COMMANDANT, NPCE 'A' CAMPUS INSPECTS NEW NPC LII FIELD TRAINING CAMPUS – MERU

The Commandant National Police College Embakasi (NPCE) ‘A’ Campus, Mr Isaac Alimaa, MBS, OGW, SAIG, conducted an official inspection visit to the newly established National Police College LII Field Training Campus in Meru County.
The visit aimed to assess the camp’s state of readiness ahead of the forthcoming Fieldcraft and Tactics Training programme.

Upon arrival, the Commandant was accorded a warm reception by the Member of Parliament for Igembe North, Hon. Julius Taitumu.
Hon. Taitumu expressed unreserved support for the establishment of the training facility in the region, noting that the programme would play a critical role in addressing insecurity. He further observed that the camp’s presence would serve as a significant catalyst for local development and reaffirmed his commitment to providing all necessary support for the initiative.

The Commandant was subsequently taken on a tour of the facility by Mr Abraham Kemboi, SP, Director, School of Basic and Supervisory Training at NPCE ‘A’ Campus, who briefed the delegation on the camp’s infrastructure and operational preparedness for the upcoming training.

Also present during the assessment were Mr Charles Mutuma, AIG, Commandant NGAPU; Ms Bianca Nzioki, MBS, PSC(R), AIG, Director of Training and Research; Mr Chelule,CP County AP Commander Meru; and Mr Emanuel Busienei, SSP, Chief Instructor, NPCE ‘A’ Campus, among others.

The Administration Police Service reaffirms its commitment to building a highly trained and professional service capable of effectively serving the people of Kenya.

Fresh momentum carried into today as the Administration Police Service advanced its transformation agenda through a high-level strategic engagement led by Mr. Jackson Kangani,OGW-SAIG Director of Security Operations – APS alongside Mr. Hesbon Lusweti, MBS,HSC, -SAIG Director Personnel, Mr. Lazarus Opicho, SS,HSC,ndc(K)-SAIG Commandant SGB &VIP Protection, Mr. Davies Lomwatu, OGW,HSC-SAIG Commandant BPU and Mr. Isaac K. Alimaa, MBS,OGW-SAIG Commandant NPCE 'A' Campus.

Bringing together senior officers and key stakeholders at the National Police College Embakasi ‘A’ Campus , the session focused on the Analysis and Virtualisation Milestone Alignment Roadmap an ambitious framework designed to sharpen operational efficiency, enhance data-driven decision-making, and modernise service delivery. The discussions were forward-looking and deliberate, centred on reviewing current progress, tightening strategic priorities, and mapping out the next phase of implementation.

More than a routine meeting, the engagement signalled a Service in motion-responsive, adaptive, and firmly focused on the future. Leaders exchanged insights, reinforced accountability, and aligned on clear, measurable outcomes to drive the roadmap forward.

Today 2nd April 2026, the Inspector General of Police, Mr. Douglas Kanja, MGH, CBS, OGW, accompanied by the Deputy Inspector General – Administration Police Service (APS), Mr. Gilbert Masengeli, CBS, OGW, SS, officially launched the APS Critical Infrastructure protection Unit - Del Monte- Kenya Sector.

The initiative marks a significant step towards strengthening security collaboration between the public and private sectors, with the aim of fostering a secure environment that supports investment and economic growth.

Upon arrival, the IG was received and hosted by the local security team and the Managing Director of Del Monte Kenya Ltd, Mr. Wayne Cook.
The newly established unit is designed to integrate APS officers into a more structured and coordinated security framework alongside Del Monte’s existing teams, including G4S.

This approach is expected to enhance response times, improve risk management, and ensure that security operations are conducted in a professional, accountable, and community-sensitive manner. The collaboration underscores a shared commitment to safeguarding critical infrastructure while maintaining strong ties with the surrounding communities.

In his remarks, the Inspector General emphasised the importance of strategic partnerships between state security agencies and the private sector. He noted that such collaborations play a vital role in promoting economic growth by creating a stable and secure environment for both local and international investors.

DIG APS highlighted that when large corporations and government security agencies operate under clear and accountable frameworks, they contribute significantly to sustainable development.
The partnership is also expected to deliver tangible benefits to the people living and working within the Del Monte area by enhancing safety and security.

Usalama Cover Launched: A Transformative Health Scheme for Kenya’s Uniformed Officers

Today 2/4/2026 The Government has officially rolled out the Usalama Cover, a comprehensive medical scheme tailored for uniformed officers under the Public Officers Medical Scheme Fund, marking a significant milestone in strengthening welfare within the security sector. The launch event at the Avenue Hospital in parklands was presided over by the Cabinet Secretary for Health Hon. Aden Duale, who served as Chief Guest, alongside the Cabinet Secretary for the Ministry of Interior and National Administration Hon. Kipchumba Murkomen.

The scheme, implemented under the Social Health Authority (SHA), is designed specifically for officers in the National Police Service and the Kenya Prisons Service, as well as their families, with a strong focus on digital health records and curbing inefficiencies and corruption in the health insurance system.

