On the morning of August 1, 2026, following the approval of Prof. Dr. Luy Channa, Rector of the Royal University of Law and Economics (RULE), the International Relations Office, chaired by Prof. Dr. Hap Phalthy, Vice Rector, together with Assist. Prof. Dr. Lay Kong, Head of the International Relations Office, and Ms. Say Ratha, Coordinator, had the honor of hosting a meeting with a delegation of students from Nagoya University of Economics, Japan. The delegation was led by Mr. Matsuno Itaru, Specially Appointed Lecturer at the UNESCO ESD Promotion Office of the Center for International Affairs, Nagoya University of Economics.

The discussion focused on further student exchanges and cultural exchange performances between the two universities. After the meeting, the Japanese students demonstrated traditional Japanese tea (matcha) preparation and showcased traditional Japanese costumes.

The delegation expressed great enthusiasm and promised to bring more students to RULE next year for exchange and cultural immersion.

អបអរសាទរ! និស្សិតកម្មវិធី ELBBL នៃសាកលវិទ្យាល័យភូមិន្ទនីតិសាស្ត្រ និងវិទ្យាសាស្ត្រសេដ្ឋកិច្ច ទទួលបានជ័យលាភីលេខ២ ថ្នាក់ជាតិ ក្នុងការប្រកួតនិយាយជាសាធារណៈ

និស្សិត ហី ចាន់នី សិក្សាឆ្នាំទី៤ ជំនាញនីតិសាស្ត្រ នៃកម្មវិធី English Language Based Bachelor of Laws (ELBBL) បានទទួល ជ័យលាភីលេខ២ ថ្នាក់ជាតិ ក្នុងកម្មវិធីប្រកួតនិយាយជាសាធារណៈជាភាសាខ្មែរ ក្រោមប្រធានបទ «តើយុវជនត្រូវត្រៀមខ្លួនយ៉ាងដូចម្តេច ដើម្បីចូលរួមសម្រេចចក្ខុវិស័យកម្ពុជា ឆ្នាំ២០៥០?» ដែលរៀបចំដោយអង្គភាពអ្នកនាំពាក្យរាជរដ្ឋាភិបាល សហការជាមួយក្រសួងអប់រំ យុវជន និងកីឡា សហភាពសហព័ន្ធយុវជនកម្ពុជា និង The Perspectives Cambodia។

ក្នុងចំណោមបេក្ខជន ៤៩រូប មកពីគ្រឹះស្ថានឧត្តមសិក្សា ១៥ ទូទាំងប្រទេស កញ្ញា ហី ចាន់នី បានឆ្លងកាត់វគ្គជម្រុះទាំងអស់ និងជាប់ក្នុងចំណោមបេក្ខជនឆ្នើម ១០រូប ឡើងប្រកួតវគ្គផ្តាច់ព្រ័ត្រ នៅទីស្តីការគណៈរដ្ឋមន្ត្រី មុននឹងដណ្តើមបានជ័យលាភីលេខ២ ថ្នាក់ជាតិ។
នៅវគ្គផ្តាច់ព្រ័ត្រ កញ្ញាបានធ្វើបទបង្ហាញអំពី «ការបណ្ដុះបណ្ដាលស្មារតីគោរពច្បាប់ និងវិន័យល្អដល់ពលរដ្ឋ និងការរៀបចំដាក់ចេញលក្ខណៈវិនិច្ឆ័យសម្រាប់លើកទឹកចិត្តដល់ការធ្វើអំពើល្អជាពលរដ្ឋគំរូ និងពលរដ្ឋសកល» ដែលផ្អែកលើចំណុចទី៦ នៃមុំទី៥ បញ្ចកោណទី១ នៃយុទ្ធសាស្ត្របញ្ចកោណ ដំណាក់កាលទី១ និងទទួលបានការកោតសរសើរពីគណៈកម្មការចំពោះសមត្ថភាពស្រាវជ្រាវ ការគិតវិភាគ និងជំនាញនិយាយជាសាធារណៈ។

សមិទ្ធផលនេះបានឆ្លុះបញ្ចាំងពីគុណភាពនៃការបណ្តុះបណ្តាលរបស់កម្មវិធី ELBBL និងសាកលវិទ្យាល័យ ព្រមទាំងលើកកម្ពស់កិត្តិយសរបស់សាកលវិទ្យាល័យលើឆាកប្រកួតថ្នាក់ជាតិ។

