His Excellency Hon. William Samoei Ruto, PhD, C.G.H., President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, yesterday, 4th September 2026, presided over the Administration Police Service (APS) Recruits Pass-Out Parade, where he congratulated the recruits, their families and all those who contributed to making the occasion a success.
The President acknowledged the sacrifices and commitment demonstrated by the recruits and their families, noting that the Administration Police Service occupies a significant place in Kenyaβs security architecture through its role in combating organised crime, banditry and terrorism, as well as working closely with communities to enhance security and ensure a safe and secure country. He also congratulated and thanked the National Police Service (NPS) for its tremendous and successful peace mission in Haiti, recalling that he had commissioned the Haiti contingent in the spirit of solidarity with the people of Haiti as they confronted their security challenges.
The Administration Police Service extends its special thanks and appreciation to His Excellency the President for gracing the occasion and honouring the recruits with his presence, a gesture that added great significance to this historic milestone. The Service also appreciates all police officers across the country whose contributions in security operations, feedback analysis, training and other areas played a critical role in making the day a success. Special appreciation goes to the parents and families of the recruits for their unwavering support and encouragement, as well as members of the Fourth Estate, led by the Kenya Broadcasting Corporation, for providing objective and comprehensive coverage of the historic occasion. The Service further acknowledges the invaluable support and leadership of the Ministry of Interior and National Administration, led by Hon. Onesimus Kipchumba Murkomen, E.G.H., Cabinet Secretary, Ministry of Interior and National Administration; Dr. Raymond Omollo, C.B.S., Principal Secretary, Ministry of Interior and National Administration; Mr. Douglas Kanja Kirocho, M.G.H., C.B.S., O.G.W., Inspector General, National Police Service; the sister service, Kenya Police Service, led by Mr. Eliud Lagat, C.B.S., O.G.W., S.S., H.S.C., ndc (K), Deputy Inspector General, Kenya Police Service; and Mr. Mohammed I. Amin, C.B.S., O.G.W., βndcβ (K), Director, DCI, alongside other senior Government officials, agencies and non-governmental organisations.
Led by the Deputy Inspector General, Administration Police Service, Mr. Gilbert Masengeli, C.B.S., O.G.W., S.S., the Administration Police Service remains historically grateful for the opportunity to host and showcase its capabilities during this significant occasion. The parade was a remarkable demonstration of discipline, professionalism, precision and operational readiness, reflecting the Serviceβs continued investment in training and capacity building. The recruitsβ thematic displays stood out as a defining moment of the occasion, combining pomp, colour, precision and creativity in a spectacular presentation that captured the attention of the President and all those in attendance.
The APS@59 Pass-Out Parade will therefore be remembered as a historic milestoneβan occasion where tradition, discipline and modern policing capabilities converged in one magnificent display. From the immaculate parade formations and synchronised drills to the thematic presentations and colourful demonstrations, the recruits delivered a performance that was not only a celebration of their successful training, but also a powerful reflection of the Administration Police Serviceβs readiness to go forth and serve, protect and secure the people of Kenya.
