Ministry of District Administration & Home Affairs The Ministry of Home Affairs has dedicated itself to its vision of building a safer Cayman. The current Minister of Home Affairs is the Hon. Sabrina Turner.

To see this vision arise, we seek to efficiently provide unbiased service to the Cayman Islands. We endeavor to be empathetic, resilient, and dedicated civil servants who are empowering our community to develop effective and innovative solutions for public safety. The Ministry of Home Affairs is committed to providing quality services to the people of the Cayman Islands and its visitors. The Ministry is always looking for ways to improve its services and meet the needs of the community. She is responsible for providing policy direction and oversight for the Ministry's six departments. The Ministry is also led by acting Chief Officer Michael Ebanks, who is responsible for the day-to-day management of the Ministry. The departments that fall under the Ministry’s responsibilities include:
• The Department of Community Rehabilitation, is responsible for the rehabilitation of offenders and the provision of victim support services.
• The Department of Public Safety Communications, is responsible for the provision of emergency communications services.
• The Cayman Islands Regiment, is a military unit that is responsible for humanitarian aid & relief in response to disasters and the defense of the Cayman Islands from external threats.
• The Cayman Islands Fire Service, is responsible for fire prevention and suppression, as well as rescue operations.
• The Cayman Islands Cadet Corps, is a youth organization that provides training in citizenship, leadership, and discipline.

The Department of Community Rehabilitation (DCR) plays an important role in supporting public safety across the Cayman Islands — working with individuals, families, justice-system partners and the wider community to help create positive, lasting change.

Through community supervision, rehabilitation and reintegration, assessment and case management, and victim services, DCR takes an evidence-based approach to addressing offending behaviour, promoting accountability and supporting individuals as they work towards successful reintegration.

At the heart of that work is a dedicated team committed to helping people move forward while strengthening the communities we all call home.

🏠 A NEW CHAPTER FOR WOMEN’S RECOVERY IN CAYMAN

Minister for District Administration and Home Affairs, Hon. Nickolas DaCosta, JP, MP, joined The Bridge Foundation Cayman today for the groundbreaking of Phoenix House, a purpose-built residential campus for Caymanian women in addiction recovery.

Phoenix House will form part of The Bridge Foundation’s Continuum of Care, providing women with a stable environment to sustain their recovery, reconnect with their families and safely transition back into community life.

Speaking at the ceremony, Minister DaCosta highlighted the importance of stable accommodation and continued support in helping women rebuild their lives, while commending the Foundation’s directors, staff, volunteers and donors for bringing the project to this important stage.

Representatives from MDAHA, His Majesty’s Cayman Islands Prison Service and the Department of Community Rehabilitation also attended the groundbreaking alongside Her Excellency the Governor, Mrs. Jane Owen, and other senior members of the civil service.

⚓MEXICO AND THE CAYMAN ISLANDS FORMALIZE MARITIME SEARCH AND RESCUE COOPERATION ⚓

On Thursday, 6 August 2026, Admiral José Manuel Salinas Pérez, Chief of Naval Operations of the Mexican Navy, and Commander Robert Scotland, Commandant of the Cayman Islands Coast Guard, formally signed a Memorandum of Understanding (MOU) on Maritime Search and Rescue (SAR) cooperation between the two nations.

This agreement establishes a structured framework for coordination, information-sharing, and joint operational planning between the Mexican Navy and the Cayman Islands Coast Guard, reinforcing both agencies’ capacity to respond swiftly and effectively to maritime emergencies across the region.

Search and Rescue cooperation agreements are a cornerstone of maritime safety, and they exist to serve a single overriding purpose, safeguarding human life. By enabling faster, better-coordinated responses, these agreements directly improve survival outcomes for mariners, fishing crews, and travelers in distress.

This agreement reflects the continued commitment of both Mexico and the Cayman Islands to enhancing maritime safety and strengthening the bonds of cooperation that protect all who navigate the waters of the region.

In Loving Memory of Carlene Zana Nicholson 🕊️

The Ministry of District Administration & Home Affairs mourns the passing of their dear CIPS colleague, Carlene Zana Nicholson, whose warmth, kindness and dedication touched the lives of those who had the privilege of working alongside her.

Carlene will be remembered not only for her 37 years of dedicated service as a Customer Service Supervisor, but for the person she was — a loving wife, caring mother, wonderful grandmother, sister, aunt, valued colleague and friend whose presence will be deeply missed.

During this difficult time, we extend our heartfelt condolences to all those who loved her.

May her memory continue to live on in the hearts of all who knew her. 🤍

Minister for District Administration and Home Affairs, Hon. Nickolas DaCosta, JP, MP, is leading efforts to strengthen offender management and public protection across the Cayman Islands.

Through the establishment of the Multi-Agency Public Protection Arrangement (MAPPA), the Ministry and its public safety entities — including HMCIPS, DCR, CBC and DPSC — are working alongside key Government partners to strengthen information sharing, risk management and coordinated action in the management of high-risk offenders.

Minister DaCosta said:
“The NCFC Government is focused on building safer communities through practical, coordinated action. This agreement is about ensuring that agencies do not operate in isolation when public safety is at stake. By strengthening information sharing, accountability, and joint decision-making, we are delivering now and preparing for tomorrow — building a more secure Cayman Islands for families, victims, and communities.”
