Phnom Penh: On Tuesday, August 4, 2026, His Excellency Pho Pharith Secretary of State and Head of the Public Financial Management Reform Working Group of the Ministry of Rural Development (PFM-MRD), representative the high esteem of His Excellency Chhay Rithisen, Minister of Rural Development, accompanied by His Excellency Dy Lamtha, Under-Secretary of State, chaired a meeting on the work progress of the budget units under the two Directorates-General. The meeting was attended by Their Excellencies Under-Secretaries of State, Their Excellencies, Messrs., and Madams Director-Generals, Deputy Director-Generals, Department Directors, Deputy Department Directors, technical officers, and financial management officers from the units under the two Directorates-General, as well as the PFM-MRD Working Group, with a total of 27 participants, including 8 women.

The meeting aimed to review the past work progress of the budget units under the two Directorates-General up to the first semester of 2026, including achievements made, issues and challenges, future work directions for budget implementation, and recommendations from the two budget units.

It should also be noted that, in line with the Public Financial Management Reform Program, the Ministry of Rural Development has already established two budget units with partial delegated authority (sub-deconcentration), which have been implemented in 2026 in accordance with the eligibility criteria. These are the Budget Unit of the Directorate-General for Administration and Finance and the Budget Unit of the Directorate-General for Technical Affairs, with departments and subordinate units that meet the prescribed criteria. These two budget units will become fully delegated budget units in the upcoming year 2027.

Banteay Meanchey Province: After five years of implementation, the “Building Peace Villages through Inclusive Community Development” project has worked diligently to improve the quality and dignity of life in rural areas and to construct essential community infrastructure, culminating in the official inauguration of multiple achievements. On Thursday morning, August 6, 2026—the project held the official inauguration of the Malai Health Center and other project outcomes under the high presidency of H.E. Chhay Rithisen, Minister of Rural Development, and H.E. Kim Chang Yong, Ambassador Extraordinary and Plenipotentiary of the Republic of Korea to the Kingdom of Cambodia.

The ceremony took place in Veal Hat Village, Malai Commune, Malai District, Banteay Meanchey Province, with the participation of the Permanent Secretary of State of the Ministry of Rural Development; a Secretary of State representing the Ministry of Health; senior leadership of the Ministry of Rural Development; the Provincial Governor, Provincial Council, KOICA Cambodia Office; development partners; civil servants; the armed forces (all three branches); authorities at all levels; youth; and citizens—616 participants in total.

The “Peace Village” project is a grant aid from the Republic of Korea through the Korea International Cooperation Agency (KOICA), implemented in cooperation with and coordinated by the Ministry of Rural Development. The project has been and is being implemented in 30 target villages across Battambang, Pailin, and Banteay Meanchey provinces. Its objective is to transform former conflict zones into sustainably developed villages through inclusive rural community development programs—improving livelihoods and well‑being across economic, social, and cultural dimensions, while strengthening community capacity and building vital rural infrastructure.

Achievements inaugurated for official use at this event include: Malai Health Center building (15 m × 15 m), 3 sanitation/toilet rooms, handwashing station, 1 incinerator for medical and general waste, 1 clean water filtration system, One 10,000‑liter water storage tank, 1 pumped well, a community learning center, a community pond, 1 library and administrative office, Concrete (Ami) roads, 1 station for producing 20‑liter bottled drinking water.

These achievement contribute to poverty reduction in line with Phase 1 of the Government’s Pentagonal Strategy under the principled leadership of Samdech Moha Bovor Thipadei Hun Manet, Prime Minister of the Kingdom of Cambodia, and support progress toward the national vision of “Cambodia as a High‑Income Country by 2050.”

Phnom Penh: In the morning of Monday, August 3, 2026 H.E. Dr. Sao Chivoan, Secretary of State, representing the high esteem of His Excellency Chhay Rithisen, Minister of Rural Development, attended the workshop on "Cambodia's Economic Situation and the Path to 2050", held at the Senate Palace under the high presidency of H.E. Dr. Thun Vatana, 2nd Vice President of the Senate.

