Public resources are entrusted to institutions to serve the people, and nowhere is this responsibility more critical than in healthcare. Article 229 of the Constitution of Kenya, 2010, gives the Auditor-General the mandate to audit and report on the use and management of public resources, reinforcing accountability and prudent stewardship of public funds.

Against this backdrop, Siaya County has welcomed officers from the Office of the Auditor-General for an audit of 10 Level 4 health facilities across the county.

The exercise officially began with an entry conference that brought together Chief Officer of Health Dr Omondi Owino, Department of Health Accountant Nelly Odero, facility administrators, medical superintendents, accountants and other County staff. The meeting was chaired by Dr K*t Kochogo, CECM for Tourism, Culture, Sports and Arts, who represented the County leadership.

The audit will examine key areas including awarded contracts, Facility Improvement Funds, management of financial assets, budget credibility and compliance with eTIMS, among other areas. Beyond identifying gaps, the exercise offers the County an opportunity to understand how its systems are performing and where improvements can be made.

Welcoming the audit team, Dr Kochogo assured the officers of a supportive environment and a cordial working relationship throughout the exercise. He called for timely and accurate work, noting that a comprehensive audit would enable Siaya to understand the areas under review, appreciate its gains and address areas requiring improvement.

Dr Omondi echoed the sentiments, highlighting the improvements realized within the Department of Health following previous audits. He noted that audits should not only be viewed as accountability exercises, but also as opportunities to learn, strengthen systems and improve the prudent use of public resources.

The audit therefore goes beyond numbers and records. It is about strengthening systems, safeguarding public resources and ensuring that every investment in healthcare ultimately contributes to better services and better health outcomes for the people of Siaya.

Quality healthcare is not only about making services available; it is about ensuring that every service meets expected standards of safety and quality. Recognizing the need to strengthen healthcare delivery, the Department of Health Services Siaya, in partnership with Lwala Community Alliance, convened a Kenya Quality Model for Health (KQMH) training from 17–21 August 2026.

The training brought together the county health management team, sub-county and facility managers to build their capacity in quality improvement and guide KQMH implementation across health facilities. The training was informed by knowledge gaps among healthcare workers, underscoring the need to bring teams up to date with approaches that support quality service delivery.

The KQMH journey begins with 6S, a systematic approach to improving productivity, quality and safety by organizing workplaces and workflows, eliminating waste and improving efficiency. The six components are: Sort, Set, Shine, Standardize, Sustain and Safety, to provide a foundation for creating orderly, safe and efficient health service environments. The model then progresses through Continuous Quality Improvement and Total Quality Management in the quality improvement journey.

The training is important as the county aims to strengthen systems that validate and sustain the quality of services being offered. The trained team is expected to become champions of quality improvement, cascading their knowledge to colleagues and supporting health facilities to adopt and institutionalize KQMH.

Gracing the training, Director of Public Health Mr Kennedy Oruenjo emphasized the importance of sharing knowledge. He urged participants to train colleagues once they master a concept, noting that staff retire, transfer or leave, but government systems must continue to function. He also stressed the need to discuss data at the point of production so information submitted to KHIS is meaningful to those generating it.

Ultimately, KQMH is about making quality everyone’s responsibility. Through sustained training, teamwork, standardization, data use and continuous improvement, Siaya County is strengthening its health facilities to deliver safer, more consistent and quality services to the people.

Siaya County is intensifying efforts to prevent mother-to-child transmission of HIV after a review of recent programme data revealed worrying new infections among HIV-exposed infants.

The County PCR Positive Audit Review brought together health teams to examine positive PCR results, identify gaps in the prevention of vertical transmission programme and agree on actions that can help protect more children from acquiring HIV. A total of 25 HIV-exposed infants were reported to have contracted HIV, with Bondo Sub-County recording the highest number at 10.

The findings point to several challenges requiring urgent attention. Stigma and discrimination continue to discourage some pregnant and breastfeeding women from taking up PrEP, while late initiation of antenatal care limits opportunities for early testing, prevention and timely intervention.

The review also emphasized the importance of strengthening household visitation and using routine programme data to identify gaps early. Regular reviews of Vertical Transmission Prevention data will enable health teams to track performance, identify missed opportunities and take corrective action before more infants are affected.

Zilper Imbuye, County VTP Coordinator, said the county will work with all stakeholders, including the media, to ensure zero new HIV infections from mother to child.

