ថ្ងៃអង្គារ ៦រោច ខែទុតិយាសាឍ ឆ្នាំមមី អដ្ឋស័ក ពុទ្ធសករាជ ២៥៧០ ត្រូវនឹងថ្ងៃទី៤ ខែសីហា ឆ្នាំ២០២៦ ក្រសួងកិច្ចការនារី បានរៀបចំសិក្ខាសាលាផ្សព្វផ្សាយ និងលើកកម្ពស់ការយល់ដឹងស្ដីពីរបៀបវារៈស្ត្រី សន្តិភាព និងសន្តិសុខ នៅថ្នាក់ក្រោមជាតិ ក្រោមអធិបតីភាព លោកជំទាវ គង់ សូរីតា រដ្ឋលេខាធិការក្រសួងកិច្ចការនារី ដែលប្រព្រឹត្តទៅនៅទីរួមខេត្តកែប ក្រោមកិច្ចសហការជាមួយអង្គការមូលនិធិអាស៊ី (TAF)។ សិក្ខាសាលានេះមានសមាសភាពចូលរួមជាថ្នាក់ដឹកនាំ-មន្រ្តីក្រសួងកិច្ចការនារី តំណាងគណៈអភិបាលខេត្តកែប មន្រ្តីនៅថ្នាក់ក្រោមជាតិតាមបណ្ដាមន្ទីរ-អង្គភាពពាក់ព័ន្ធ ស្នងការដ្ឋានខេត្តកែប និងតំណាងមកពីសហគមននេសាទអូក្រសារ ចំនួនប្រមាណ ៤៧នាក់ (ស្ត្រី ៣៨នាក់)។
សិក្ខាសាលានេះ ប្រព្រឹត្តទៅក្នុងគោលបំណង៖ ១)បង្កើនការយល់ដឹងពីររបៀបវារៈស្ដីពីស្រ្តី សន្តិភាព និងសន្តិសុខ (WPS) នៅថ្នាក់ក្រោមជាតិ ២)លើកកម្ពស់ការចូលរួមពីភាគីពាក់ព័ន្ធនានា ដើម្បីពង្រឹងការទទួលខុសត្រូវនិងការប្តេជ្ញាចិត្តចំពោះការអភិវឌ្ឍផែនការសកម្មភាពជាតិស្ដីពីស្រ្តី សន្តិភាព និងសន្តិសុខ (NAP-WPS) នៅកម្ពុជា ៣) បង្កើនការយល់ដឹងពីរការរកឃើញសំខាន់ៗមកពីការវិភាគស្ថានភាពដោយផ្ដោតលើអាទិភាពស្រ្តី សន្តិភាព និងសន្តិសុខ(WPS)តាមរយៈភស្តុតាង បញ្ហាប្រឈម និងមេរៀនដែលទទួលបាន។

The Ministry of Women's Affairs has played an active and leading role in driving the Women, Peace, and Security (WPS) agenda at the ASEAN regional level, as well as continuing its leadership at the national level, to move toward the preparation of a comprehensive "National Action Plan on Women, Peace, and Security..................................................
On August 4, 2026, Her Excellency Koung Sorita, Secretary of State of the Ministry of Women's Affairs, led a Dissemination and awareness Reising workshop on Women, Peace and Security (WPS) Agenda at sub-national level”, held at Kep province. The workshop featured participation from MoWA leaders and official, representatives from the Government of Kep provincial, TAF, sub-national officials from relevant provincial departments and institutions and representatives from Ou Krosar Fisheries Community.
This workshop aims to:
1. Enhance understanding of the Women, Peace and Security (WPS) agenda at the subnational level.
2. Promote the engagement of relevant stakeholders in strengthening accountability and commitment to the development of Cambodia's National Action Plan on Women, Peace and Security (NAP-WPS).
3. Increase awareness of the key findings from the situational analysis, focusing on Women, Peace and Security (WPS) priorities through evidence, identified challenges, and lessons learned.

ថ្នាក់ដឹកនាំមជ្ឈមណ្ឌលស្តារលទ្ធភាពពលកម្មបានធ្វើបទបង្ហាញអំពីបេសកកម្ម តួនាទី សមិទ្ធផល និងសេវាកម្មសំខាន់ៗរបស់មជ្ឈមណ្ឌលរួមមាន៖ ការផលិតនិងបំពាក់សម្ភារៈរណប សម្ភារៈសិប្បនិម្មិត ការព្យាបាលដោយចលនា និងសេវាស្តារលទ្ធភាពពលកម្មកាយសម្បទាផ្សេងៗ ដែលអាចជួយសម្រួលដល់ជនមានពិការភាពអាចមានភាពជឿជាក់ មានទំនុកចិត្តលើខ្លួនឯង និងអាចប្រកបមុខរបរ និងចូលរួមក្នុងការសិក្សាបានដោយគ្មានការរើសអើងក្នុងសង្គម។

