Ministry of District Administration & Home Affairs The Ministry of Home Affairs has dedicated itself to its vision of building a safer Cayman. The current Minister of Home Affairs is the Hon. Sabrina Turner.

try is always looking for ways to improve its services and meet the needs of the community. She is responsible for providing policy direction and oversight for the Ministry's six departments. The Ministry is also led by acting Chief Officer Michael Ebanks, who is responsible for the day-to-day management of the Ministry. The departments that fall under the Ministry’s responsibilities include:
• The Department of Community Rehabilitation, is responsible for the rehabilitation of offenders and the provision of victim support services.
• The Department of Public Safety Communications, is responsible for the provision of emergency communications services.
• The Cayman Islands Regiment, is a military unit that is responsible for humanitarian aid & relief in response to disasters and the defense of the Cayman Islands from external threats.
• The Cayman Islands Fire Service, is responsible for fire prevention and suppression, as well as rescue operations.
• The Cayman Islands Cadet Corps, is a youth organization that provides training in citizenship, leadership, and discipline.

The Ministry’s Emerging Leader Programme recently continued with an engaging and informative session on Information Rights Basics, delivered by Aubrey Bodden from Information Rights.

The session provided participants with valuable insight into the principles of Freedom of Information (FOI) and Data Protection, helping to strengthen awareness, accountability, and good governance practices across the Civil Service.

Special recognition is extended to Human Resources Manager, Raquel O’Connor, who continues to lead and coordinate the Emerging Leader Programme with dedication and vision, creating meaningful opportunities for professional growth and leadership development across the Ministry.
