try is always looking for ways to improve its services and meet the needs of the community. She is responsible for providing policy direction and oversight for the Ministry's six departments. The Ministry is also led by acting Chief Officer Michael Ebanks, who is responsible for the day-to-day management of the Ministry. The departments that fall under the Ministry’s responsibilities include:
• The Department of Community Rehabilitation, is responsible for the rehabilitation of offenders and the provision of victim support services.
• The Department of Public Safety Communications, is responsible for the provision of emergency communications services.
• The Cayman Islands Regiment, is a military unit that is responsible for humanitarian aid & relief in response to disasters and the defense of the Cayman Islands from external threats.
• The Cayman Islands Fire Service, is responsible for fire prevention and suppression, as well as rescue operations.
• The Cayman Islands Cadet Corps, is a youth organization that provides training in citizenship, leadership, and discipline.

The Ministry of District Administration and Home Affairs was honoured to join the Cayman Islands Cadet Corps in celebrating the remarkable career of the Honourable Franz Manderson, MBE, Cert. Hon., JP, Deputy Governor, during a special retirement ceremony themed “A Salute to Service.”

Celebrating 42 years of leadership and legacy, the ceremony recognised Mr. Manderson’s unwavering commitment to the Cayman Islands and his decades of distinguished public service.

The event featured an inspection of the Quarter Guard, remarks from Chief Officer for District Administration and Home Affairs, Michael Ebanks, and presentations by members of the Cayman Islands Cadet Corps, whose professionalism and discipline reflected the values Mr. Manderson has championed throughout his career.

The Corps extends its sincere appreciation to the Deputy Governor for his outstanding service, steadfast leadership, and lasting contribution to the Cayman Islands. We wish him every success and God’s richest blessings in his retirement.

The Ministry of District Administration and Home Affairs was honoured to join the Department of Public Safety Communications (DPSC) in celebrating the remarkable career of the Honourable Franz Manderson, MBE, Cert. Hon., JP, Deputy Governor, during a heartfelt retirement ceremony recognising his extraordinary legacy of public service.

Celebrating 44 years of dedicated service, the event featured tributes from members of staff, a special presentation by Director Sean Vasquez, and the presentation of a commemorative plaque and framed certificate in recognition of Mr. Manderson’s outstanding leadership and lasting contributions to the Cayman Islands Civil Service.

Throughout his career, Mr.
Manderson has been a steadfast supporter of the Department of Public Safety Communications, championing the critical role its personnel play in protecting lives and ensuring that help is always just one call away.

The ceremony was attended by Acting Chief Officer Debbie-Ann Whittaker, Acting Deputy Chief Officer Lisa Malice, and Deputy Chief Financial Officer who joined DPSC staff in honouring Mr. Manderson’s distinguished career and wishing him every success and God’s richest blessings in his well-earned retirement.

The Cayman Islands Customs and Border Control family came together to honour the life and legacy of CBCO Charley Philip Ebanks through a moving Sigil and Candlelighting Ceremony, reflecting on his unwavering service, dedication, humour and friendship.

Though his watch has ended, his legacy will continue to inspire all who wear the uniform.

Gone from our sight, never from our hearts.

The Cayman Islands Postal Service is warning the public about a fraudulent text message claiming that a parcel cannot be delivered until customs duties are paid.

This message is a scam.

❌ Do not click the link.
❌ Do not make any payment.

The link provided in these messages is not associated with the Cayman Islands Postal Service or any Cayman Islands Government entity.

The scam has already affected members of our community, with several reports received and one individual losing a significant amount of money.

If you receive one of these messages:
• Delete it immediately.
• If you clicked the link or made a payment, contact your bank without delay.
• Report the incident to the RCIPS by calling 949-4222, or 911 in an emergency.

Remember: The Cayman Islands Postal Service and Cayman Islands Government entities will never request payment of customs duties or fees via text message.

On Monday, 16 June, 2026, members of the community gathered outside the Governor’s House, for the Cayman Islands King’s Birthday Parade and Inspection, a proud display of service, discipline, and national pride. 🇰🇾

The ceremony brought together uniformed services, Government leaders, and community members to honour service to the Cayman Islands. The event also featured the annual parade inspection conducted by Her Excellency Governor Jane Owen.

The Ministry of District Administration and Home Affairs was proud to witness the dedication, professionalism, and commitment displayed throughout the parade by the many individuals and organisations, especially the Cayman Islands Cadet Corps (CICC), Cayman Islands Fire Service (CIFS), and His Majesty’s Cayman Islands Prison Service (HMCIPS), that work each day to help keep our Islands safe, resilient, and strong.

Thank you to everyone who participated, attended, and supported this important national occasion.
