BENCHMARKING GLOBAL STANDARDS IN ADMINISTRATIVE JUSTICE ๐Ÿ‡ฆ๐Ÿ‡บ๐Ÿ‡ฐ๐Ÿ‡ช

The Commission Chairperson, Mr. Charles Dulo, is at at the 18th International Conference of Ombuds Institutions for the Armed Forces (18ICOAF), taking place from October 19 to 21, 2026, in Sydney, Australia.

ICOAF is a global platform that brings together ombuds institutions to share best practices, enhance oversight, and promote fair grievance resolution within security sectors. Building on a long-standing working partnership with the Geneva Centre for Security Sector Governance (DCAF) the founding organization of ICOAFโ€”the Office of the Ombudsman Kenya continues to leverage international cooperation to elevate public service delivery.

As part of the official program, Mr. Dulo and fellow delegates were hosted at Government House by Her Excellency the Honourable Margaret Beazley AC KC, Governor of New South Wales, during a reception.

Through participation in 18ICOAF, the Commission on Administrative Justice remains deeply committed to benchmarking global standards to ensure complaints, particularly within our disciplined services and uniformed disciplines, are handled in an amicable, transparent, and fair manner.

Strengthening Complaints Handling in the Public Sector

The Commission represented by Commissioner Jaguar Kenya paid a courtesy visit to the Cabinet Secretary for Health, Aden Duale to discuss complaints handling in the public sector, with a particular focus on the Social Health Authority

The engagement provided an opportunity to discuss ways of strengthening complaints management mechanisms, enhancing responsiveness to public concerns, and promoting accountability in the delivery of public services, particularly within the health sector.

The Commissioner was accompanied by an Assistant Director and Senior Legal Counsel from the Complaints & Legal Services Department.

The Commission remains committed to working with public institutions to address maladministration, improve service delivery, and ensure that complaints raised by members of the public are handled effectively and in a timely manner.

CAJ ENGAGES PARLIAMENT ON BILL TO CURB DELAYS IN MAKING REGULATIONS

The Commission appeared before the National Assembly Justice and Legal Affairs Committee (JLAC) to present its views on the Statutory Instruments (Amendment) Bill, 2024 (Senate Bill No. 10 of 2024).

The proposed law seeks to amend the Statutory Instruments Act, 2013, by introducing strict timelines for public entities to draft regulations required to operationalize Acts of Parliament, curing administrative bottlenecks and laxity in public service delivery.

Key highlights from CAJ's submission:

๐Ÿ”น Support in Principle: CAJ welcomed the Bill, highlighting that introducing firm timelines for subsidiary legislation will significantly boost accountability and responsiveness across Ministries, Departments, and Agencies (MDAs).

๐Ÿ”น Constitutional Mandate: CAJ Secretary/CEO Ms. Naisiae Tobiko emphasized in a memorandum to JLAC that the amendments align directly with constitutional principles of good governance, transparency, and effective administration by addressing prolonged delays in drafting statutory instruments.

๐Ÿ”น Better Service Delivery: Timely regulations ensure public entities execute their statutory mandates efficiently without leaving citizens stranded in regulatory uncertainty.

JLAC Vice-Chairperson Hon. Mwengi Mutuse commended the submissions, noting that setting strict responsibilities for public entities to process statutory instruments is long overdue.

Commission Reaffirms Commitment to Disability-Inclusive Access to Information

Commission Vice Chairperson and Commissioner in charge of Access to Information Dorothy Jemator
today, Wednesday, 14 October 2026, participated in the Kenya Disability Parliamentary Association (KEDIPA) Membersโ€™ Stakeholder Engagement Forum held at the Main Parliament Buildings.

The engagement brought together key stakeholders to deliberate on disability-inclusive budgeting, assistive devices, implementation of the Persons with Disabilities Act, 2025, and digital accessibility in Parliament.

During the engagement, Ms. Jemator reaffirmed the Commissionโ€™s commitment to supporting KEDIPA on Access to Information (ATI) matters, in line with Section 26 of the Persons with Disabilities Act, 2025.

She underscored the importance of ensuring that persons with disabilities can access public information in accessible formats and without discrimination. This is essential to promoting transparency, accountability, meaningful participation in public affairs, and the effective enjoyment of the right of access to information.

The Commission will continue to engage with KEDIPA and other stakeholders to strengthen awareness of access to information rights and promote inclusive information practices across public institutions.

Access to information is a fundamental pillar of accountable governance and an essential enabler of the rights and participation of persons with disabilities.

Commission Chairperson, Hon. Charles Dulo, EBS, on Tuesday, 13 October 2026, attended a breakfast meeting of Chairpersons of Constitutional Commissions and Independent Offices (CCIOs) held at Fairmont The Norfolk Hotel in Nairobi.

The meeting provided a platform for the Commission Chairpersons to deliberate on resolutions agreed upon during the Coordination Summit, review progress in their implementation, and build consensus on the way forward.

Discussions focused on strengthening coordination and collaboration among Constitutional Commissions and Independent Offices to enhance institutional effectiveness, promote accountability, and advance the constitutional principles underpinning their respective mandates.

The engagement underscored the importance of collective dialogue and coordinated action in strengthening governance and ensuring that Constitutional Commissions and Independent Offices effectively discharge their constitutional and statutory responsibilities in service to the people of Kenya.
