توصيات ندوة أوضاع اللاجئين الفلسطينيين في ظل العدوان الإسرائيلي على لبنان
اللاجئون الفلسطينيون يواجهون مرحلة صعبة وأزمات كبيرة..
ودعوة إلى برامج إنقاذية واهتمام دولي أكبر
بدعوة من مؤسسة العودة الفلسطينية، ومنظمة ثابت لحق العودة، والهيئة 302 للدفاع عن حقوق اللاجئين، عُقدت يوم الأربعاء 26 آب/ أغسطس 2026، ندوة في العاصمة اللبنانية بيروت، بعنوان: «أوضاع اللاجئين الفلسطينيين في ظل العدوان الإسرائيلي على لبنان»، بحضور عدد من رؤساء ومدراء تنفيذيين في هيئات اجتماعية وإغاثية، ومنظمات إنسانية، وخبراء ونشطاء ميدانيين.
وناقشت الندوة مجموعة من المحاور، أهمها: أوضاع اللاجئين الفلسطينيين في جنوب لبنان أثناء العدوان الصهيوني، وسياسات وبرامج الأونروا، والانتهاكات ضد اللاجئين الفلسطينيين في لبنان، والمعوّقات القانونية والدولية التي تؤثر على مجتمع اللاجئين، وأوضاع المهجرين الفلسطينيين من سورية.
وبعد جلستين من الحوار والنقاش، تخللتهما عدة مداخلات، خلصت الندوة إلى التوصيات الآتية:
أولاً: الثوابت الوطنية والقضية العامة
1- التمسك بحق العودة ورفض التوطين والتهجير
يُجمع المشاركون على أن اللاجئين الفلسطينيين في لبنان يتمسكون بحقهم في العودة إلى ديارهم الأصلية، ويرفضون التوطين والتهجير، ويؤكدون أن حصولهم على حقوقهم الإنسانية وعيشهم بكرامة لا يؤثران مطلقاً في انتمائهم وهويتهم الوطنية وحقهم في العودة.
2- إدانة العدوان والدعوة إلى وقفه وحماية اللاجئين
يدين المشاركون العدوان الإسرائيلي على لبنان، ويستنكرون الجرائم التي تستهدف المدنيين والبنية التحتية والقرى والبلدات والمؤسسات الإغاثية والطبية، ويدعون المجتمع الدولي والجهات المعنية إلى التدخل لوقف العدوان واستهداف المخيمات والتجمعات الفلسطينية، وتوفير الحماية القانونية للاجئين الفلسطينيين في لبنان.
ثانياً: واقع اللاجئين وتداعيات العدوان
3- اللاجئون الفلسطينيون من الفئات المتضررة بصورة مباشرة من العدوان
يعتبر المشاركون أن اللاجئين الفلسطينيين في لبنان عانوا بصورة عميقة من تداعيات العدوان الإسرائيلي على لبنان، وأن مخيمات وتجمعات فلسطينية تعرضت للقصف والاستهداف، وشهدت أوضاعاً إنسانية واقتصادية واجتماعية صعبة، إضافة إلى تهجير مئات العائلات من المناطق المتضررة.
4- العدوان فاقم أزمة اجتماعية واقتصادية قائمة أساساً
يرى المشاركون أن العدوان ألحق خسائر بشرية ومادية كبيرة، وفاقم الواقع الصعب للمجتمع الفلسطيني في لبنان، الذي يعاني أساساً من التهميش والفقر وارتفاع البطالة، إضافة إلى القيود القانونية التي تحدّ من حق اللاجئين الفلسطينيين في العمل والتملك والتمتع بجملة من الحقوق الإنسانية والاجتماعية.
5- التخوف من انعكاسات العدوان على مستقبل مجتمع اللاجئين
يحذر المشاركون من أن استمرار العدوان وتداعياته يهددان الأمن والاستقرار الاقتصادي والاجتماعي للاجئين الفلسطينيين، ويؤثران في قدرتهم على الحصول على الخدمات الأساسية، بما يستدعي تحركاً عاجلاً لمعالجة النتائج الآنية ووضع خطط لمواجهة التداعيات بعيدة المدى.
ثالثاً: الحقوق الفلسطينية في لبنان
6- دعوة الحكومة اللبنانية إلى معالجة ملف الحقوق الإنسانية والاجتماعية
يدعو المشاركون الحكومة اللبنانية، ومن خلال لجنة الحوار اللبناني الفلسطيني، إلى الإسراع في إنجاز التشريعات والإجراءات التي تساهم في تحسين أوضاع اللاجئين الفلسطينيين في لبنان، ولا سيما ما يتعلق بحقوق العمل والتملك والحصول على الخدمات الأساسية، بما يكفل لهم حياة كريمة إلى حين عودتهم إلى ديارهم الأصلية.
