✨ On 20 August 2026, at Hyatt Regency Phnom Penh, Entrepreneurship Development Fund (EDF) organized an official Launch Workshop of “Startup Investment Package Program Cohort 2 - SIPP2” bringing together leaders, entrepreneurs, startups, SMEs, and stakeholders from the entrepreneurship ecosystem.
🎙 The workshop was honorably chaired by H.E. Meas SokSensan, Secretary of State, Ministry of Economy and Finance, who delivered opening remarks highlighting the importance of supporting startups and SMEs, as well as enhancing access to financing and investment to support growth of Cambodia’s entrepreneurship ecosystem.
🚀 In this workshop, EDF has presented experiences and achievements from implementation of “Startup Investment Package Program Cohort 1 - SIPP 1” while also introducing direction and officially launching “Startup Investment Package Program Cohort 2,” which continues to provide support to high-potential businesses to strengthen and expand their operations.
💬 The workshop also hosted a panel discussions among speakers and relevant stakeholders, focusing on challenges and opportunities in accessing capital and investment, as well as strengthening Cambodia’s business ecosystem.
🏆 EDF also announced and celebrated two startups selected who received an equity investment from EDF under “SIPP Cohort 1,” followed by signing of investment agreements under esteemed chairmanship of H.E. Aun Pornmonireachsak, Deputy Secretariat Director of EDF. The two startups are:

📰Cambodia Launches Second Startup Investment Program to Boost Digital Economy

— Cambodia has launched the second cohort of its Startup Investment Package Program (SIPP) to provide equity financing for promising startups and small and medium‑sized enterprises, aiming to expand domestic sourcing and strengthen the country’s digital economy, officials said Thursday.

The program, implemented by the Entrepreneurship Development Fund under the Ministry of Economy and Finance, targets businesses that use or commit to using at least 60 percent domestic resources. The initiative is designed to reduce reliance on imports while increasing local value creation.

Meas Soksensan, Secretary of State at the Ministry of Economy and Finance, presided over the launch workshop, which brought together representatives from incubators, accelerators, universities, business associations, development partners, government agencies, startups and SMEs.

He said that the second cohort follows the first implemented in 2025–2026 and is aligned with the government’s Economic Booster Initiative 2026–2028. Selected startups will receive tailored equity investment packages after a competitive screening process.

Targeted sectors include e‑commerce, agritech, healthtech, edtech, logistics, fintech, software‑as‑a‑service, human resources and management. SMEs in agriculture, handicrafts, retail, education, services, environmental solutions and IT are also eligible.

Cambodia’s startup ecosystem has grown rapidly, with 269 operating startups recorded in July 2026, up from about 100 in 2021. However, only 4 percent have reached the expansion stage, while more than 94 percent remain in early phases, underscoring challenges in scaling.

The financing gap is also significant. Of 753,670 enterprises nationwide, 76,930 are registered, with about 74 percent lacking collateral — a major obstacle to accessing bank loans. Officials said equity investment could help high‑growth businesses secure capital without traditional collateral requirements.

The workshop featured a panel discussion on bridging the “missing middle” in financing, highlighting ecosystem partnerships to unlock capital. EDF said the program will strengthen domestic supply chains, support innovation and generate a stronger pipeline of investable Cambodian startups.
