Office Of The Premier, Cayman Islands Official page for the Office of Hon. Premier André Ebanks. Appointed 6 May 2025.

On 5 June, the NCFC government joined representatives from development and environment groups for the Cayman Forward summit, the third phase of a structured dialogue process run by policy consultants that has sought input from public, private and civic stakeholders to find better alignment between our natural and built environment. It was a productive and collegiate conversation that highlighted how much common ground we share in the legacy we want to leave for our children and future generations of Caymanians.

HE Governor Jane Owen and Premier Hon. André M. Ebanks share an important message as the 2026 Hurricane Season begins. While forecasters predict fewer storms, they remind us that it only takes one.

Preparedness is power. Review your family plans, stock essential supplies, look out for your neighbours, and download the NENS app.

That’s a wrap on two full days at the CFATF Plenary in Trinidad and Tobago focused on diplomacy, collaboration and unlocking new regional opportunities.

These included meetings with Trinidad’s Attorney General and Minister for Foreign Affairs to strengthen bilateral ties, as well discussions with Trinidad & Tobago Manufacturing Association about possible trade route expansion and with UWI Health Economist Fellow Mr Roger McLean about the key role health plays in economic resilience. The trip concluded with a dinner organised by Trinidad's Justice Minister and top local business leaders to spark economic synergy.

Sincere thanks to Prime Minister Kamla Persad-Bissessar for the outstanding hospitality and protocol services. Together, we are building a stronger, more connected Caribbean.

Honoured to huddle with our Cayman regulatory troops at the 62nd CFATF Plenary in Trinidad, as we continue to prepare for the 5th Round Evaluation.
Our aim is clear:
"Getting 5th Round Ready: One Team, One Standard of Excellence."
Our rallying mantra is to reiterate unity across both the public and private sectors. And, importantly, shift the mindset from this undertaking being a stressful, periodic regulatory hurdle to a shared mission of upholding the country's global AML/CFT standing. 🙌🏾

Last week was a busy week as the NCFC’s Government marked our first year in office - publishing our One Year Anniversary report, doing a series of media interviews to share the updates with the wider public, and thanking our teams across the civil service for their support and partnership. One year is a good time to take stock and look back at our achievements so far, but more important is to keep the momentum going and stay focused on what’s still to come.

Following the last parliamentary meeting’s passage of the Proceeds of Crime Amendment Bill 2026, which among other things changed the chair of the Anti-Money Laundering Steering Group (AMLSG) from the Attorney General to the Minister responsible for Financial Services, given that the lion's share of legislation that needs to be amended or modified in preparation for international assessments rests with the Ministry for Financial Services.

As such, the first meeting of the AMLSG chaired by the Minister for Financial Services, André Ebanks, occurred yesterday. The group met with the keen focus on preparing for the FATF fifth round onsite inspection due to occur December 2027.