The event brought together top leadership from the security sector, led by the Inspector General of Police, Douglas Kanja, and the Commissioner General of Prisons, Patrick Mwiti Aranduh. They were accompanied by Deputy Inspectors General Eliud Lagat and Gilbert Masengeli, as well as the Director of the Directorate of Criminal Investigations, Mohammed Amin, and various formation commanders across the services.

The Usalama Cover is expected to significantly enhance healthcare access and quality for officers, reinforcing the principle that health coverage is intrinsically linked to national security. By addressing the unique occupational risks faced by security personnel, the scheme aims to boost morale, improve readiness, and ultimately strengthen service delivery. Also present were senior government officials including Amos Gathecha, Deputy Head of Public Service, and Mercy Mwangangi, CEO of SHA, alongside other key stakeholders, all affirming a unified vision of a more efficient, transparent, and responsive healthcare system.

Today 1st April 2026, during his official tour of the Border Police Unit (BPU) and the Border Police Training Campus (BPTC), the Deputy Inspector General of the Administration Police Service, Mr. Gilbert Masengeli, CBS, OGW, SS, formally closed the Pre-Deployment Training Course at the Border Police Training Campus, Kitui. The four-week programme aimed at significantly strengthening frontline readiness, enhanced operational capacity within the Administration Police Service, and underscored the critical role of inter-agency collaboration in safeguarding national security.

The intensive training equipped officers from the Border Police Unit with essential skills, discipline, and adaptability required for modern operational environments. Through rigorous instruction and a comprehensive Mission Ready Exercise, participants were exposed to realistic, high-pressure scenarios designed to sharpen their decision-making and operational effectiveness in responding to contemporary security threats with professionalism and precision.

In his address, DIG Masengeli commended the instructors, the JCTTAT team, and the institution’s leadership for delivering a programme of exceptional standard. He urged the officers to embrace professionalism, intelligence led operations, and teamwork as they transition into deployment. Emphasising their duty to the Nation, he called upon them to serve with integrity, courage, and discipline in the protection of National security.

During the visit, the DIG also engaged with the course men and women drawn from the Administration Police Service and DCI who are currently undertaking Non-Commissioned Officers’(NCO’s) promotional courses at BPTC. He lauded their resilience and dedication towards becoming transformative commanders, urging them to abandon outdated practices and embrace a new era of professional policing anchored in capacity, adaptability, and service excellence. Drawing from timeless wisdom, he reminded them that “smooth seas do not make skillful sailors,” highlighting that resilience, growth, and expertise are forged through adversity. He further reinforced this message with a vivid analogy, noting that a scorpion that chooses to dance on hot sand has accepted the accompanying pain.

OFFICIAL OPENING OF MACHAKOS CENTRAL APS OFFICE BLOCK

The Administration Police Service today marked a significant milestone with the official opening of the Machakos Central Sub-County office block, presided over by the Deputy Inspector General – APS, Mr. Gilbert Masengeli, CBS, OGW, SS, alongside Machakos Town Member of Parliament, Hon. Caleb Mule. The event brought together security leaders, government officials, and members of the public in a shared celebration of progress in strengthening service delivery and security infrastructure within the region.

The ceremony featured a well-coordinated program that included a guard of honour, tree planting, ribbon cutting, and the unveiling of the plaque, symbolizing the commissioning of the new facility. Religious leaders offered prayers and blessings, underscoring the importance of faith and unity in service. Guests were later taken on a tour of the modern office block, highlighting its role in enhancing operational efficiency and accessibility of police services to the community.

In his remarks, Mr. Gilbert Masengeli emphasized that the new office is more than just a building—it represents a renewed commitment by the National Police Service to bring security closer to the people. He noted that improved infrastructure will enhance response times, coordination, and professionalism among officers, while also strengthening trust between the police and the community. He called on residents to continue partnering with security agencies through cooperation and information sharing.

Machakos Town MP, Hon. Caleb Mule, applauded the initiative which was financed by NGCDF and reaffirmed his support towards improving the welfare and working conditions of officers. He highlighted ongoing efforts to equip the service, including the provision of vehicles and other resources to enhance mobility and efficiency. He further recognized stakeholders and local leadership for their collective role in making the project a reality.

The Deputy Inspector General was accompanied by senior officers including Dr. Masoud Mwinyi, PhD, MBS, OGW, HSC, SAIG, PD – DIG, Administration Police Service; Mr. Jackson Kangani, OGW, SAIG – Director of Security Operations; and Mr. Isaac Alimaa, MBS, OGW, SAIG – Commandant, NPCE ‘A’ Campus Embakasi. Security sector reforms are on track, targeting improved institutional capacity, officer welfare, accountability and the modernization of operations.

As of March 2026, the National Police Service has achieved 57.2% implementation of planned reforms, while the Kenya Prisons Service and the National Youth Service have each attained 52.8% implementation.
