The County Assembly of Nyeri has approved the Annual Budget Estimates for the 2026/2027 Financial Year and urged the County Executive to ensure that all approved projects commence early in the financial year.

The approval follows extensive public participation on the budget estimates, during which residents and stakeholders provided their views and priorities for consideration.

The submitted budget estimates amounts to Kshs. 8,694,027,050 with an allocation of KShs. 6,024,878,664 towards the Recurrent Expenditure, while KShs. 2,669,148 has been allocated towards Development Expenditure.

In a sitting Chaired by the Speaker,Hon. James Gichuhi,the Legislators noted that timely implementation of projects will improve absorption of funds, enhance efficiency and enable Nyeri residents to benefit from improved service delivery.

In a report tabled by Hon. Erastus Karanja,the Chairperson Budget and Appropropriations Committee, the County Executive was further urged to review and update its revenue enhancement strategy, strengthen revenue enforcement mechanisms and digitize revenue collection systems with the aim of increasing own-source revenue beyond the current KShs. 800 Million target.

Additionally, the MCAs called for the implementation of measures to gradually reduce the county wage bill towards the recommended 35 percent threshold through a comprehensive staff audit and enhanced own-source revenue mobilization among others.

Chinga Ward MCA( Hon. Kiruga Thuku) has raised concerns over the recruitment process undertaken in Nyeri County. The Representative noted that the Nyeri County Public Service Board (CPSB) advertised various vacancies under the Departments of Education, Training and Devolution, and Medical Services and Public Health, among others.

He further informed the House that there were allegations by some members of the public that the recruitment process lacked merit-based considerations.

Hon. Kiruga has therefore tasked the Committee on Legal Affairs, County Public Service and Administration to provide the following:-

A comprehensive report on all recruitments undertaken by the County Public Service Board in the year 2026, including; the total number of applicants for each advertised position; list of shortlisted candidates; list of successful candidates and for all successful candidates, details of their Ward and Sub county of origin, gender, and the positions to which they were appointed.

An explanation as to why ECDE teachers who had been serving in County ECDE Centres, particularly those serving as volunteers, were not selected for appointment, despite their experience.

A report on the measures and actions taken by the County Public Service Board to ensure that the recruitment process was free, fair, transparent, merit-based, inclusive, and reflective of the principles of equity and regional balance as provided for in the Constitution and relevant public service laws and policies.

The County Assembly of Nyeri has today resumed its sittings after a long recess, reaffirming its commitment to scrutinizing proposed legislation and advancing key development priorities for the county.

In a communication from the Chair marking the commencement of the second part of the Fifth Session, the Speaker Hon. James Gichuhi commended Hon. Members for their dedication and zeal in ensuring that Nyeri residents continue to enjoy quality services.

Among the key items for consideration are the following Sectoral Plans:

2. General Economic and Commerce Affairs Sectoral Plan
3. Infrastructure, Energy, Rural and Urban Development Sectoral Plan
4. Public Administration and Governance Sectoral Plan
5. Social Services Sectoral Plan

Also lined up for consideration are County Spatial Plans for informal settlements in Gitunduti, Ndumano, Warazo Market, Gitegi and Ihwa.

The House will further prioritize deliberations on the County Budget Estimates for the Financial Year 2026/2027.

In addition, a number of Bills and Regulations are expected to be tabled before the Assembly for consideration as Members embark on an active legislative period aimed at strengthening governance and accelerating development across the county.