ក្នុងឱកាសនេះ សាកលវិទ្យាល័យ សូមអបអរសាទរយ៉ាងស្មោះស្ម័គ្រចំពោះ កញ្ញា ហី ចាន់នី និងសូមថ្លែងអំណរគុណយ៉ាងជ្រាលជ្រៅចំពោះ លោកគ្រូ ស៊ីវ វិសេស ដែលបានលះបង់ពេលវេលា និងខិតខំបង្ហាត់បង្ហាញ និងគាំទ្រនិស្សិតដោយយកចិត្តទុកដាក់ខ្ពស់ រហូតសម្រេចបានសមិទ្ធផលដ៏គួរជាទីមោទនភាពនេះ។

ELBBL Student of the Royal University of Law and Economics Wins Second Prize at the National Public Speaking Competition

Ms. Hey Channy, a fourth-year Law student in the RULE-ELBBL program, won Second Prize at the National Khmer Public Speaking Competition. The competition was held under the theme, "How Should Youth Prepare Themselves to Contribute to Cambodia Vision 2050?" and was organized by the Government Spokesperson Unit in collaboration with the Ministry of Education, Youth and Sport, the Union of Youth Federations of Cambodia, and The Perspectives Cambodia.

Among 49 contestants from 15 higher education institutions across the country, Ms. Hey Channy successfully passed all preliminary rounds and advanced to the Top 10 finalists, competing in the Grand Final at the Office of the Council of Ministers, where she was awarded Second Prize nationally.

In the final round, she delivered a presentation on "Nurturing citizens' habits of respecting laws and of good discipline; and establishing criteria to encourage good deeds as exemplary citizens and global citizens.," based on Point 6, Angle 5 of the First Pentagon of the Pentagonal Strategy – Phase I. Her presentation received high praise from the judging panel for its research, critical thinking, and public speaking skills. This achievement reflects the quality of the ELBBL Program and the Royal University of Law and Economics, while further enhancing the University's reputation at the national level.

On this occasion, the University extends its sincere congratulations to Ms. Hey Channy and its heartfelt appreciation to Mr. Seiv Vises for his dedication in mentoring and supporting the student, which contributed significantly to this remarkable achievement.

On 23–24 July 2026, His Excellency Prof. Dr. Luy Channa, Rector of the Royal University of Law and Economics, together with Assist. Prof. Dr. Lay Kong, Head of the International Relations Office, took part in the 17th AUN Rectors’ Meeting and the 41st ASEAN University Network Board of Trustees (AUN-BOT) Meeting in Singapore. The Royal University of Law and Economics (RULE) is one of the core members of the ASEAN University Network (AUN).

Theme of 17th AUN Rectors’ Meeting: ASEAN Higher Education at the Forefront: Student-Centered Leadership for a Global Era
The meeting aims to:
1. Provide a platform for AUN members to exchange perspectives on higher education challenges.
2. Strengthen understanding of student-centered leadership as a foundation for ASEAN development.
3. Identify strategies to leverage digital transformation, AI, and future skills agendas.
4. Elevate well-being, inclusion, and holistic student success in institutional planning.
5. Consolidate regional perspectives to reinforce ASEAN’s global positioning.
6. Produce actionable recommendations and a policy brief for AUN members and ASEAN decision-makers.

As a core member of the AUN, RULE is able to apply AUN standards to enhance the quality of education at the university and in Cambodia as a whole.

• មានសញ្ញាបត្របរិញ្ញាបត្របរិញ្ញាបត្រនីតិសាស្រ្ត រដ្ឋបាលសាធារណៈ ឬទំនាក់ទំនងអន្តរជាតិ។

• មានពិន្ទុ TOEFL iBT ចំនួន ៧០ ឬ IELTS ចំនួន ៦.០ ឬប្រឡងជាប់ការធ្វើតេស្តសមត្ថភាពភាសាអង់គ្លេស របស់កម្មវិធី ELBML។ បេក្ខជនដែលបានបញ្ចប់ការសិក្សាពីកម្មវិធី ELBBL និងអ្នកដែលបានបញ្ចប់ការសិក្សាក្នុងកម្មវិធីបរិញ្ញាបត្រសិក្សាជាភាសាអង់គ្លេស ត្រូវបានលើកលែងពីការធ្វើតេស្តសមត្ថភាពភាសាអង់គ្លេសនេះ។
• ប្រឡងជាប់ការធ្វើតេស្តសមត្ថភាពចំណេះដឹងផ្នែកច្បាប់របស់កម្មវិធី ELBML។
• ឆ្លងកាត់ការសម្ភាសន៍របស់កម្មវិធី ELBML។
