The Utility Regulation and Competition Office (OfReg) is the independent multisector regulatory authority established by the enactment of the Utility Regulation and Competition Law 2016 and commenced operations on 16 January 2017. OfReg is an amalgamation of the Information and Communications Technology Authority (ICTA, and the Electricity Regulatory Authority (ERA), and the Petroleum Inspectorate, which hitherto had been a Department of the Government of the Cayman Islands.

đź’§A new 25-year licence for Cayman Water Company (CWC) took effect on 1 August 2026, delivering an estimated 6.5% reduction in the average cost of water per gallon for CWC customers compared with the previous licence.

The agreement brings a long-outstanding licence renewal process to a close, while establishing a modern, transparent framework that balances customer affordability with the certainty needed to support safe, reliable water service for the years ahead.

The Board of Directors of URCO is pleased to announce the appointment of Mr Sonji Myles as Chief Executive Officer, effective immediately, following a comprehensive and competitive recruitment process.

During his time as Interim Chief Executive Officer, Mr Myles provided steady leadership, strengthened the Office’s operations and continued to advance its regulatory priorities.

Mr Myles said he looks forward to working alongside URCO’s dedicated team, stakeholders and partners to deliver effective, transparent and responsive regulation in the public interest.
