The greatest institutions are built not only by how they serve today, but by how they prepare their people for tomorrow.” Dr. Mwikali
