[외국인 유학생(D-2) 체류자격부여 특례 시행안 안내]​
​
대한민국 법무부에서 한국대학으로부터 입학(복학) 허가를 받았으나 코로나19로 인해 유학(D-2) 사증 발급을 위한 출국이 현저히 곤란한 외국인에 대해 다음과 같이 외국인유학생(D-2) 체류자격 부여 특례를 시행합니다.​
​
특례 주요 내용은 다음과 같습니다.​
​
1. 대상자​
- 코로나19로 인해 출국하지 못해 출국기간연장 및 출국기한 유예를 받은 후, 2020년 2학기 대학 학위과정에 입학ㆍ복학하려는 외국인으로 아래 요건 중 어느 하나에 해당하는 자;​
●신입학: 2020. 4. 12.까지 단기체류자격으로 입국하여 3개월 이내 국내대학(일반대 이상) 학위과정에 입학원서 제출을 완료한 자​
●복학:유학(D-2) 자격으로 체류 중 코로나19로 인해 2020년 1학기 휴학한 자(인증대 구분에 따른 제한사항은 없으나 학교변경은 불가)​
​
2. 제출서류​
-공통서류:현행 유학생 지침상 D-2 체류자격 변경허가 신청서류 준용​
-추가서류:​
●신입학(단기체류자) - 입학지원서(입국일로부터 90일 이내 제출한 지원서만 인정) 및 사유서​
●복학(기존 D-2자격 소지자) - 사유서​
​
3. 제한대상​
-출국하여 재외공관에서 사증발급 후 재입국이 가능한 경우, 현행 유학생관리지침 및 실정법 위반자 등 체류자격 부여를 허가하지 아니함이 타당하다고 인정되는 경우 특례적용 불가​
​
4. 시행기간: 2020. 8. 3.(월) ~ 2020. 9. 29.(화)​

[The Proposal of Exceptional Case for granting D-2 visa for International Students] ​
​
As of 3rd August, The Korean Ministry of Justice has announced and implemented an exceptional case of granting D-2 visa for international students who have gotten an admission from Korean universities/colleges or been allowed to return to school, but not been able to depart Republic of Korea to issue D-2 visa in their countries due to COVID-19.​
​
▣ Details of the exceptional case​
1. Eligibility: a foreigner who has been allowed for extension of stay for departure or the grace period for departure because he/she could not leave ROK due to COVID-19 and gotten an admission from Korean universities/colleges or been allowed to return to school for degree programs. ​And meet any of the following requirements;​
​○ New student: a foreigner who entered ROK with short-term stay visa by 12th April, 2020 and has completed submission of an application for getting an admission for a degree program to a university/college in ROK within 3 months​ of arrival date.
○ Returning to school: a foreigner has been on a leave of absence for 1st semester, 2020 due to COVID-19 while he/she was staying in ROK with D-2 visa​
(No restrictions under the classification of IEQAS (International Education Quality Assurance System), but the colleges or universities cannot be changed.)​
​
2. Required documents​
○ Common Document: Application for permission of changing status of stay for D-2 visa according to the current guidelines for international students​
○ New student (short-term visa holders): Application for Admission* and Statement​
○ Returning to School (Existing D-2 visa holders): Statement​
* Application for Admission: Only applications submitted within 90 days of arrival date are accepted​
​
3. Restrictions: the exceptional case is not applicable if it is deemed reasonable not to grant permission for granting D-2 visa such as foreigners;​
1) who are able to re-enter the ROK after issuing D-2 visa at overseas Korean embassies in their countries, ​
2) who breached the current guidelines for the management of international students and the positive law in ROK​
​
4. Period of Implementation: 3rd Aug(Mon) ~ 29th Sep(Tue) 2020​

[Application for 'Korea Allimi' for unboxing Korea]​
​
'Unboxing Korea' is a public diplomacy program to deliver a deeper understanding of the history, traditions, social/philosophical values and culture of Korea.​
As a part of Unboxing Program, the Korean Ministry of Foreign Affairs recruits '대한민국 알리미(Korea Allimi)' who provides the world with on-site information about Korea via various contents (e.g. personal SNS, videos etc.) with MOFA.​

[Call for the 6th the Global Cultural Sharing Volunteer Group]​

Application has opened for 6th 아우르기 which is an intensive Korean culture learning program, to develop capacity as a 'cultural ambassador' to spread Korean culture to various people.​
