Development and the environment are both essential to Cayman’s future. With Cayman Forward, we are taking a new approach to planning and environmental management through a reform programme driven by START (Strategic Taskforce for Action, Reform and Transformation).

Chaired by Hector Robinson KC, START will oversee delivery of the recommendations for legislative, regulatory, policy, strategic and procedural reform proposed through Cayman Forward and agreed by Cabinet. Supporting START, are two sub-committees – the Legislative Working Group chaired by Vaughan Carter and the Planning & Environment Taskforce chaired by Jennifer Ahearn.

With representatives from the public, private and civic sectors on START, Cayman Forward is set to deliver its mandate for change.

A period of relative economic strength gives us an opportunity to save for the future, passing forward some of today’s prosperity to those that come after us.

At the upcoming meeting of Parliament, Premier André Ebanks MP is bringing a government motion ask members to support, in principle, the creation of a Cayman Islands Sovereign Wealth Fund.

If supported, the NCFC government would proceed to develop the proposal for how the fund should be established and operated. Naturally, at this conceptual stage, no legislation or funding is needed for the purposes of the motion.

Supporting the motion, Parliamentary Secretary Ms Julie Hunter MP explains how investing in a sovereign wealth fund could provide for Caymanians in the future.

Premier and Minister for Financial Services and Commerce, the Hon. André M. Ebanks MP, led a delegation to Ireland and the UK from 14 to 18 September, building relationships across financial services, medical training and food production.

The busy week included Cayman Finance events in London, a meeting with the Cayman Islands All-Party Parliamentary Group at the UK House of Parliament, and talks with reinsurer Greenlight Re in Dublin.

In a major highlight, the Premier secured an agreement with the Royal College of Physicians for postgraduate medical training programmes for Cayman's medical graduates — expanding access to clinical experience not currently available at home.

The delegation also attended Eurofi, one of Europe's leading financial services policy events, met Irish Minister of State Timmy Dooley to discuss cost-of-living and food production, and held Cayman's first in-person meeting with UK Parliamentary Under-Secretary of State Uma Kumaran MP.

The visit closed with the keynote at the Maples Insights London Investment Funds Forum 2026 and a much-welcomed reunion of the Friends of Cayman at the Cayman Islands Government's London Office.

"Although many may understandably expect Cayman's international engagement to focus on financial services, our country is now a respected global partner and thankfully has been presented with broader opportunities in areas such as medical training and food production," said Premier Ebanks.

Working together was the central theme as Premier Hon. André Ebanks met with fellow Caribbean Overseas Territories leaders in Bermuda.

The three-day Caucus focused on shared priorities affecting people across the Territories, including the cost of living, health and social care, climate change, financial services and trade.

Leaders agreed to advance their shared positions collectively ahead of the United Kingdom Joint Ministerial Council in November and to continue strengthening regional collaboration.

The Cayman Islands will host the next Caucus meeting in 2027.

Premier the Hon. André Ebanks MP and fellow Caribbean Overseas Territories leaders have officially concluded the 2026 Caucus in Bermuda, aligning shared priorities ahead of November’s United Kingdom Joint Ministerial Council. Hosted by Premier Hon. David Burt, the summit brought together leaders from Anguilla, Bermuda, the British Virgin Islands, Montserrat, the Turks and Caicos Islands, and the Cayman Islands to address key regional matters, including trade, financial services, health and social care, artificial intelligence, climate resilience, and reducing the cost of living; with a specific focus on energy costs.

Reaffirming the fundamental right of self-determination under the UN Charter, leaders emphasised that the Overseas Territories remain strongest when acting together to advance their collective interests internationally.

Premier Ebanks has confirmed that the Cayman Islands has been selected to host the 2027 Caribbean Overseas Territories Caucus. Hosting the upcoming summit reflects Cayman’s ongoing commitment to regional collaboration and partnership.

Premier the Hon. André Ebanks MP joined fellow regional leaders this week in Hamilton, Bermuda, for the 2026 Overseas Territories Caribbean Caucus. Hosted by Bermuda’s Premier the Hon. E. David Burt JP MP, the meeting brought together leaders from Anguilla, Bermuda, the BVI, Montserrat, the Turks and Caicos Islands, and the Cayman Islands to align shared priorities ahead of November’s UK Joint Ministerial Council.

Reaffirming that they are strongest when acting together, the Caucus provided a vital platform to address common issues, exchange policy experiences and agree on unified positions.

During the sessions leaders emphasised the fundamental right of self-determination under Chapter XI of the UN Charter, highlighting the obligation to foster self-government and exchange ideas to uphold this principle.

Premier the Hon. André Ebanks MP has joined fellow Caribbean Overseas Territories leaders in Bermuda to align shared priorities ahead of November’s UK Joint Ministerial Council.

“Although the Overseas Territories leaders are frequently in contact, coming together for face-to-face discussions deepens our shared understanding of the issues and opportunities we are managing, both collectively and individually,” Premier Ebanks said.

Discussions focused on where the Territories can advocate more effectively together including climate resilience, health and social care, financial services, trade, reducing cost of living and greater participation in regional and international organisations.

By strengthening collaboration and identifying shared priorities, the Territories are working to ensure their collective interests are clearly represented on the international stage.

Premier the Hon. André Ebanks MP is in Bermuda attending the Overseas Territories Caribbean Caucus to align strategic priorities ahead of the UK Joint Ministerial Council (JMC) in November 2026.

Attending the Overseas Territories Caribbean Caucus yesterday, Premier said, “Our territories are unique and our voices are stronger together. Today's discussions focused on the issues that matter most to our people safeguarding our right to self-determination, collaborating on financial services and trade, building climate and hurricane resilience, and establishing a modern, respectful partnership with the United Kingdom built on genuine consultation. Therefore the Cayman Islands and the other Overseas Territories go the JMC in November well prepared.”
