The Commission, led by Chairperson Hon. Rehema Jaldesa, today paid a courtesy call on H.E. Hon. Prof. Kithure Kindiki, EGH, Deputy President of the Republic of Kenya, at Harambee House Annex to discuss progress, emerging priorities and opportunities for collaboration in advancing Kenya's gender equality and social inclusion agenda.

The meeting provided an opportunity to reflect on the milestones achieved, successes recorded and challenges that continue to hinder the full realisation of equality and freedom from discrimination, particularly for Special Interest Groups, including women, children, youth, persons with disabilities, older members of society, minorities and marginalised communities.

The Deputy President reaffirmed that equality and social inclusion remain fundamental aspirations of the nation and called for deliberate, sustained efforts to ensure that no Kenyan is left behind in the country's development journey. He underscored the need to translate constitutional guarantees into tangible outcomes through responsive policies, inclusive governance and strengthened protection mechanisms for vulnerable populations.

Among the key areas of engagement was the renewed commitment to marshal collective national efforts towards the realisation of the two-thirds gender principle, intensify the fight against gender-based violence, including femicide, and strengthen interventions aimed at protecting minorities and marginalised groups from exclusion and discrimination.

The Deputy President reaffirmed the Government’s commitment to closer collaboration between the Commission and State departments to improve coordination, enhance efficiency in service delivery, and eliminate duplication of mandates across institutions. He further underscored the vital role of independent constitutional bodies in strengthening accountability, constitutionalism and inclusive governance, and emphasised the need to safeguard the Commission’s autonomy as it delivers on its mandate of promoting equality and protecting vulnerable groups.

The Commission appreciates H.E. Hon. Prof. Kithure Kindiki for his steadfast support to the equality and social inclusion agenda. The assurance of strengthened collaboration across Government signals renewed momentum towards advancing equal opportunities, dignity and protection for all Kenyans.

EMPOWERING ENVIRONMENTAL HUMAN RIGHTS DEFENDERS FOR ACCOUNTABILITY AND INCLUSION.

‎Day 2 of the engagement focused on empowering Environmental Human Rights Defenders (EHRDs) under the theme Strengthening Gender Protocols & Using Digital Platforms for Justice and Accountability. Led by Mr.Davis Okeyo Kisumu Regional Head, participants were guided on linking grassroots realities with key policy and legal frameworks, including the Climate Change (Amendment) Act, 2023, the UN Sustainable Development Cooperation Framework, and the National Gender and Climate Change Action Plan (2025–2027).
‎The session explored the impact of mining on communities, livelihoods, food systems, and vulnerable groups, while highlighting the importance of inclusion, social cohesion, and the protection of human rights. Participants also strengthened their digital safety skills, including addressing online gender-based violence, combating misinformation and disinformation, and securely documenting and reporting threats.
‎Further discussions focused on human rights documentation and defender safety, equipping participants with skills to record and report cases of harassment, alleged police brutality, forced displacement, and environmental degradation in line with legal and evidentiary standards.
‎A key outcome of the engagement was the submission of online and physical memoranda to the Commission, calling for a public inquiry into alleged human rights violations, gender-based violence, and land dispossession in Siaya, Vihiga, and Kakamega Counties.
The engagement highlighted the importance of protecting defenders, strengthening digital resilience, and amplifying community voices in advancing accountability, justice, and inclusion.

STRENGTHENING COMMUNITY AWARENESS ON MINING AND LAND RIGHTS.

‎A capacity-building session was convened by the Commission and brought together over 40 women leaders, community representatives and human rights defenders from Kakamega, Vihiga and Siaya Counties to enhance awareness of the Mining Act, 2016 and the Community Land Act, with a focus on strengthening the rights and participation of women, youth, and marginalised groups in the extractive sector.
‎Led by Ms Anne Anyango from the Kisumu Regional Office, the session reaffirmed that the Constitution of Kenya, 2010 and related laws provide a strong foundation for equality and inclusion in natural resource governance. She emphasised the need for meaningful participation of women and youth in consultations, land governance, and benefit-sharing processes.
‎Participants raised concerns over gaps in implementation, including limited access to land documentation, exclusion from public participation, and inadequate access to information on mining activities. They also noted concerns about the use of drones and geospatial mapping without sufficient community sensitisation, leading to fear and mistrust.
‎The Commission emphasised the need to strengthen public participation, enhance civic education on land and mining rights and ensure that both county and national actors uphold inclusive, transparent and accountable consultation processes. It further highlighted the importance of protecting community voices in decision-making, ensuring that women, youth and marginalised groups are not excluded or replaced in engagement forums.