បច្ចុប្បន្នមជ្ឈមណ្ឌលស្តារលទ្ធភាពពលកម្មកាយសម្បទាមានចំនួន៣ គឺនៅរាជធានីភ្នំពេញ ខេត្តព្រះសីហនុ និងខេត្តកំពង់ឆ្នាំង និងមានមណ្ឌលស្តារកាយសម្បទាចំនួន១៣ រាជធានីខេត្តនៅទូទាំងប្រទេស រួមមាន រាជធានីភ្នំពេញ(២កន្លែង) បាត់ដំបង(២កន្លែង) កំពង់ស្ពឺ កំពង់ចាម ព្រះសីហនុ កំពង់ឆ្នាំង សៀមរាប តាកែវ ព្រៃវែង ក្រចេះ កំពង់ធំ ព្រះវិហារ ស្វាយរៀង ដែលអាចផ្តល់សេវាជូនដល់ជនមានពិការភាពដោយមិនគិតថ្លៃ។

រាជធានីភ្នំពេញ៖ នារសៀលថ្ងៃសុក្រ ២រោច ខែទុតិយាសាឍ ឆ្នាំមមី អដ្ឋស័ក ព.ស. ២៥៧០ ត្រូវនឹងថ្ងៃទី៣១ ខែកក្កដា ឆ្នាំ២០២៦ លោកជំទាវកិត្តិបណ្ឌិត អុឹង កន្ថាផាវី រដ្ឋមន្ត្រីក្រសួងកិច្ចការនារី បានអនុញ្ញាតឱ្យលោកស្រីបណ្ឌិត Than Thi Ha នាយិកាប្រចាំប្រទេសកម្ពុជា របស់អង្គការទស្សនៈពិភពលោក (World Vision) ចូលជួបសម្តែងការគួរសម និងពិភាក្សាការងារ នៅទីស្តីការក្រសួងកិច្ចការនារី។

ក្នុងជំនួបនេះ លោកស្រីបណ្ឌិត Than Thi Ha បានជម្រាបជូនលោកជំទាវកិត្តិបណ្ឌិតរដ្ឋមន្ត្រី អំពីសកម្មភាព ដែលអង្គការទស្សនៈពិភពលោកបានធ្វើ ដោយសកម្មភាពមួយចំនួន ត្រូវបានពិនិត្យឃើញថា ជាសកម្មភាពមួយ បានចូលរួមចំណែកទៅលើអ្វី ដែលរាជរដ្ឋាភិបាលកម្ពុជាកំពុងធ្វើ ជាពិសេសក្រសួងកិច្ចការនារី ដែលបានយុទ្ធសាស្ត្រនារីរតនៈ។

តាមរយៈជំនួបពិភាក្សាគ្នានេះ លោកជំទាវកិត្តិបណ្ឌិត អុឹង កន្ថាផាវី បានលើកឡើងនូវយុទ្ធសាស្ត្រ សម្រាប់បង្កើតកិច្ចសហការគ្នា រវាងស្ថាប័នទាំងពីរ ដើម្បីកាត់បន្ថយអំពើហិង្សាលើកុមារ និងលើកកម្ពស់ភាពអង់អាច និងសេដ្ឋកិច្ចស្ត្រី៖
ទី១.កម្មវិធីគ្រួសាររឹងមាំ របស់អង្គការទស្សនៈពិភពលោក ដែលជាកម្មវិធីមួយ អាចកាត់បន្ថយអំពីហិង្សាពីអ្នកថែទាំ ឬឪពុកម្តាយ ដែលអាចបន្ស៊ីគ្នា ទៅនឹងកម្មវិធីជំនាញមាតាបិតា (Parenting Skill) របស់ក្រសួងកិច្ចការនារី ដើម្បីកាត់បន្ថយអំពើហិង្សាលើកុមារ។
ទី២. ការលើកកម្ពស់សេដ្ឋកិច្ចរបស់ស្ត្រី និងការប្រែប្រួលអាកាសធាតុ៖ ដោយសារបច្ចុប្បន្ន ក្រសួងកិច្ចការនារី បានអនុវត្តកម្មវិធី WE អស់រយៈពេលជាង១០ឆ្នាំមកហើយ ដើម្បីលើកកម្ពស់សហគ្រិនភាពស្ត្រី ដែលស្របគ្នាជាមួយនឹងអង្គការទស្សនៈពិភពលោក ដែលមានកម្មវិធីលើកកម្ពស់សេដ្ឋកិច្ចស្ត្រី និងការប្រែប្រួលអាកាសធាតុ។
ទី៣.ពង្រឹងធនធានបុគ្គលិករដ្ឋាភិបាល ដើម្បីឱ្យមានជំនាញគ្រប់គ្រាន់ ក្នុងការធ្វើការងារខាងលើ ដើម្បីជានិរន្តភាព
ទី៤.ជំនាញឌីជីថល ដែលភាគីទាំងពីរគួរតែពិចារណា ក្នុងការបង្រៀនទៅដល់ក្រុមស្ត្រី ដោយសារអ្នកនៅតាមជនបទ ជំនាញឌីជីថលនេះ ជាផ្នែកមួយដ៏សំខាន់ ដែលពួកគាត់ត្រូវចេះ និងត្រូវចេះប្រើ ដោយភាពវិជ្ជមាន និងសុវត្ថិភាព។