The workshop was attended by a total of 270 participants, including members of the Senate, members of the National Assembly, representatives from government ministries and institutions, development partners, the private sector, researchers, and other relevant stakeholders.
The objectives of the workshop were:
To raise awareness regarding the current state of Cambodia's economy.
To gather input and feedback to chart the roadmap towards 2050.
In his opening remarks, H.E. Dr. Thun Vatana, 2nd Vice President of the Senate, highlighted Cambodia's remarkable economic progress over the past two decades. He noted that this progress serves as a solid foundation for achieving Cambodia's development vision of becoming an upper-middle-income country by 2030 and a high-income country by 2050.

The project includes 1 road with a length of 1,350m, width of 7m, thickness of 0.2m, construction of V-shaped drainage structures on both sides of the road with a total length of 2,350m, 14 traffic signs, 585m² of road markings, 575 safety posts, and 450m of steel safety barriers, located at the Royal Gendarmerie Training Center, Phnom Chum Sen Rikreay, in Chrakov Village, Peam Commune, Samakki Meanchey District, Kampong Chhnang Province, implemented by the Department of Engineering of the Ministry of National Defense.

After conducting an on-site inspection and holding discussions with the contractor, technical officials, including representatives of the T.V.C Commission and officials from the Rural Roads Department, as well as representatives from the Ministry of Economy and Finance, the inter-ministerial commission made a unified assessment and collectively agreed to accept the achieved results at 100% for the above construction work.

On this occasion, His Excellency also urged the contractor to continue maintaining the above road during the 12-month warranty period and to prevent overweight transportation beyond the prescribed limits, in order to maintain the road's quality for good and long-lasting use in all seasons.

Phnom Penh, On August 4, 2026, Her Excellency Mat Mara, Secretary of State, representing His Excellency Chhay Rithisen, Minister of Rural Development, attended a meeting to summarize the results of the anti-human trafficking work for the first semester and to outline the work direction for the second semester of 2026. The meeting was held under the high presidency of His Excellency Abhisantipundit Sar Sokha, Deputy Prime Minister, Minister of Interior, and Chairman of the National Committee for Counter-Trafficking (NCCT), at the Ministry of Interior. The event was also attended by Their Excellencies, the six Vice-Chairmen of the NCCT, Secretaries of State, Under-Secretaries of State, representatives from relevant ministries and institutions who are members of the NCCT, including the Office of the Council of Ministers, the Ministry of National Defense, the Ministry of Economy and Finance, the Ministry of Culture and Fine Arts, the Ministry of Foreign Affairs and International Cooperation, the Ministry of Rural Development, the Ministry of Information, the Ministry of Civil Service, the Ministry of Health, the Ministry of Industry, Science, Technology and Innovation, the General Commissioner of the National Police, Governors of Capital/Provinces, leaders of the NCCT General Secretariat, Her Excellency the Secretary-General, Deputy Secretaries-General, heads of task force support groups, heads of secretariats, provincial deputy governors who are heads of the Provincial Committee for Counter-Trafficking (PCCT) secretariats, and many relevant officials.

The meeting aimed to review progress during the first six months of 2026 across all six working groups, as well as across various ministries and institutions, and to discuss challenges and shortcomings that need to be addressed and improved through shared responsibility. The issue of human trafficking exists in every country around the world and cannot be solved by a single ministry or a single country alone—it is interconnected and intertwined, with a transnational criminal nature involving complex network arrangements.

Phnom Penh: On August 4, 2026, at the Ministry of Commerce headquarters, His Excellency Kuy Chhay, Secretary of State and member of the inter-ministerial technical working group, Representative the high esteem of His Excellency Chhay Rithisen, Minister of Rural Development, accompanied by Mr. Tun Chandara, Deputy Director of the Rural Roads Department, attended the first meeting of the inter-ministerial technical working group to draft the national policy on noodles, Phase 2, under the chairmanship of His Excellency Reach Ra, Secretary of State of the Ministry of Commerce and Head of the inter-ministerial technical working group for drafting the national noodle policy, Phase 2. The meeting included participation from His Excellency State Secretaries, Deputy Secretaries of State, representatives of ministries and institutions as deputy heads, members, and 65 technical working group participants including 12 women.

