សិក្ខាសាលានេះទទួលបានលទ្ធផល រួមមាន (១). គណៈកម្មាធិការ និងសមាជិកសហគមន៍បានយល់ដឹងពីតួនាទីភារកិច្ចរបស់ខ្លួន ក្នុងការចូលរួមសកម្មភាពការងារអភិរក្ស និងអភិវឌ្ឍន៍សហគមន៍ (២). បងប្អូនជនជាតិដើមភាគតិចបានបង្ហាញពីអត្តសញ្ញាណរបស់ខ្លួនជាជនជាតិដើមភាគតិច សួយ រួមមានជាតិពន្ធុ ប្រពៃណី ទំនៀមទម្លាប់ ជំនឿ ភាសា (៣). សហគមន៍យល់ដឹងពីសារៈប្រយោជន៍ការទទួលស្គាល់អត្តសញ្ញាណសហគមន៍ជនជាតិដើមភាគតិច និងបានឯកភាពស្រុះស្រួលគ្នាក្នុងការស្នើសុំការទទួលស្គាល់អត្តសញ្ញាណសហគមន៍ជនជាតិដើមភាគតិច សួយ ពីក្រសួងអភិវឌ្ឍន៍ជនបទ៕

Kampong Speu Province: On August 5, 2026, Mr. Touch Por, Deputy Director of the Department and Head of the Target Province Working Group, led two experts from the Department of Ethnic Minority Development in collaboration with the Kampong Speu Provincial Department of Rural Development to implement the fifth step of the indigenous community identification process by organizing a workshop on the assessment and identification of the Sui indigenous community in Kraing Pong Village, Sangke Satop Commune, Oral District, Kampong Speu Province. The workshop was attended by the Head of the Kampong Speu Provincial Department of Rural Development, the Deputy Governor of Oral District, the Head of Sangke Satop Commune, the Head of Kraing Pong Village, relevant local officials, and Sui indigenous community members, a total of 37 people, 21 of whom were women.

The workshop yielded the following results: (1). The committee and community members understood their roles and responsibilities in participating in community conservation and development activities (2). The indigenous people expressed their identity as Sui indigenous people, including ethnicity, traditions, customs, beliefs, and language (3). The community understands the importance of recognizing the identity of indigenous communities and has agreed to request recognition of the identity of the Sui indigenous community from the Ministry of Rural Development.

The event was held under the high presidency of Samdech Moha Bovor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, at the Koh Pich Convention and Exhibition Center (Buildings A, B, C, D, F), Tonle Bassac Commune, Chamkar Mon District, Phnom Penh. The ceremony was attended by Their Excellencies, Ladies, members of the Senate and National Assembly, representatives from ministries and institutions, the university's board of management, staff, professors, guardians, national and international guests, and outstanding graduates of the Royal University of Law and Economics, totaling approximately over 4,000 participants.

Malaysia: On August 3-4, 2026, at the Shangri-La Hotel in Kuala Lumpur, Malaysia, His Excellency Puth Hemonna, Undersecretary of State, representative the high esteem of His Excellency Chhay Rithisen, Minister of Rural Development accompanied the Cambodian delegation to attend the 3rd Joint Commission on Bilateral Cooperation (JCBC) meeting between Malaysia and Cambodia, under the high patronage of His Excellency Deputy Prime Minister Prak Sokhonn, Minister of Foreign Affairs and International Cooperation of the Kingdom of Cambodia, and the Foreign Minister of Malaysia.

After discussions on preparatory internal work, on August 4, the leadership of both countries met to talk about the 3rd JCBC for bilateral cooperation. The topics of bilateral cooperation focused on key areas including trade, investment, agriculture, rural development, and halal cooperation, as well as other potential sectors.

At the same time, the meeting continued to discuss in depth the security and national defense cooperation, as well as exchange views on the general situation of ASEAN's political work and the region. This included issues like the Cambodia-Thailand border disputes, the political situation in Myanmar, and conflicts in the western part of Asia. After the meeting concluded, the leaders of both countries signed the Agreed Minutes and also showed the signed documents to the media for further dissemination.

