On August 26 2026, at 9:00 AM, H.E. Um Youthy, Deputy Secretary General of the General Secretariat of the Steering Committee of the PFM Reform (GSC), representative of H.E. Ros Seilava, Secretary of State of the MEF and Secretary General of the GSC, led an internal meeting to discuss the progress and challenges in implementing the plan to transfer full authority to budget entities at ministries and institutions. The meeting aimed to review and discuss progress and challenges in strengthening the delegation of authority to budget entities toward becoming fully delegated authorizing budget entities, as well as to review progress in the full delegation of authority to the nine budget entities under the Office of the Council of Ministers. The discussion also focused on identifying key implementation challenges and follow-up actions required to advance implementation in accordance with the agreed plan.

The meeting was attended by representatives from entities under the MEF, such as: General Department of Budget, Economics and Finance Institute, and General Department of Public Financial Management Information Technology.

នាថ្ងៃអង្គារ ១២កើត និងថ្ងៃពុធ ១៣កើត ខែស្រាពណ៍ ឆ្នាំមមី អដ្ឋស័ក ព.ស.២៥៧០ ត្រូវនឹងថ្ងៃទី២៥ និងទី២៦ ខែសីហា ឆ្នាំ២០២៦ ឯកឧត្តម ប៊ូ វង្សសុខា អគ្គលេខាធិការរង នៃអគ្គលេខាធិការដ្ឋានគណៈកម្មាធិការដឹកនាំការងារកែទម្រង់ការគ្រប់គ្រងហិរញ្ញវត្ថុសាធារណៈ (អ.គ.ហ.) អមដោយមន្ត្រីជំនាញជាន់ខ្ពស់ និងមន្ត្រីជំនាញ អ.គ.ហ. បានដឹកនាំរៀបចំសិក្ខាសាលាបណ្តុះបណ្តាលស្តីពី «ការរៀបចំលទ្ធផលគន្លឹះ និងផែនការសកម្មភាពកែទម្រង់លម្អិត ឆ្នាំ២០២៧» ជូនរដ្ឋបាលរាជធានី-ខេត្តទាំង ២៥។

សិក្ខាសាលានេះត្រូវបានរៀបចំឡើងក្នុងគោលបំណងបណ្តុះបណ្តាលបច្ចេកទេសដល់រដ្ឋបាលរាជធានី-ខេត្តទាំង ២៥ ក្នុងការរៀបចំលទ្ធផលគន្លឹះ (Output) និងផែនការសកម្មភាពកែទម្រង់លម្អិត (CPAP) ឆ្នាំ២០២៧ ឱ្យបានត្រឹមត្រូវ ស្របតាមទម្រង់ដែលបានកំណត់ និងទាន់ពេលវេលា។

សិក្ខាសាលានេះក៏មានការអញ្ជើញចូលរួមពីតំណាងអគ្គនាយកដ្ឋានហិរញ្ញវត្ថុរដ្ឋបាលថ្នាក់ក្រោមជាតិ តំណាងអគ្គនាយកដ្ឋានពន្ធដារ និងតំណាងវិទ្យាស្ថានសេដ្ឋកិច្ច និងហិរញ្ញវត្ថុ ដើម្បីចូលរួមបកស្រាយបំភ្លឺ និងចែករំលែកបច្ចេកទេសលើកិច្ចការពាក់ព័ន្ធផងដែរ។

On Tuesday and Wednesday, 25–26 August 2026, H.E. Bou Vongsokha, Deputy Secretary General of the General Secretariat of the Steering Committee of the Public Financial Management Reform (GSC), accompanied by Senior Specialists and Specialists of the GSC, led the organization of a training workshop on the “Preparation of Key Outputs and Detailed Reform Action Plans for 2027” for all 25 Capital and Provincial Administrations.

The workshop aimed to provide technical training to all 25 Capital and Provincial Administrations on the preparation of their Key Outputs and Capital and Provincial Action Plans (CPAPs) for 2027 in accordance with the prescribed formats and timeline.

The workshop was also attended by representatives of the General Department of Sub-National Administration Finance (GDSNAF), the General Department of Taxation (GDT), and the Economics and Finance Institute (EFI), who provided technical clarification and shared relevant technical expertise.

On the morning of Tuesday, 25 August 2026, H.E. Um Youthy, Deputy Secretary General of the General Secretariat of the Steering Committee of the PFM Reform (GSC), highly representing H.E. Ros Seilava, Secretary of State of the Ministry of Economy and Finance (MEF) and Secretary General of the GSC, accompanied by Senior Specialists and Specialists led a meeting to discuss the draft report on the assessment of public financial management of six-line ministries.

The meeting aimed to review, discuss, and provide input on the preliminary results and content of the draft public financial management assessment report prepared by the line ministries, as well as to verify the information, data, and supporting evidence to ensure that the assessment results are accurate, comprehensive, and reflective of the actual situation of public financial management. The meeting was attended by representatives of six ministries and institutions, including the Ministry of Tourism; Ministry of Industry, Science, Technology and Innovation; Ministry of Commerce; Ministry of Environment; Ministry of Rural Development; and Ministry of Mines and Energy.