رابعاً: الأونروا والاستجابة الإنسانية
7- مطالبة الأونروا بخطة إغاثة شاملة وعاجلة
يسجل المشاركون أن استجابة وكالة الأونروا خلال العدوان لم تكن بالمستوى الذي تتطلبه الظروف وحجم الاحتياجات، ولا سيما في المخيمات والتجمعات الأكثر تضرراً. ويدعون الوكالة إلى وضع خطة إغاثية عاجلة وشاملة، تشمل الرعاية الصحية، والإيواء، والمساعدات الطارئة، ومعالجة التداعيات الاقتصادية والاجتماعية للعدوان.
كما يشير المشاركون إلى أن عدداً من المؤسسات الحكومية اللبنانية والمؤسسات الدولية لم يقم بالدور المطلوب تجاه المجتمع الفلسطيني خلال العدوان، ويدعون إلى تعزيز التنسيق والاستجابة الإنسانية بما يتناسب مع حجم الاحتياجات.
8- تطوير خدمات الأونروا وضمان التمويل الدولي
يدعو المشاركون وكالة الأونروا إلى تطوير أدائها وتحسين مستوى التعليم والرعاية الصحية والخدمات الاجتماعية والبيئية المقدمة للاجئين الفلسطينيين، كما يدعون المجتمع الدولي والدول المانحة إلى توفير الدعم المالي الكافي والمستدام للوكالة، بما يمكّنها من القيام بمسؤولياتها تجاه اللاجئين ويساهم في حفظ الأمن والاستقرار الاجتماعي.
9- تعزيز الحوار بين الأونروا والمجتمع الفلسطيني
يدعو المشاركون إدارة الأونروا في لبنان إلى تعزيز التواصل والحوار مع مختلف مكونات المجتمع الفلسطيني ومؤسساته وفعالياته، وإلى تجنب السياسات والإجراءات التي يمكن أن تؤثر سلباً في الهوية الوطنية للاجئين الفلسطينيين أو في قضية اللاجئين وحق العودة.
خامساً: اللاجئون الفلسطينيون المهجّرون من سورية
10- برنامج خاص للاجئين الفلسطينيين المهجّرين من سورية
يعتبر المشاركون أن اللاجئين الفلسطينيين المهجّرين من سورية إلى لبنان عانوا بصورة مضاعفة من العدوان وتداعياته، في ظل أوضاع إنسانية واجتماعية صعبة ونقص في الخدمات والمساعدات الأساسية.
ويدعون الأونروا والمؤسسات الدولية والجهات المعنية إلى وضع برنامج إغاثي خاص ومستدام لهذه الفئة، يضمن حصولها على الخدمات الأساسية والمساعدات التي تتناسب مع حجم احتياجاتها.
سادساً: تعزيز الصمود وتقدير الجهود الإنسانية
11- تحية لصمود اللاجئين والمؤسسات العاملة في الميدان
يوجّه المشاركون التحية إلى اللاجئين الفلسطينيين الذين صمدوا وتحملوا تداعيات العدوان، ويؤكدون أن تمسك اللاجئين بمخيماتهم ومجتمعهم يعكس تمسكهم بقضيتهم العادلة وهويتهم الوطنية وحقهم في العودة.
كما يثمّنون جهود المؤسسات الإنسانية والاجتماعية والإغاثية وطواقم الإسعاف والدفاع المدني وجميع العاملين في الميدان، لما قدموه من خدمات ومساعدات ساهمت في التخفيف من معاناة اللاجئين وتعزيز صمود المجتمع الفلسطيني.

Recommendations from the Seminar "The Situation of Palestinian Refugees in the Wake of the Israeli Aggression Against Lebanon"
Palestinian refugees are currently enduring a challenging phase marked by significant crises.. necessitating a call for relief initiatives and increased international focus.
At the behest of the Palestinian Return Centre, Thabit Organization for the Right of Return, and Committee 302 for the Defense of Refugee Rights, a seminar was conducted on Wednesday, August 26, 2026, in Beirut, Lebanon's capital. The seminar, entitled: "The Situation of Palestinian Refugees in the Wake of the Israeli Aggression Against Lebanon," was attended by numerous presidents and executive directors of social and relief agencies, humanitarian organizations, along with experts and field activists.
The seminar covered various subjects, with the most significant being: the situation of Palestinian refugees in southern Lebanon amid the Zionist aggression; the policies and programs of UNRWA; violations faced by Palestinian refugees in Lebanon; legal and international challenges impacting the refugee community; and the circumstances of Palestinian displaced individuals from Syria.