លោកជំទាវកិត្តិបណ្ឌិតរដ្ឋមន្ត្រី បានលើកទឹកចិត្តដល់អង្គការទស្សនៈពិភពលោក គួរតែចាប់ផ្តើមកិច្ចសហការជាមួយក្រសួងកិច្ចការនារី តាមរយៈការចុះអនុស្សារណៈយោគយល់គ្នាជាមុន មុននឹងចាប់ផ្តើមកិច្ចសហការបន្ស៊ីកម្មវិធី រវាងស្ថាប័នទាំងពីរ ឆ្ពោះទៅរកការពង្រីកបន្ថែមនូវកម្មវិធី ដើម្បីផ្តល់ផលប្រយោជន៍ដល់ស្ត្រី នៅក្នុងប្រទេសកម្ពុជា។

Ministry of Women’s Affairs and World Vision Discuss Strategies for Cooperation to Reduce Child Violence and Promote Women's Empowerment and Economy

Phnom Penh: On the afternoon of Friday, July 31, 2026, Her Excellency Dr. Ing Kantha Phavi, Minister of Women's Affairs, received a counter call from Dr. Than Thi Ha, Acting Director of World Vision Cambodia, at the Ministry of Women's Affairs.

During the meeting, Dr. Than Thi Ha briefed Her Excellency Minister on World Vision’s ongoing activities, highlighting that several key initiatives contribute directly to the Royal Government of Cambodia's vision, particularly the Ministry of Women’s Affairs' Neary Rattanak Strategic Plan.

Through this discussion, the meeting has outlined key strategies to foster collaboration between the two institutions in reducing violence against children and promoting women’s economic empowerment:

1. Strong Family Program: World Vision's "Strong Family" initiative—which reduces violence by parents and caregivers—can be aligned with the Ministry of Women's Affairs' Parenting Skills Program to effectively reduce violence against children.

2. Women's Economic Empowerment and Climate Change: The Ministry has been implementing the WE Program for over a decade to promote female entrepreneurship, aligning closely with World Vision's initiatives targeting women's economic empowerment and climate resilience.

3. Capacity Building for Government Personnel: Strengthening government staff resources to ensure they have adequate skills to execute these programs effectively and sustainably over the long term.

4. Digital Skills: Both sides should consider providing digital skills training to women—particularly in rural areas—as digital literacy has become an essential tool that women must understand and use safely and positively.

Her Excellency Minister encouraged World Vision to initiate formal cooperation with the Ministry of Women's Affairs by signing a Memorandum of Understanding (MoU) prior to integrating their joint programs, paving the way for expanded initiatives to benefit women across Cambodia.

Dr. Than Thi Ha welcomed Her Excellency Minister’s insights and indicated she would take these ideas forward for internal discussion to pave the way toward establishing official cooperation in the near future.

On July 31, 2026 The Ministry of Women's Affairs conducted a semi-annual meeting on the "Progress of the Implementation of the Memorandum of Understanding (MoU) between the Ministry of Women's Affairs and relevant partners" presided over by Her Excellency Kong Sorita, secretary of state at Ministry with the total of 49 attendees (35 women), including secretary of state, under-secretary of state, senior officials of Ministry, the directors and deputy directors of 11 provincial departments of Women's Affairs, representative from associations, development partners, the private sector, and civil society organizations. The purpose of this meeting aims to enhance work efficiency, share updates on the implementation of the MoU, and strengthen cooperation between the Ministry of Women's Affairs and concerned partners.