STRENGTHENING SURVIVOR SUPPORT AND GBV PREVENTION.
A survivor’s journey does not end when the violence stops. Recovery, healing, protection, and hope require systems that are equipped, responsive, and centred on human dignity.

In Baringo county, the NGEC–JICA Gender-Based Violence Prevention Project continued to strengthen local structures that provide critical support to survivors of Gender-Based Violence while advancing prevention efforts within communities.

The project team handed over furniture, essential equipment, and child-friendly play therapy materials to the Kabarnet Hope Centre Gender-Based Violence Recovery Centre, reinforcing its capacity to offer comprehensive support services to survivors. Beyond providing a safe space, the Centre plays an important role in helping survivors rebuild confidence, access care, and begin the often difficult process of recovery. For children affected by violence, access to therapeutic support can make a significant difference in restoring emotional well-being and resilience.

Recognising that prevention remains the most effective response, the team also engaged the County Director of Education in discussions to strengthen schools' role in safeguarding children and young people. The planned teacher training programme seeks to enhance early detection of abuse, strengthen referral pathways, and equip educators with the skills needed to respond appropriately when learners require protection and support.

The engagements highlighted an important reality: addressing Gender-Based Violence requires more than responding to incidents after they occur. It calls for strong institutions, informed communities, trusted support systems, and coordinated action across sectors to address risks before harm occurs.

By investing in survivor support services and strengthening prevention mechanisms within schools and communities, stakeholders are helping build environments where women, men, girls, and boys can live free from violence and realise their full potential.

Safe spaces save lives. Informed communities prevent harm. Strong partnerships make both possible.

STRENGTHENING COMMUNITY RESILIENCE TO PREVENT GENDER-BASED VIOLENCE

‎When drought strikes, livelihoods shrink. When livelihoods shrink, vulnerabilities grow. Too often, women and girls bear the heaviest burden.n drought strikes, livelihoods shrink.

‎The NGEC–JICA Gender-Based Violence Prevention Project team held a consultative meeting with Keergaa Indigenous Community Organization (KICO) in Mogotio, Baringo County, to discuss the growing link between climate-induced challenges and increased risks of Gender-Based Violence.
‎The engagement focused on strengthening survivor support systems, enhancing community-based protection mechanisms, promoting sustainable livelihoods and addressing harmful practices such as Female Ge***al Mutilation and child marriage.
‎Participants emphasized the need for collaborative, community-led approaches that tackle both the immediate and underlying drivers of vulnerability, ensuring that women and girls can access protection, opportunities, and support.
‎Building resilient communities means investing in both livelihoods and the safety of those most at risk.

BUILDING PARTNERSHIPS FOR ACCESSIBILITY AND INCLUSIVE DEVELOPMENT.

The Commission hosted a high-level courtesy visit by the U.S. Access Board delegation led by Executive Director Dr. Sachin Dev Pavithran.

NGEC presented its mandate in promoting gender equality, inclusion and protection of the rights of Special Interest Groups. It also highlighted its efforts to strengthen accessibility and inclusive governance through gender mainstreaming, policy advisory, monitoring of compliance, and generation of evidence to inform decision-making across public institutions.

The discussions identified several potential areas for collaboration aimed at advancing accessibility and inclusion. These include enhancing access to information through accessible communication and digital platforms, promoting physical accessibility and universal design in infrastructure and public spaces, strengthening institutional capacity through skills transfer, webinars, and technical exchanges,developing and piloting accessibility tools and innovations, improving accessibility in public transport systems, advancing digital accessibility standards, establishing communities of practice for knowledge sharing and integrating accessibility considerations into the design and construction of facilities.

Both institutions reiterated their joint commitment to advancing equality, inclusion and effective governance by strengthening collaboration and implementing targeted interventions that promote inclusivity for all.
