지난 7월 24일, 우고 아스투토 주한EU대사가 대전을 방문했습니다! 🇪🇺🇰🇷

주한EU대사는 박은식 산림청장 (대한민국 산림청), 안형준 국가데이터처장 (대한민국 국가데이터처), 허태정 대전광역시장 (대전광역시 공식 인스타그램), 이은영 국립중앙과학관장 (국립중앙과학관)과의 면담을 통해 첨단산업 육성, 탄소중립, 기후환경 정책, 디지털 전환, 지속가능한 발전 및 연구 혁신 정책 등 다양한 분야에서의 협력 가능성을 폭넓게 논의했습니다. 🌿💡

On 24 July, Ugo Astuto, EU Ambassador to the Republic of Korea visited Daejeon! 🇰🇷🇪🇺

During his visit, EU Ambassador met with Eun-sik Park Minister of Korea Forest Service, Ahn Hyungjun Minister of Data and Statistics, Heo Tae-jeong Mayor of Daejeon Metropolitan City, and Lee Eun-young Director General of the National Science Museum.

Together, they discussed key areas for avenues of cooperation, including high-tech industry development, carbon neutrality, climate and environmental policies, digital transformation, sustainable development, and research & innovation.

러시아는 스스로 고갈되지 않는 인력을 가진 것으로 간주하곤 합니다.

하지만 실상은 다릅니다. 생산연령의 남성 인구는 저출생, 전시중 높은 사망률, 대규모 해외 이주, 그리고 2022년 이후 130만 명이 넘는 참혹한 인명 손실(전사상자)로 인해 급격히 줄어들고 있습니다.

이 공백을 메우기 위해 130개국에서 2만 7,000명의 외국인 용병을 모았습니다. 이들 중 상당수는 강요당하거나 속아서 크렘린의 제국주의적 망상을 위해 목숨을 잃었습니다.

외국인 병력으로 시간을 얼마간 벌 수는 있을지 모릅니다. 하지만 이미 명확해진 사실이 있습니다. 러시아는 전쟁에 투입할 인력도, 경제를 지탱할 인력도 바닥나고 있다는 점입니다.

Russia is assumed to have limitless manpower.

In reality, its working age male population is eroded: low birthrates, high mortality, mass emigration and catastrophic battlefield losses of over 1.3 million since 2022.

To fill the gap: 27,000 foreign recruits from 130 countries. Many were coerced or deceived to die for the Kremlin's imperial delusions.

Foreign recruits might buy time. But it is already clear: Russia is running out of men for the war and for the economy.

이란 분쟁으로 유가가 상승했을지는 몰라도, 이것이 러시아 경제를 회복시키지는 못할 것입니다.

불로소득으로 얻은 이익은 루블화 강세와 정유사 및 석유 기업에 지급된 보조금으로 인해 상당 부분 상쇄되었습니다.

2026년 첫 4개월 동안 러시아의 재정 적자는 5조 9,000억 루블에 달해, 이미 연간 목표치인 3조 8,000억 루블을 훨씬 뛰어넘었습니다.

1월 이후 20만 개가 넘는 기업이 문을 닫았습니다. 금리는 여전히 높은 수준을 유지하고 있으며, 기업 부채는 전면 침공 이후 거의 두 배로 늘었습니다. 노동력 부족 현상은 지속되고 있고, 세금은 오르고 있으며, 내수는 감소하고 있습니다.

현재 EU의 제20차 대러 제재 '패키지'는 기술, 금융, 물류 및 에너지 시장에 대한 러시아의 접근을 지속적으로 제한하며 장기적인 구조적 비용을 부담시키고 있습니다.

유가 상승은 러시아에 단기적인 숨통을 터줄 뿐, 구조적인 손상을 해결하지는 못합니다.

러시아를 향한 압박은 계속됩니다.

Oil prices may have risen because of the Iran conflict, but they will not save Russia's economy.

Windfall gains were significantly offset by a stronger currency and subsidy payments to oil companies and refiners.

In the first four months of 2026, Russia's budget deficit reached 5.9 trillion roubles, already far above the 3.8 trillion planned for the whole year.

More than 200,000 businesses have closed since January. Interest rates remain high. Corporate debt has nearly doubled since the full-scale invasion. Labour shortages are persistent, taxes are rising, and domestic demand is falling.

EU sanctions, now 20 packages in force, continue to restrict Russia's access to technology, finance, logistics and energy markets, imposing long-term structural costs. Higher oil prices give Russia short-term breathing space.

They do not fix the structural damage.

The pressure continues.

러시아는 그동안 유럽연합과 우크라이나 지도부를 종전을 원치 않는 '전쟁광(warmongers)'으로 묘사해 왔습니다.

하지만 이는 명백한 거짓입니다.

2025년에만 최소 7차례의 평화 제안을 거부한 것은 바로 크렘린입니다.

Russia has been portraying the EU and Ukraine’s leadership as “warmongers” unwilling to end the war.

This is, of course, an outright lie.

In reality, it is the Kremlin that has rejected at least seven peace proposals in 2025 alone.