Kandal province: On 5 August 2026, H.E. Dr. Chrun Theravat, Secretary of state, representative the high esteem of H.E. Chhay Rithisen, Minister of Rural Development, led the Rural Roads Technical Team of the Project Management and Implementation Unit (PMIU) for the Rural Roads Improvement Project Phase IV (RRIP-IV), financed under the Economic Development Cooperation Fund (EDCF) of the Republic of Korea.

The field mission was attended by Dr. Touch Samphors, Project Manager, Ms. Chy Thavy, Director of the Kandal Provincial Department of Rural Development, technical officers, the project consultant's technical team, and local authorities.
The mission conducted field inspections and reviewed the detailed engineering designs for six project road sections located in Kandal Stueng, Angk Snuol, and Ponhea Leu Districts, Kandal Province.

The study focused primarily on the area's topographical conditions, existing road conditions, and hydrological characteristics to support the preparation of high-quality and effective detailed designs for the project roads in Kandal Province. The objective is to ensure durable and climate-resilient rural road infrastructure that meets the long-term transportation needs of local communities.

Siem Reap Province: On Thursday afternoon, August 6, 2026—H.E. Chhay Rithisen, Minister of Rural Development, together with senior leaders and technical officials from the Ministry and from the Provincial Departments of Rural Development of Siem Reap and Oddar Meanchey, conducted an on-site inspection of a Bailey bridge that had collapsed to the bed of the stream on the boundary between Siem Reap and Oddar Meanchey provinces. Joining the inspection were the Governor of Oddar Meanchey, representatives of the Ministry of Economy and Finance, and the Engineering Corps of the Ministry of National Defense.

The Bailey bridge, 30 meters long and 4 meters wide, collapsed to the bottom of the O Trach stream on August 4, 2026, due to an overweight heavy truck transporting cassava beyond the permitted load. The bridge is located at road 622 T2, linking Varin Commune, Varin District, Siem Reap Province, to Chong Kal District, Oddar Meanchey Province. At present, the Siem Reap Provincial Department of Rural Development, in cooperation with local authorities, has opened a detour to facilitate traffic for residents.

Following the inspection, the Minister instructed the Department of Rural Road Infrastructure Development of the Ministry of Rural Development to study the technical feasibility and urgently repair or replace the steel Bailey bridge to meet the daily needs of local authorities and residents in both provinces.

Phnom Penh: On Tuesday, August 4, 2026, His Excellency Pho Pharith Secretary of State and Head of the Public Financial Management Reform Working Group of the Ministry of Rural Development (PFM-MRD), representative the high esteem of His Excellency Chhay Rithisen, Minister of Rural Development, accompanied by His Excellency Dy Lamtha, Under-Secretary of State, chaired a meeting on the work progress of the budget units under the two Directorates-General. The meeting was attended by Their Excellencies Under-Secretaries of State, Their Excellencies, Messrs., and Madams Director-Generals, Deputy Director-Generals, Department Directors, Deputy Department Directors, technical officers, and financial management officers from the units under the two Directorates-General, as well as the PFM-MRD Working Group, with a total of 27 participants, including 8 women.

The meeting aimed to review the past work progress of the budget units under the two Directorates-General up to the first semester of 2026, including achievements made, issues and challenges, future work directions for budget implementation, and recommendations from the two budget units.

It should also be noted that, in line with the Public Financial Management Reform Program, the Ministry of Rural Development has already established two budget units with partial delegated authority (sub-deconcentration), which have been implemented in 2026 in accordance with the eligibility criteria. These are the Budget Unit of the Directorate-General for Administration and Finance and the Budget Unit of the Directorate-General for Technical Affairs, with departments and subordinate units that meet the prescribed criteria. These two budget units will become fully delegated budget units in the upcoming year 2027.

Banteay Meanchey Province: After five years of implementation, the “Building Peace Villages through Inclusive Community Development” project has worked diligently to improve the quality and dignity of life in rural areas and to construct essential community infrastructure, culminating in the official inauguration of multiple achievements. On Thursday morning, August 6, 2026—the project held the official inauguration of the Malai Health Center and other project outcomes under the high presidency of H.E. Chhay Rithisen, Minister of Rural Development, and H.E. Kim Chang Yong, Ambassador Extraordinary and Plenipotentiary of the Republic of Korea to the Kingdom of Cambodia.

