The Utility Regulation and Competition Office (OfReg) is the independent multisector regulatory authority established by the enactment of the Utility Regulation and Competition Law 2016 and commenced operations on 16 January 2017. OfReg is an amalgamation of the Information and Communications Technology Authority (ICTA, and the Electricity Regulatory Authority (ERA), and the Petroleum Inspectorate, which hitherto had been a Department of the Government of the Cayman Islands.

A temporary fuel duty waiver will take effect from 1 June to 30 September 2026 as part of Government’s Fuel Relief Programme.

URCO is working with the Ministry of Finance and Economic Development, Customs and Border Control, and fuel suppliers to support the implementation of the waiver and monitor pricing across the fuel supply chain.

Consumers may not see changes at every station immediately, as some retailers must first work through existing duty-paid fuel inventory. Price changes are expected to vary by station, depending on stock levels and sales volume.

URCO will continue to monitor fuel prices throughout the relief period to help ensure that any available savings are passed on fairly and transparently.

📢 Public Consultation Now Open: ICT 2026–2

URCO has issued a Draft Determination on the proposed revision of fees for Aircraft Radio Licences. The Draft Determination proposes that the fee for Aircraft Radio Licences, Type K, be revised to CI$300 for the application fee, with the annual renewal fee set at the same amount. This applies to aircraft registered in the Cayman Islands.

Interested parties are invited to review the Draft Determination and submit written comments by 5:00 p.m. on 29 May 2026. Submissions may be sent by email to: [email protected]

URCO encourages stakeholders to take part in the consultation process and provide feedback where relevant.

URCO has issued a Direction to Flow to protect candw.ky email subscribers and ensure the service is not discontinued, suspended or impaired without URCO’s prior written consent.

The Direction follows Flow’s indication that it was planning to cease the candw.ky email service during Q2 2026. URCO requested details on timing, customer notification and migration arrangements, but those details were not provided.

The candw.ky email service has been part of Cayman’s communications landscape for decades, supporting residents and businesses with banking, healthcare, Government services and personal correspondence.

URCO’s position is clear: subscribers must not face the risk of an abrupt shutdown without proper notice, proper support and a real opportunity to move on their own terms.

Flow is now required to provide written information to URCO within 14 days, including account numbers, proposed timelines, customer notification plans and migration support arrangements. Any approved cessation must include an adequate notice period, with 12 months set as the starting point.

URCO also encourages candw.ky users to plan ahead by considering modern email options and updating key accounts in their own time.

The Utility Regulation and Competition Office (URCO) is aware of the current interruption affecting internet services across multiple providers in Cayman Brac.

Based on the information presently available, the disruption is understood to be associated with Flow's planned works on the Cayman-Jamaica Fibre System. URCO further understands that some customer internet traffic has been redirected through the MAYA-1 cable while the works remain ongoing.

URCO is currently requesting a more detailed update from the licensee, including the scope of the impact, mitigation measures being taken, and the expected timeframe for full restoration of service.

URCO will continue to monitor the matter and will provide further information to the public as soon as verified details become available. Affected customers are also encouraged to monitor Flow’s official communication channels for service-specific updates.