On the afternoon of Monday, August 24 2026, the General Secretariat of the Public Financial Management Reform Steering Committee (GSC) organized a Conference preparing the drafts of the Annual Outputs, the Detail Action Plans, and the Budget Plans for 2027. The meeting was chaired by H.E. UM Youthy, Deputy Secretary of State of Ministry of Economy and Finance and Deputy Secretary-General of the GSC represented H.E. ROS Seilava Secretary of State of Ministry of Economy an d Finance and Secretary-General of GSC, accompanied by senior specialists and specialists GSC and the representatives from general departments and agencies implementing PFM reform under the Ministry of Economy and Finance, all 25 Provincial-Municipal Departments of Economy and Finance about 120 participants in total.

This workshop is organized to provide orientation to all implementing entities on: (1) the common key results framework to be given attention in 2027, (2) key principles for preparing the 2027 budget plan, (3) procedures for budget implementation and procurement, and (4) preparing the 2027 incentive plan. The implementation of the Procurement Management Framework, which is a new turning point in increasing accountability and accountability for procurement by linking key results in the year, a detailed action plan with a budget to support the implementation of activities and incentives for the implementation of the updated Procurement Management Framework, which was issued by the Royal Government through Circular No. 14, issued on December 19, 2024 on Procurement Management under the Public Financial Management Reform Program and Prakas No. 987 and Prakas No. 988, issued on December 31, 2024 on the principles, mechanisms, procedures, and monitoring and evaluation for providing incentives to the Public Financial Management Reform Working Group.

នារសៀលថ្ងៃព្រហស្បតិ៍ ទី២០ ខែសីហា ឆ្នាំ២០២៦ ឯកឧត្តម អ៊ុំ យុទ្ធី អគ្គលេខាធិការរង នៃអគ្គលេខាធិការដ្ឋានគណៈកម្មាធិការដឹកនាំការងារកែទម្រង់ការគ្រប់គ្រងហិរញ្ញវត្ថុសាធារណៈ (អ.គ.ហ.) តំណាងដ៏ខ្ពង់ខ្ពស់របស់ ឯកឧត្តម រស់ សីលវ៉ា រដ្ឋលេខាធិការ នៃក្រសួងសេដ្ឋកិច្ច និងហិរញ្ញវត្ថុ (កសហវ.) និងជាអគ្គលេខាធិការ នៃ អ.គ.ហ. អមដោយមន្ត្រីជំនាញជាន់ខ្ពស់ និងមន្ត្រីជំនាញ បានដឹកនាំកិច្ចប្រជុំស្តីពី «ការពិនិត្យលើលទ្ធផលបឋមនៃការវាយតម្លៃការគ្រប់គ្រងហិរញ្ញវត្ថុសាធារណៈរបស់ក្រសួងសេដ្ឋកិច្ច និងហិរញ្ញវត្ថុ»។

កិច្ចប្រជុំមានគោលបំណង ពិនិត្យ ពិភាក្សា និងផ្តល់ធាតុចូលលើលទ្ធផលបឋមនៃការវាយតម្លៃការគ្រប់គ្រងហិរញ្ញវត្ថុសាធារណៈរបស់ កសហវ. ព្រមទាំងផ្ទៀងផ្ទាត់ព័ត៌មាន ទិន្នន័យ និងភស្តុតាងពាក់ព័ន្ធ ដើម្បីធានាឱ្យលទ្ធផលនៃការវាយតម្លៃមានភាពគ្រប់ជ្រុងជ្រោយ សុក្រឹត និងឆ្លុះបញ្ចាំងពីស្ថានភាពជាក់ស្តែង។ ធាតុចូល និងមតិយោបល់ដែលទទួលបាននឹងត្រូវប្រើប្រាស់សម្រាប់កែលម្អ និងបំពេញបន្ថែមលទ្ធផលនៃការវាយតម្លៃ ព្រមទាំងកំណត់ចំណុចដែលត្រូវបន្តពង្រឹង សំដៅលើកកម្ពស់ប្រសិទ្ធភាពនៃការគ្រប់គ្រងហិរញ្ញវត្ថុសាធារណៈរបស់ កសហវ.។

On the afternoon of Thursday, 20 August 2026, H.E. Um Youthy, Deputy Secretary General of the General Secretariat of the Public Financial Management Reform Steering Committee (GSC), representing H.E. Ros Seilava, Secretary of State of the Ministry of Economy and Finance (MEF) and Secretary General of the GSC, accompanied by senior specialists and specialists, chaired a meeting on the “Review of the Preliminary Results of the Public Financial Management Assessment of the Ministry of Economy and Finance.”

The meeting aimed to review, discuss, and provide inputs on the preliminary results of the MEF Public Financial Management Assessment, as well as to verify relevant information, data, and supporting evidence to ensure that the assessment results are comprehensive, accurate, and reflective of the actual situation. The inputs and comments received will be used to further refine and supplement the assessment results and identify areas requiring further strengthening, with a view to enhancing the effectiveness of public financial management within MEF.