Following two sessions of dialogue and discussion, interspersed with multiple contributions, the symposium concluded with the subsequent recommendations:
Firstly: National Principles and the General Cause:
1- Upholding the Right of Return and Rejecting Resettlement and Displacement
The participants concur that Palestinian refugees in Lebanon maintain their right to return to their homeland, oppose resettlement and displacement, and assert that the fulfillment of their human rights and their capacity to live with dignity does not compromise their national identity, sense of belonging, or right of return.
2- Condemnation of the Aggression and Call for Its Cessation and the Protection of Refugees
The participants express their condemnation of the Israeli aggression against Lebanon and denounce the atrocities committed against civilians, infrastructure, villages, towns, and humanitarian and medical facilities. They urge the international community and relevant stakeholders to take action to halt the aggression and the targeting of Palestinian camps and communities, and to ensure legal protection for Palestinian refugees in Lebanon.
Secondly: The Reality of Refugees and the Aftermath of the Aggression
3- Palestinian refugees are among those directly impacted by the aggression.
The participants believe that Palestinian refugees in Lebanon have been severely affected by the consequences of the Israeli aggression against Lebanon. They note that Palestinian camps and communities were subjected to bombing and targeting, resulting in challenging humanitarian, economic, and social conditions, alongside the displacement of numerous families from the impacted regions.
4- The aggression has intensified an already existing social and economic crisis.
Participants assert that the aggression has resulted in considerable human and material losses, further worsening the challenging circumstances faced by the Palestinian community in Lebanon, which is already plagued by marginalization, poverty, and high unemployment rates, alongside legal restrictions that hinder Palestinian refugees' rights to work, own property, and enjoy various human and social rights.
5- Concerns regarding the implications of the aggression on the future of the refugee community:
The participants caution that the ongoing aggression and its consequences pose a threat to the security, economic, and social stability of Palestinian refugees, impacting their access to essential services. This situation calls for immediate action to address the short-term effects and to formulate strategies to mitigate the long-term consequences.
Thirdly: Palestinian Rights in Lebanon
6- Urging the Lebanese Government to Address Human and Social Rights Concerns
The participants urge the Lebanese government, via the Lebanese-Palestinian Dialogue Committee, to accelerate the passage of legislation and the ex*****on of measures aimed at enhancing the living conditions of Palestinian refugees in Lebanon. This is particularly important concerning their rights to employment, property ownership, and access to essential services, ensuring they can lead a dignified life until they can return to their homeland.
Fourthly: UNRWA and the Humanitarian Response
7- Urging UNRWA to Formulate a Comprehensive and Immediate Relief Strategy
The participants observe that UNRWA’s response during the conflict fell short of the necessary standards given the circumstances and the extent of needs, especially in the camps and communities that were most adversely affected. They call upon the Agency to devise an urgent and all-encompassing relief strategy that encompasses healthcare, shelter, emergency aid, and initiatives to mitigate the economic and social impacts of the conflict.
The participants also highlight that several Lebanese government bodies and international organizations did not adequately fulfill their responsibilities towards the Palestinian community during the conflict, and they advocate for enhanced coordination and a humanitarian response that aligns with the magnitude of the needs.
8- Enhancing UNRWA Services and Securing International Funding
The participants urge UNRWA to elevate its performance and improve the quality of education, healthcare, and social and environmental services offered to Palestinian refugees. They also appeal to the international community and donor nations to provide sufficient and sustainable financial assistance to the Agency, enabling it to meet its obligations towards the refugees and contribute to the preservation of security and social stability.
9- Fostering Dialogue Between UNRWA and Palestinian Society
The participants request that UNRWA’s administration in Lebanon enhance communication and dialogue with the diverse elements of Palestinian society, including its institutions and leaders, while avoiding policies and procedures that may adversely affect the national identity of Palestinian refugees or the refugee issue and the right of return.
Fifthly: Palestinian Refugees Displaced from Syria
10- A Dedicated Program for Palestinian Refugees Displaced from Syria
The participants assert that Palestinian refugees who have been displaced from Syria to Lebanon are experiencing compounded suffering due to the aggression and its aftermath, facing challenging humanitarian and social circumstances along with a scarcity of essential services and assistance.
They urge UNRWA, international organizations, and pertinent authorities to implement a dedicated and sustainable relief initiative for this demographic, ensuring their access to fundamental services and aid that aligns with the magnitude of their needs.
Sixthly: Enhancing Resilience and Acknowledging Humanitarian Contributions
11- Honoring the Resilience of Refugees and Organizations Active on the Ground
The participants express their admiration for the Palestinian refugees who have remained steadfast and have endured the consequences of the aggression, affirming that the refugees' dedication to their camps and communities signifies their commitment to their rightful cause, national identity, and right to return.
They also recognize the contributions of humanitarian, social, and relief organizations, along with ambulance teams, civil defense personnel, and all individuals working on the ground, for the services and support they have rendered, which have alleviated the hardships faced by refugees and bolstered the resilience of Palestinian society.