Pamela Josephine, County Reproductive Health Coordinator, called on stakeholders, particularly Community Health Assistants, to strengthen referrals by encouraging Community Health Promoters to link mothers to care early, in line with the Every Woman, Every Newborn, Everywhere initiative.

Siaya has demonstrated that progress is possible. Having achieved a transmission rate below 5% in 2023, the county now has a clear benchmark to reclaim. Closing service gaps, strengthening community linkages and acting on data can help Siaya return to below 5% and move closer to eliminating mother-to-child transmission of HIV.

For one Community Health Promoter (CHP), the joy of serving the community is found in seeing families thrive.

She remembers a neighbour whose children, sadly, never lived to celebrate their fifth birthday. Determined to make a difference, she drew from the knowledge and skills gained through training as a CHP and sat down with the family for a candid health talk.

She encouraged them to know their health status, leading the family to seek care at a health facility. When they returned, she continued supporting them, emphasizing the importance of taking their medication as prescribed and staying committed to treatment.

Later, when the mother became pregnant again, the CHP remained close to the family. She encouraged her to seek appropriate maternal care and, after delivery, emphasized the importance of proper exclusive breastfeeding and other healthy practices.

Today, the family has a reason to smile. Their subsequent children have grown and reached their fifth birthdays, a milestone that once seemed impossible.

For the CHP, this is more than a success story. It is a reminder that when knowledge reaches the household, lives can change.

Quarter after quarter, Siaya County is keeping malaria prevention and control on the agenda, not simply by collecting data, but by turning evidence into action.

The County Department of Health has convened the Quarter One 2026/2027 Malaria Data Review Meeting, bringing together malaria programme teams and partners to examine performance, celebrate progress and identify gaps requiring timely intervention. The two-day meeting, held on 18th and 19th August 2026, provided a platform for 56 participants to review malaria programme indicators and share experiences.

Supported by Amref Health Africa in Kenya through the Primary Healthcare for Malaria Elimination project, the quarterly forum goes beyond numbers in a report. It created space for teams to compare performance, exchange lessons, identify implementation challenges and agree on actions that can strengthen malaria interventions.

Participants drawn from sub-counties and health facilities shared experiences and reflected on what is working, what needs improvement and where attention is required. Such reviews are critical in ensuring that emerging gaps do not remain unnoticed until they become bigger challenges.

As Siaya continues its journey towards a malaria-free county, the quarterly data review remains an accountability and learning mechanism. Each quarter brings new evidence, lessons and opportunities to sharpen interventions by ensuring that every data point contributes to protecting communities and saving lives.

Siaya County, through the Department of Health Services, was well represented at the , where the Department showcased its experience in using Event-Based Surveillance (EBS) to strengthen early detection and response to public health threats.

The County shared its EBS journey, highlighting how the system complements routine disease surveillance by expanding the scope beyond priority diseases to capture unusual events and signals that may pose a risk to public health.

Through Community-Based Event-Based Surveillance (CEBS), Health Facility Event-Based Surveillance (HEBS), media scanning and other reporting channels, Siaya can pick signals from communities and health facilities, verify them, conduct risk assessments and initiate appropriate public health action.

The County demonstrated how seemingly unusual events can provide important early warnings. Signals monitored include multiple people presenting with similar symptoms within a community, community deaths, sudden weakness of the limbs in children, increased watery diarrhoea, unusual illness or deaths among animals, and events that cause public concern. Health facilities also report signals such as unusual clusters of illness, healthcare workers developing similar symptoms and sudden increases in patients, laboratory requests or prescriptions.

The presentation also highlighted Siaya's One Health approach, bringing together human health, veterinary and environmental health teams to investigate and respond to events of public health importance. Experiences shared included investigations of suspected chemical poisoning in livestock, increased dog-bite signals linked to suspected rabies, human-wildlife conflict, suspected Mpox, anthrax and cross-border surveillance.

The County's EBS system is maintained through ongoing training, regular reviews, timely signal verification, risk assessments, feedback to Community Health Assistants and Promoters, performance-based reimbursement, and leadership support.

Siaya County was represented by Director for Public Health Mr Kennedy Oruenjo, Disease Surveillance Coordinator Cynthia Musumba, County Health Promotion Officer Caroline Odhiambo, a Community Health Assistant and a Community Health Promoter.

The experience reaffirmed that early detection begins with a signal and timely action can prevent a threat from becoming an outbreak.