The meeting was attended by senior management and representatives from relevant entities under MEF, including the General Secretariat MEF, General Department of National Treasury, General Department of Budget, General Department of International Cooperation and Debt Management, General Department of Internal Audit, General Department of Public Procurement, and General Department of State Property and Non-Tax Revenue.

On the morning of Thursday, 20 August 2026, the General Secretariat of the Public Financial Management Reform Steering Committee (GSC) coordinated a meeting between the General Department of Digital Economy, Ministry of Economy and Finance (MEF) and the World Bank on the “Progress in the Development of the Integrated Public Investment Management (iPIM) System.” The meeting was attended by H.E. Um Youthy, Deputy Secretary General of the GSC, representing H.E. Ros Seilava, Secretary of State of MEF and Secretary General of the GSC, together with senior specialists and specialists, representatives of the General Department of Digital Economy of the MEF, and Ms. Tessa Cullen and colleagues representing the World Bank.

The meeting focused on progress in the development of the iPIM system, its key functionalities, integration with relevant systems and databases, system rollout, and plans for the next phase of development. The participants also exchanged technical views on strengthening iPIM as a central platform for consolidating, integrating, monitoring, and managing public investment project information more effectively across the entire project lifecycle.

A delegation representing the Key Reform Coordination Mechanism of the Government of Cambodia, led by H.E. Dr. HEL Chamroeun, Secretary of State at the Ministry of Economy and Finance (MEF) and Deputy Secretary General of the General Secretariat of the Public Financial Management Reform Steering Committee (GSC), accompanied by H.E. Dr. SEA Mao, Secretary of State at the Office of the Council of Ministers (CoM) and Permanent Vice President of the Legal Reform Steering Committee, H.E. CHHUN Socheat, Secretary General of the General Secretariat of the Public Administration Reform Steering Committee H.E. PEN Bunchhea, Deputy Secretary General of the General Secretariat of the Legal Reform Steering Committee, H.E. CHHUN Bunnara, Deputy Head of the Secretariat of the National Committee for Sub-National Democratic Development (NCDD), Her Excellency Dy Molany, Deputy Secretary General of the General Secretariat of the Justice System Reform Steering Committee, H.E. SEANG Phalla, Under Secretary of State at the MEF and Head of the Legal Council Secretariat, Her Excellency SEM Sophea, Under Secretary of State of CoM, H.E. UM Youthy, Deputy Secretary General of GSC, along with management, senior specialists, and specialists from subordinate entities under MEF and ministries/institutions leading key reforms, totaling 34 participants attended a training program and study visit on "Performance Management and Delivery Unit – PEMANDU" in Malaysia.

The 3-day training program and study visits to three Malaysian public institutions, including the Malaysian Research Accelerator for Technology and Innovation (MRANTI), the Ministry of Economy, and the Ministry of Education aimed to study, explore, and extract Malaysia's experience in implementing its National Transformation Program through a "Whole-of-Nation" approach under the Big Fast Results (BFR) 8-Step methodology. The insights gained serve to strengthen the Key Reform Coordination Mechanism with consistency, efficiency, and effectiveness across inter-reform intertwining, in line with "the dynamic of all stakeholders" approach.

On the afternoon of Wednesday, 19 August 2026, the General Secretariat of the Public Financial Management Reform Steering Committee (GSC) coordinated a meeting between the State Owned Enterprise Reform Working Group and representatives of the World Bank, with the participation of HE Dr. Ieng Sunly, Secretary of State of the Ministry of Economy and Finance (MEF) and Chair of the Working Group, HE Um Youthy, Deputy Secretary General of the SPFMR and Vice Chair of the Working Group, as well as senior specialists and specialists, and Ms. Tessa Cullen and her colleagues, representing the World Bank.

The meeting focused on the progress of SOE reform, including: reviewing the results and experiences from the training course in the Republic of Korea, the progress with drafting laws on SOEs, and possibility of designating this reform as a Prior Action under the World Bank’s Development Policy Financing (DPF) program. The participants also discussed the continued development of the SOE Dashboard and organizing a study visit to Vietnam.

As a result, the Working Group will continue to advance the finalization of the draft Law on SOEs and organize the relevant consultations. The World Bank will continue to discuss conditions and indicators for incorporating SOE reform measures into the DPF program while also continue the coordinating with GSC and MEF to identify priority reform actions that can be implemented as planned.

On the morning of Wednesday, August 19, 2026, at 9:00 AM, His Excellency Akka Pundit Sopheacha Aun Pornmoniroth, Deputy Prime Minister, Minister of Economy and Finance, and Chairman of the Public Financial Management Reform Steering Committee, presided over the meeting of the Public Financial Management Steering Committee (PFMSC) to discuss "the implementation progress of the Public Financial Management Reform Program - Phase 4 for the Second Quarter of 2026". The meeting was attended by Excellencies, Ladies, and Gentlemen who are management and members of the public financial management reform working group from the Ministry of Economy and Finance, Line Ministries, Capital-Provincial departments of Economy and Finance, and Sub-national administrations.

The main objective of the meeting was to review progress and key priorities in the implementation of public financial management reform, and to put forward measures to accelerate implementation in the coming quarters.
