CARDTP Partners with Monroe University to Foster Digital Innovation and Entrepreneurship in Saint Lucia

The Caribbean Digital Transformation Project (CARDTP), under its ‘Digital Skills and Technology Adoption’ initiative, is proud to partner with Monroe University to deliver the ‘Tech Innovation and Digital Entrepreneurship Programme.’ This initiative is designed to equip Saint Lucian individuals and businesses with the essential skills to thrive in today’s rapidly evolving digital economy.

The programme features two distinct 15-week courses aimed at fostering innovation and entrepreneurship at varying experience levels. One course targets aspiring entrepreneurs with little to no prior business experience but with the desire and aptitude to become full-fledged entrepreneurs. The second course caters to established entrepreneurs who have been in business for over a year and are eager to adopt digital tools and practices to scale their operations effectively.

A total of 120 participants will benefit from this programme, with 80 participants graduating this past weekend in a ceremony that celebrated their remarkable achievements.

In her remarks, Minister Albert-Poyotte congratulated the graduates on their dedication and success, emphasizing the critical role of digital skills and innovation in Saint Lucia’s economic transformation. “This programme aligns perfectly with the CARDTP’s broader goals of creating a skilled digital workforce, fostering innovation, and driving productivity and competitiveness within our economy,” she noted.

Dr. Alex Ephrem and Mr. Marc Jerome from Monroe University highlighted the value of collaborative partnerships in driving educational opportunities that transform lives and businesses. They encouraged graduates to utilize their newfound skills and knowledge to innovate, scale their businesses, and contribute meaningfully to Saint Lucia’s growing digital economy.

Mrs. Sheralin Monrose-Gustave, Project Coordinator of the CARDTP, underscored the importance of programmes like these, which directly support Saint Lucia’s vision for digital transformation. She remarked, “Equipping our people with advanced digital skills ensures that we remain competitive and positions Saint Lucia as a hub for innovation and entrepreneurship.”

This initiative is a testament to the CARDTP’s commitment to enhancing digital skills and technology adoption in Saint Lucia. We are excited to announce that the Caribbean Digital Transformation Project (CARDTP) has partnered with the National Competitiveness and Productivity Council and the Department of Economic Development to host a week of activities during Productivity Awareness Week (PAW), which will take place in Saint Lucia from October 7 to 11, 2024. This year’s theme is:
"The AI Effect: Using Innovation to Reshape Productivity and Enhance Competitiveness."

As part of these activities, the AI Summit Saint Lucia will be held on October 11, 2024, marking the highlight and culmination of PAW. We are honored to have Ms. Nikita Greenidge, a PhD candidate in Surgical Robotics at the STORM Lab (Science and Technology of Robotics in Medicine) at the University of Leeds, UK, as the keynote presenter for this event. Ms. Greenidge is a leading expert in surgical robotics and will bring her extensive knowledge and research to the discussion on how AI and robotics can transform productivity and competitiveness, particularly within the healthcare sector.

Her presentation will explore the cutting-edge innovations she has been developing, including magnetic endoscopes for colonoscopy and magnetic tentacles for bronchoscopy—technologies that have the potential to revolutionize both surgical training and healthcare innovation.

Ongoing Legal and Regulatory Stakeholder Consultation on Development of National Broadband Policy, Strategy, and Action Plan- Caribbean Digital Transformation Project (CARDTP)

As part of the Government of Saint Lucia’s commitment to advancing digital transformation, stakeholder consultations are currently underway from September 9 to 13, 2024, focusing on the legal and regulatory environment for broadband services. This initiative is one of the key activities under the Caribbean Digital Transformation Project (CARDTP) and is part of the broader effort to develop a National Broadband Policy, Strategy, and Action Plan/Framework.

The primary objective of this initiative is to ensure equitable and widespread access to high-speed broadband services across Saint Lucia. This effort is crucial for the Government’s national goal of building a knowledge-based economy, positioning the telecommunications sector as a key driver of economic growth, job creation, and poverty alleviation.

So far, two technical stakeholder consultations have been conducted. The current session, however, is centered on the legal and regulatory environment. Key objectives of this week’s consultations include:
1. Discussing the findings of the initial legislative assessment and guiding recommendations for updating current laws and regulations or drafting new ones to bridge gaps in broadband infrastructure and usage.
2. Assessing Saint Lucia’s current policy framework to ensure it supports growth in the ICT sector.
3. Examining the suitability of the country’s legislative framework to tackle emerging technological challenges such as artificial intelligence (AI), e-commerce, data protection, and financial transactions.
4. Identifying any missing regulations, especially in areas like service authorization or licensing, infrastructure sharing, spectrum management, interconnection, universal access, market studies, and market dominance.

The ongoing consultations will culminate in the development of a Regulatory Instrument Diagnostic Report, which will outline recommendations for Saint Lucia's legal and regulatory landscape. These changes are vital to creating a strong foundation for the expansion of broadband services and for fostering innovation and competitiveness in the digital economy.