Siaya County has reaffirmed its commitment to strengthening the Prevention of Mother-to-Child Transmission (PMTCT) of HIV through the digitization of the PMTCT data pipeline, a move expected to enhance data visibility, accountability and informed decision-making across health facilities.

The commitment was reinforced during a two-day sensitization meeting supported by Palladium: Make It Possible, that brought together key health stakeholders to enhance understanding and adoption of the digitized system. The system is designed to provide end-to-end visibility of PMTCT data, enabling health teams to track performance, identify gaps and make timely decisions to improve services.

Participants were encouraged to fully embrace and integrate the system into routine service delivery, noting that timely and reliable data will be critical in guiding interventions at both county and national levels. With better visibility of data from the point of service delivery to decision-making, the system is expected to strengthen accountability and support targeted interventions for mothers and their babies.

The sensitisation culminated in the donation of 16 tablets, which will be distributed to various health facilities to support the ongoing digitization process and facilitate timely capture and reporting of PMTCT data.

The meeting ended with a strong sense of optimism, with participants reminded that Siaya has demonstrated its ability to lead in health outcomes. The county previously recorded a 4.3% PMTCT rate, placing it among the leading performers across the 47 counties. This achievement was highlighted as evidence that Siaya can once again lead through renewed commitment, innovation and effective use of data.

As the county advances efforts towards the elimination of vertical transmission of HIV, stakeholders were urged to make full use of the digitized system. End-to-end data visibility will remain crucial in monitoring progress, identifying service delivery gaps and ensuring that interventions reach mothers and their babies who need them most.

The Department of Health and Sanitation has intensified efforts to strengthen revenue generation and financial sustainability in public health facilities through enhanced capacity building of Social Health Authority (SHA) clerks.

Today, SHA clerks from health facilities across Alego Usonga Sub-County were sensitized at the Department’s Conference Hall, where they were taken through the e-claims process under the Taifa Care programme.

The sensitization comes against the backdrop of low claims submitted through Taifa Care since its rollout earlier this year. The training aimed to equip the clerks with the knowledge and skills required to undertake accurate and timely claims, ultimately improving reimbursement to health facilities.

The Department anticipates that strengthening the capacity of SHA clerks will translate into increased reimbursements from SHA to County health facilities. Improved revenue collection will enable facilities to better respond to operational needs and complement the resources allocated through the County health budget.

The Department recognizes that empowering health facilities to generate and effectively manage their own revenue is critical to improving service delivery, as increased reimbursements will support facilities in addressing key needs, including the availability of essential medicines, equipment and other services required by the communities they serve.

Following the Alego Usonga sensitization, other health facilities across the county will also be empowered through similar capacity-building sessions to ensure that SHA clerks have the necessary skills to undertake proper and timely claims.

The initiative underscores the Department’s commitment to strengthening health facility financial sustainability while ensuring that resources are effectively utilized to improve access to quality healthcare for the people of Siaya County.

The Department of Health, County Government of Siaya, through the Reproductive, Maternal, Newborn, Child and Adolescent Health (RMNCAH) Programme, concluded the development of the Siaya County Annual Maternal and Perinatal Death Surveillance and Response (MPDSR) Report for the Financial Year 2025/2026.

The report is an important step towards strengthening efforts to protect mothers and newborns across the county, as it will provide a comprehensive review of maternal and perinatal mortality trends, findings from MPDSR reviews, implementation of recommendations, key achievements, challenges, lessons learnt and near-miss cases.

The importance of the report goes beyond statistics; it will help the county understand what is contributing to maternal and newborn deaths and identify priority actions that can improve the quality and safety of care by documenting what is working, what remains challenging and whether recommendations from previous reviews are being implemented. The report will support evidence-based decisions aimed at saving lives.

The report is particularly important because maternal and newborn health requires continuous monitoring, accountability and timely action. A clear annual picture of the situation enables the Department of Health Services Siaya and its partners to better plan interventions and allocate attention to areas requiring improvement. The report will also serve as an accountability and planning tool to guide interventions during the next financial year.

The development process brought together key health stakeholders, including the County Health Management Team, Sub-County Health Management Teams and partners, to ensure that the final report is accurate, comprehensive and evidence-based.

The Department of Health appreciates the support of Lwala Community Alliance, whose partnership has helped make the development of this important report possible.

Through this collaborative effort, Siaya County is strengthening its commitment to improving maternal and newborn health outcomes and ensuring that lessons from every review translate into meaningful action to save lives.