២.អភិវឌ្ឍនិងពង្រឹងសមត្ថភាព ក្នុងការកសាងភាពជាដៃគូ ដើម្បីរួមគ្នាការពារទីសាធារណៈឱ្យមានសុវត្ថិភាព តាមរយៈការរៀបចំសន្តិសុខច្រើនដំណាក់កាល ភាពធន់ និងការបង្ការទប់ស្កាត់។

On 28-29 July 2026, Her Excellency Chea Nalin, Undersecretary of State, Ministry of Women's Affairs and Representative for Women's Rights to the ASEAN Commission on the Promotion and Protection of the Rights of Women and Children (ACWC), attended the ASEAN-Australia Counter-Terrorism Practical Exchange on Good Practice Approaches to Protect Crowded Spaces, Vulnerable Targets and Critical Infrastructure, held in Bali, Indonesia. This practical exchange aims to:
1. Contribute to the implementation of the terrorism component of the SOMTC Work Programme 2026-2028 and the SOMTC + Australia Work Plan on Cooperation to Combat Transnational Crime (2026-2030), as well as the Work Plan of the ASEAN Plan of Action to Prevent and Counter the Rise of Radicalisation and Violent Extremism (Bali Work Plan) 2019-2026, particularly Priority Area 1.11 & 3.6;
2. Develop enhanced capacity to build partnerships which protect public spaces through layered security, resilience and deterrence;
3. Foster understanding and cooperation among policymakers on good practice laws, policies and programs that engage the community and the private sector, to enhance security consciousness and preparation through an all-hazards approach; and
4. Identify areas to strengthen regional capacity and cross-sectoral and multistakeholder cooperation which improves regional security.

Her Excellency Kuong Sorita, Secretary of State of the Ministry of Women’s Affairs and Representative of the ASEAN Committee on Women (ACW) Cambodia, accompanied by a technical official, attended the validation workshop on the development of the New ACW Work Plan (2026–2030), held in Jakarta, Indonesia, from July 28–29, 2026. The objective of the meeting was to review the new ACW Work Plan and confirm the leadership of all 11 ASEAN member states in driving key initiatives across three major sector priority areas, comprising a total of 20 activities under this new ACW Work Plan.
The meeting engaged in in-depth discussions regarding the strategic foundation of the new ACW mandate work plan, key initiative areas (2026–2030), the proposed matrix of initiatives (2026–2030), the Monitoring, Evaluation, and Learning (MEL) framework, as well as implementation architecture, governance, and resources.
Her Excellency Kuong Sorita reaffirmed Cambodia’s position in leading three key priority areas focusing on:
1.Gender-responsive governance and inclusive leadership;
2.Women’s economic empowerment, resilience, and the care economy; and
3.Inclusive development that leaves no one behind.
During the two-day meeting, Her Excellency Kuong Sorita met with 15 development partner institutions to present and request support for the key initiative areas led by Cambodia. Additionally, Her Excellency participated in a trilateral meeting among representatives of the Philippines, Cambodia, and the ASEAN Secretariat to prepare for collaborative side events scheduled to be implemented in Cambodia and the Philippines under the ASEAN Gender Mainstreaming Project in 2026.

Under the cooperation between the Ministry of Women’s Affairs (MoWA) and the General Secretariat of the Public Financial Management Reform Steering Committee (GSC-PFMR), H.E. Dr. Ing Kantha Phavi, Minister of Women’s Affairs, led a Cambodian delegation consisting of 16 representatives (12 females) from the Ministry of Economy and Finance, the Ministry of Women’s Affairs, the GSC-PFMR, and the World Bank. The delegation conducted a study visit to New Zealand from July 21 to 24, 2026, to exchange experiences on "Gender-Responsive Budgeting (GRB) and Promoting Women’s Leadership in the Context of Implementing Stage 4 of the Public Financial Management Reform Program." Initiated by MoWA and supported by the GSC-PFMR, this program aimed to gain insights and gather input from partner countries and relevant stakeholders toward formulating and implementing GRB in Cambodia.
The Cambodian delegation held discussions, exchanged experiences, and explored policy frameworks, mechanisms, methodologies, and practical applications regarding gender institutionalization, the promotion of women's leadership, and sector-specific GRB implementation in New Zealand. They met with key New Zealand ministries and institutions, including the Ministry for Women, the Treasury, the Office of the Auditor-General, the Ministry of Education, the Infrastructure Commission, New Zealand Government Procurement, the Public Service Commission, and Stats NZ. During the study visit, the delegation also toured the Parliament Buildings, received a warm welcome during a plenary session of the New Zealand Parliament, and learned about the history of women's struggle leading to the first woman elected as a Member of Parliament in 1933.
The Cambodian side shared insights on Cambodia's policy frameworks, national programs, and key mechanisms, as well as lessons learned regarding gender mainstreaming, promoting women’s leadership, women's labor force participation, and the Public Financial Management Reform Program, alongside initiatives on GRB preparation and care-related research in Cambodia.
Overall, the Cambodian delegation gained valuable lessons and good practices to serve as input for examining and further exploring opportunities for Cambodia’s initiatives, aiming toward the broader, more effective, and coherent development and implementation of gender-responsive budgeting within Cambodia's Public Financial Management Reform framework.