The Government of Saint Lucia remains dedicated to enhancing digital inclusion, supporting a robust telecommunications sector, and creating opportunities for all citizens through the CARDTP. Further consultations with stakeholders will continue as part of the broader digital transformation agenda.

Digital Literacy Summer Camp Empowers 208 Students Across Saint Government of Saint Lucia

Castries, Saint Lucia—August 29, 2024: The future of Saint Lucia's digital landscape shone brightly yesterday as 208 students from 13 constituencies across the island received certificates of completion at the closing ceremony of the Digital Literacy Summer Camp. The event, a cornerstone of the Caribbean Digital Transformation Project (CARDTP), was held to celebrate the achievements of these young participants, who spent the past few weeks gaining crucial skills in digital literacy.

In her keynote address, Hon. Virginia Albert-Poyotte, Minister for the Public Service, Labour, and Gender Relations, lauded the students for their dedication and enthusiasm. She emphasized the importance of digital literacy in today’s world, noting that the skills acquired through the camp would be invaluable as these students continue their academic and professional journeys.

Dr. Pauline Antoine-Prospere, Parliamentary Secretary in the Ministry of Education, Sustainable Development, Innovation, Science, Technology, and Vocational Training, also addressed the gathering. She highlighted the camp as a critical step towards achieving the broader educational goals of the Ministry and the CARDTP.

His Excellency Peter Chia-Yen Chen, Ambassador of the Republic of China (Taiwan) to Saint Lucia, expressed his pride in supporting such an impactful initiative. He reiterated Taiwan’s commitment to working with Saint Lucia to enhance digital education and foster innovation.

The success of the Digital Literacy Summer Camp was made possible through the collaborative efforts of several key partners. The Division of Innovation within the Ministry of Education played a pivotal role in the program’s ex*****on, while the Taiwan Technical Mission in Saint Lucia and the Bank of Saint Lucia provided essential support. These partnerships underscore the collective commitment to advancing digital literacy and ensuring that Saint Lucia’s youth are well-prepared to navigate the challenges and opportunities of the digital age.

As the ceremony concluded, the graduates beamed with pride, holding their certificates high—a symbol of their hard work and a stepping stone towards their future endeavors. The Digital Literacy Summer Camp has not only equipped these students with valuable skills but has also laid the foundation for a digitally empowered generation ready to lead Saint Lucia into the future.

The event was a powerful reminder that when public and private sectors come together to invest in education, the possibilities for growth and development are endless. The Caribbean Digital Transformation Project (CARDTP), in partnership with the Taiwan Technical Mission, the Division of Innovation within the Ministry of Education, and Bank of Saint Lucia, is currently conducting Digital Literacy Summer Training Sessions across various communities island-wide. This initiative is designed to equip young minds, ages 13 to 16, with essential digital skills, foster interest in STEM fields, and cultivate important life skills.

These sessions, held in various communities, aim to bridge the digital divide and empower participants with the knowledge and tools needed to thrive in an increasingly digital world. The training covers a range of topics, including basic computer skills, internet safety, coding, and digital communication, ensuring that participants gain a comprehensive understanding of digital literacy.

Through hands-on learning and interactive activities, the program not only enhances participants' technical skills but also promotes critical thinking, creativity, and collaboration. By the end of the training, these young individuals will be better prepared to navigate the digital landscape, opening up new opportunities for their futures.

As the sessions progress, the enthusiasm and engagement of participants have been overwhelmingly positive, reflecting the program's impact on shaping a digitally literate and empowered generation.

Train the Trainer Session Kicks Off Ahead of the Digital Literacy Summer Camp

Over the past two days, a pivotal "Train the Trainer" session on Coding and Robotics has been in full swing, setting the stage for the highly anticipated Digital Literacy Summer Camp. This session, organized by the Caribbean Digital Transformation Project (CARDTP) within the Department of the Public Service, in collaboration with the Division of Innovation within the Ministry of Education, the Taiwanese Technical Mission, and Bank of St. Lucia, is designed to prepare facilitators to effectively lead and inspire young minds in the upcoming camp.

Scheduled to run from August 19 to 23, 2024, the Digital Literacy Summer Camp will be held across all 17 constituencies in Saint Lucia. The initiative aims to empower and equip the next generation with essential digital skills, targeting students from Forms 1 to 3. Participants will be introduced to various components of coding and robotics, as well as digital literacy skills, artificial intelligence, digital citizenship, productivity tools, and much more, laying a solid foundation for their digital literacy journey.

While the camp will provide a broad introduction to these topics, a special robotics camp is also planned for later this year, where students will have the opportunity to dive deeper into robotics and further develop their skills.

The Train the Trainer session has been crucial in ensuring that trainers are well-prepared to deliver a high-quality and impactful learning experience. By empowering these educators, CARDTP is laying the groundwork for a successful and transformative camp, which will help shape the digital future of Saint Lucia's youth.
