The Cayman Islands Law Reform Commission
2005/2025
Celebrating 20 Years of Law Reform in the Cayman Islands!
In May 2005, the Law Reform Commission was established to ensure Cayman’s laws keep pace with a rapidly changing society and economy. Two decades later, we celebrate a strong, independent institution dedicated to principled, research-based and analytical reform.
The Commission has helped reshape our legal landscape by modernising legislation, addressing complex issues and expanding access to justice. Over the years, the Commission’s work has led to legislation across a broad range of areas, including Anti-Bullying, Arbitration, Charities, Contempt of Court, Corporate Insolvency, Decriminalisation of Su***de, Company Directors’ Duties, Domestic Violence, Enforcement of Foreign Judgments, Legal Aid, Legal Practitioners, Litigation Funding, Penal Code Reform, Plea Bargaining, Landlord and Tenant, Sexual Harassment, Stalking, Trust Law, and Whistleblower Protection.
Through rigorous research and meaningful public consultation, the Commission continues to formulate recommendations that balance modernisation, fairness, and practicality in order to strengthen trust in Cayman’s legal system.
As artificial intelligence becomes an ever-present force reshaping economies, institutions, and human interaction, it is imperative that societies acknowledge both its transformative potential and its profound challenges. In this evolving landscape, bodies such as the Law Reform Commission have an instrumental role to play by working alongside government, academia, and industry to ensure that the legal framework evolves responsibly and safeguards human values while embracing the opportunities that AI presents.
We extend our sincere thanks to past and present Commissioners, Chairs, Directors and our Legal Team for two decades of service, vision, and impact.
We look forward to the next 20 years of thoughtful, progressive reforms!