The above meeting was organized with the joint purpose of researching and drafting the national policy on second-phase cassava, reviewing and assessing the effectiveness of the first-phase national cassava policy, identifying challenges, and finding solutions, as well as analyzing the strengths, weaknesses, opportunities, and challenges in Cambodia's cassava sector.

Signing ceremony for a grant to support Phase 2 of Village Development under the “Building Peace Villages through Inclusive Community Development” project

[English Below] Battambang Province: Wednesday afternoon, August 5, 2026, the Ministry of Rural Development and the Embassy of the Republic of Korea to the Kingdom of Cambodia held a signing ceremony for a grant to support Phase 2 of village development under the “Building Peace Villages through Inclusive Community Development” project. The ceremony took place at the Battambang Provincial Hall under the high presidency of H.E. Chhay Rithisen, Minister of Rural Development, and H.E. Kim Chang Yong, Ambassador Extraordinary and Plenipotentiary of the Republic of Korea to the Kingdom of Cambodia.

The event was attended by the Permanent Secretary of State, leaders of the Ministry of Rural Development, the Governor of Battambang Province, deputy governors representing the provincial governors of Pailin and Banteay Meanchey, the Korea International Cooperation Agency (KOICA) office in Cambodia, provincial Departments of Rural Development in the target areas, representatives of various line departments and agencies around Battambang, authorities at all levels, and a total of 156 members of Village Development Committees (VDCs).

This grant signing for Phase 2 will continue to support village development activities through the “Building Peace Villages through Inclusive Community Development” project by promoting rural community development; strengthening leadership; increasing participation and ownership; and enhancing capacities in dialogue, problem identification, needs assessment, and prioritization for effective village development planning. For the “Building Peace Villages” project in Phases 1 and 2, a total of 30 villages have been and are being implemented in the three target provinces—Battambang, Pailin, and Banteay Meanchey—with the aim of advancing development in Cambodia’s northwestern provinces, a region once afflicted by conflict and landmines, and transforming it into a peaceful, sustainable, and collectively prosperous area.

Mr. Hap Sukriya passed away due to old age on Wednesday, 7th Waning Moon of the 1st Āsāḍha, Year of the Horse, B.E. 2570, corresponding to August 5, 2026, at 1:41 AM, at the age of 89.

On this solemn occasion, Her Excellency the Secretary of State and the ministry delegation expressed their deepest condolences to His Excellency Hap Omalis, his spouse, and the bereaved family, and offered prayers for the soul of Mr. Hap Sukriya to rest in peace in the higher realms.

Battambang Province: On August 5, 2026, His Excellency Chhim Saoky, Permanent Secretary of State, Representative the high esteem of His Excellency Chhay Rithisen, Minister of Rural Development, led an inter-ministerial committee including the Ministry of Rural Development and the Ministry of Economy and Finance to inspect and evaluate the validity of the construction of a double-layer asphalt road, 4,000 m long and 6 m wide, with gravel-mixed sidewalks on both sides, 0.5 m wide and 0.2 m thick, 1 concrete bridge, 18 m long and 8 m wide, 1 three-way culvert, and 1 road nameplate, located from Ochreap village to Boeung Run village, Chamkar Chek commune and Samlot commune, Samlot district, Battambang province, implemented by the Director of the Construction and Engineering Department of the General Department of Materials and Finance, Ministry of Interior. The inspection and evaluation was attended by His Excellency Chea Srun, Secretary of State, the CEC working group. of the Ministry of Rural Development, representatives of the Ministry of Economy and Finance, representatives of the Director of the Rural Road Infrastructure Development Department, and representatives of the Procurement Unit and representatives of the Battambang Provincial Rural Development Department.

At the same time, His Excellency the Permanent Secretary of State met with residents living on the roads, who expressed their excitement at receiving new achievements from the Royal Government of Cambodia through the Ministry of Rural Development. In the past, the Ministry of Rural Development has paid great attention to the construction, maintenance and improvement of rural infrastructure to facilitate the movement of residents to receive public services and to do businesses that help generate income for families.

After inspecting and discussing with contractors, technicians and the inter-ministerial committee, the committee agreed to accept and evaluate the validity of the above road.
