Commander's Corner at LANPAC 2026

"It’s improving the quality of life for our Soldiers. It’s improving our connectivity to our Korean allies, because our families are there together and there’s an intangible that is created there when you got families celebrating and going through trials and tribulations." - Lt. Gen. Joe Hilbert on the 3-2-1 Tour Normalization policy for U.S. Army in Korea.

The commanding general was joined by Col. Randolph Carpenter, U.S. Army Materiel Support Command - Korea commander, Col. Edgar Arroyo, 65th Medical Brigade commander, and Col. Rosanna Clemente, 35th Air Defense Artillery Brigade commander, for Eighth Army's Commander's Corner discussion May 13 in Honolulu.

“We’ve been in a transformation process for over 75 years.”

Lt. Gen. Joe Hilbert, commanding general of Eighth Army, spoke during a panel forum at the Land Forces Pacific Symposium and Exposition in Honolulu, May 13. Hilbert discussed Eighth Army’s mission in the Indo-Pacific and the importance of land power in regional deterrence and the value of allied partnerships in modernization. He also emphasized the importance of U.S. Army facilities and personnel in Korea to being a regional sustainment hub.

“We live in a dangerous neighborhood and must maintain fight-tonight readiness. But if we only focused on sustaining Eighth Army on the peninsula, it would be a tragic waste of capability. Army Prepositioned Stocks, brigade combat team sets, maintenance, repair, overhaul, additive manufacturing, AI-enabled sustainment — these all provide strategic flexibility. Why return equipment to the continental United States when we can repair it on the peninsula? That reduces risk and increases resilience. The Korean defense industrial base is also incredibly capable. Partnering with them benefits everyone.”

The main talking points will be about: land forces contributions in the Indo-Pacific, Strengthening and Building Alliances and Partnerships, and Innovation and Agility Across the Indo-Pacific.

13/05/2026

At today, I laid out a simple reality: strategic concepts only survive as long as they are backed by industrial endurance.
In the Indo-Pacific, sustainment is not the tail. It is the teeth of deterrence.
The 2026 National Defense Strategy gives us two clear lines of effort: supercharge the defense industrial base, and increase burden sharing. For land power, these are the same mission.
We are moving from exquisite scarcity to industrial scale mass. Ukraine made that clear. Innovation is now measured in weeks, not years. We cannot bankrupt our shield using million-dollar interceptors against cheap drones.
In Korea, we are building what I call a Fortress Chain. We are industrializing the edge. Korean dry docks have already overhauled USNS Wally Schirra and Cesar Chavez, with two more in the queue. That is the operational blueprint.
The ROK is setting the pace at 3.5% defense spending. A strong ally is not a consumer of security. They are a producer of security.
Our permanence on the Korean peninsula complicates every adversary calculation. We will keep modernizing, industrializing, and synchronizing with allies and industry to outpace any threat.

Soldiers from the 35th Air Defense Artillery Brigade participated in the Korea Integrated Tabletop Event (KITE) 26, hosted by Republic of Korea Navy Task Fleet Command and the Pacific Integrated Air and Missile Defense Center from April 21–23.

The event brought together U.S. and Republic of Korea personnel to synchronize air, maritime and space operations through professional discussion and shared learning. Alongside partners from U.S. Forces Korea, U.S. Naval Forces Korea, the 7th Air Force, Republic of Korea - 미 7공군 and the Joint Ballistic Missile Defense Training & Education Center, 35th ADA Soldiers strengthened interoperability and reinforced the enduring U.S.-ROK alliance.

Exercises like KITE 26 build readiness, enhance coordination and ensure allied forces remain prepared to respond together across the Indo-Pacific.
