Today, I welcomed Enwealth Financial Services Director Kennedy Monyoncho during a courtesy call at the National Police Service Commission offices in Nairobi.

Our discussions focused on emerging developments in the pension industry and the alignment of the NPSC Staff Pension Scheme with current regulatory changes aimed at enhancing retirement benefits for members.

I reaffirmed the Commission’s commitment to strengthening the pension scheme and ensuring secure and sustainable retirement benefits for all members.

NPSC Presents FY 2026/2027 Budget Estimates to Parliamentary Committee

The Commission today presented its FY 2026/2027 Budget Estimates before the Departmental Committee on Administration and Internal Security of the National Assembly chaired by Hon. Gabriel Tongoyo.

The Commission outlined key priority areas aimed at strengthening human resource management, officer welfare, digital transformation and service delivery within the National Police Service, with a particular focus on expanding psychosocial counselling and wellness services for police officers, decentralizing services through the establishment of regional and county offices, automating recruitment and other human resource processes, and enhancing police welfare initiatives, including housing and medical support.

Present during the presentation were Commissioners Angeline Siparo and Benjamin Imai; CS/CEO Peter Leley; DCEO FP &A John Wambugu; Ag DCEO HCM & Technical Services Christine Rotich; and members of the technical team.

The Commission today concluded its region engagements across the Rift Valley, Western and Nyanza regions with the last visit in Eldoret, Uasin Gishu County. As part of the programme, the delegation inspected facilities at the Kerio Valley Development Authority to assess the suitability of office space for the potential establishment of a Regional Commission office, in line with the Commission’s decentralisation agenda.

The Commission also paid a courtesy call on the County Commissioner Dr. E. H. Nyale where they held inter-agency collaboration discussions alongside the County Service Commanders Benjamin Mwanthi, Kiplangat Siele and Daniel Muleli to improve service delivery.

Subsequently, the delegation engaged police officers within the region providing a platform to address officers’ concerns, emerging issues and gather feedback aimed at enhancing efficiency and advancing officer welfare.

The Commission today conducted regional engagements in Western Kenya as part of its ongoing efforts to strengthen institutional presence and enhance service delivery.

Led by Chairperson Dr. Amani Komora, Vice Chairperson Prof. Collete Suda and CEO Peter Leley, the delegation comprising Commissioners and technical staff held consultative sessions with regional staff, focusing on infrastructure, human resource capacity and financial resourcing to identify key priority interventions.

The team also engaged the Regional Commissioner Irungu Macharia and Regional Service Commanders George Seda, Naro Kamurake and Douglas Shikanda to reinforce inter-agency collaboration in support of efficient and coordinated service delivery.

On the second day of the regional visits facilitated by CEO Peter Leley, the Commission held engagements with staff at the Kisumu Regional Office. The discussions focused on key operational matters and priority areas to enhance efficiency and service delivery.

Led by the Chairperson, Dr. Amani Komora, the delegation inspected the regional offices to appreciate the working environment and assess operational capacity. The Kisumu Regional Office, with an establishment of nine officers plays a pivotal role in advancing the Commission’s mandate and decentralisation agenda of extending services closer to stakeholders across the region.

Earlier, the Commission paid a courtesy call on the Regional Commissioner Flora Mworoa. The meeting brought together the Regional APS Commander Peter Chemos and Regional Deputy KPS Commander Wilberforce Sicharani to deliberate on collaboration and coordination in service delivery.

The visit culminated in an engagement with police officers at the Regional KPS Commander’s office where officers were accorded an opportunity to raise concerns and provide feedback on service delivery.

The Commission today commenced a series of regional visits across the Rift Valley, Nyanza and Western regions to strengthen institutional presence, enhance operational efficiency and improve service delivery at the regional level.

Led by Chairperson Dr. Amani Komora, the delegation paid a courtesy call to the Rift Valley Regional Commissioner Dr. Adan Hassan who was represented by the County Commissioner Wycliffe Opiyo, the Regional APS Commander Josephat Nthiga and the Regional KPS Commander Samuel Ndanyi as well as the RCIO Charles Mwangi in Nakuru County. Subsequently, the Commissioners held a consultative session with police officers at the K9 Dog Unit.

The engagement provided a platform for deliberations on key human resource matters and the identification of priority areas requiring targeted interventions to further enhance service delivery.

The visits, which will also cover Kisumu, Kakamega and Eldoret offices aim at assessing the effectiveness of the decentralisation of Commission services in line with the Constitution and exploring the expansion of the welfare mandate following the enactment of the NPSC (Amendment) Act, 2025.

Chairperson Dr. Amani Komora and Chief Executive Officer Peter Leley participated in a stakeholder engagement forum on the proposed remuneration and benefits framework for State Officers serving in Constitutional Commissions and Independent Offices, as part of the Fourth Remuneration and Benefits Review Cycle.

The forum, convened by the Salaries and Remuneration Commission (SRC), provided a platform for stakeholders to articulate key priorities and concerns including retention of critical insurance benefits, clarity on terms of service and post-tenure entitlements as well as the need to strengthen public participation. Participants also emphasized the importance of enhanced support for lower cadre officers, mitigation of workload pressures and enhanced loan security mechanisms.

The National Police Service Commission led by Chairperson Dr. Amani Komora today presented its submission to the Departmental Committee on Administration and Internal Security regarding the payment of non-practicing allowance for uniformed officers of the Service, in line with the Court of Appeal ruling in the matter of the National Environmental Management Authority.

The Commission clarified that eligibility for the non-practicing allowance is limited to officers formally appointed or re-designated within the legal services cadre. Such officers must meet prescribed criteria, including admission to the Roll of Advocates and possession of a valid and current practicing certificate.