The ceremony took place in Veal Hat Village, Malai Commune, Malai District, Banteay Meanchey Province, with the participation of the Permanent Secretary of State of the Ministry of Rural Development; a Secretary of State representing the Ministry of Health; senior leadership of the Ministry of Rural Development; the Provincial Governor, Provincial Council, KOICA Cambodia Office; development partners; civil servants; the armed forces (all three branches); authorities at all levels; youth; and citizens—616 participants in total.

The “Peace Village” project is a grant aid from the Republic of Korea through the Korea International Cooperation Agency (KOICA), implemented in cooperation with and coordinated by the Ministry of Rural Development. The project has been and is being implemented in 30 target villages across Battambang, Pailin, and Banteay Meanchey provinces. Its objective is to transform former conflict zones into sustainably developed villages through inclusive rural community development programs—improving livelihoods and well‑being across economic, social, and cultural dimensions, while strengthening community capacity and building vital rural infrastructure.

Achievements inaugurated for official use at this event include: Malai Health Center building (15 m × 15 m), 3 sanitation/toilet rooms, handwashing station, 1 incinerator for medical and general waste, 1 clean water filtration system, One 10,000‑liter water storage tank, 1 pumped well, a community learning center, a community pond, 1 library and administrative office, Concrete (Ami) roads, 1 station for producing 20‑liter bottled drinking water.

These achievement contribute to poverty reduction in line with Phase 1 of the Government’s Pentagonal Strategy under the principled leadership of Samdech Moha Bovor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, and support progress toward the national vision of “Cambodia as a High‑Income Country by 2050.”

Dr. Sao Chivoan, Secretary of State, representing the high esteem of His Excellency Chhay Rithisen, Minister of Rural Development, attended the workshop on "Cambodia's Economic Situation and the Path to 2050", held at the Senate Palace under the high presidency of H.E. Dr. Thun Vatana, 2nd Vice President of the Senate.

The workshop was attended by a total of 270 participants, including members of the Senate, members of the National Assembly, representatives from government ministries and institutions, development partners, the private sector, researchers, and other relevant stakeholders.
The objectives of the workshop were:
To raise awareness regarding the current state of Cambodia's economy.
To gather input and feedback to chart the roadmap towards 2050.
In his opening remarks, H.E. Dr. Thun Vatana, 2nd Vice President of the Senate, highlighted Cambodia's remarkable economic progress over the past two decades. He noted that this progress serves as a solid foundation for achieving Cambodia's development vision of becoming an upper-middle-income country by 2030 and a high-income country by 2050.

Kampong Chhnang Province: In the morning of Tuesday, August 4, 2026, His Excellency Pen Pichsaly, Secretary of State, representing the high esteem of His Excellency Chhay Rithisen, Minister of Rural Development, led an inter-ministerial commission comprising the Ministry of Rural Development and the Ministry of Economy and Finance to inspect and conduct a 100% handover and acceptance of the concrete road quality improvement project. The project includes 1 road with a length of 1,350m, width of 7m, thickness of 0.2m, construction of V-shaped drainage structures on both sides of the road with a total length of 2,350m, 14 traffic signs, 585m² of road markings, 575 safety posts, and 450m of steel safety barriers, located at the Royal Gendarmerie Training Center, Phnom Chum Sen Rikreay, in Chrakov Village, Peam Commune, Samakki Meanchey District, Kampong Chhnang Province, implemented by the Department of Engineering of the Ministry of National Defense.

After conducting an on-site inspection and holding discussions with the contractor, technical officials, including representatives of the T.V.C Commission and officials from the Rural Roads Department, as well as representatives from the Ministry of Economy and Finance, the inter-ministerial commission made a unified assessment and collectively agreed to accept the achieved results at 100% for the above construction work.

On this occasion, His Excellency also urged the contractor to continue maintaining the above road during the 12-month warranty period and to prevent overweight transportation beyond the prescribed limits, in order to maintain the road's quality for good and long-lasting use in all seasons.
