The Global Environment Facility (GEF) Small Grants Programme (SGP) provides non-governmental and community-based organizations (NGOs/CBOs) in developing countries with grants to enable them to address global environmental challenges at the community level, while meeting local sustainable development needs. SGP is a GEF corporate programme, implemented by UNDP and executed by UNOPS. Launched in 201
3 but operating from 2012, GEF SGP UNDP (Saint Lucia Country Programme) supports activities of nongovernmental and community-based organizations in Saint Lucia towards climate change mitigation and adaptation, conservation of biodiversity, protection of international waters, reduction or elimination of the use of persistent organic pollutants and prevention of land degradation while generating sustainable livelihoods. The programme operates on the premise that people will be empowered to protect their environment when they are organised to take action, have a measure of control over access to the natural resource base, have the necessary information and knowledge, and believe that their social and economic well-being is dependent on sound long-term resource management. Since October 2012, the Saint Lucia Country Programme has invested US $1,042,961.00 in over 45 projects with at least one project in every administrative quarter in Saint Lucia. The programme works significantly with the poor and marginalised groups, and communities, while trying to achieve environmental sustainability, reducing poverty and building capacity. Worldwide, since its creation in 1992, SGP global has provided grants to over 20,000 communities in 128 countries.

THE PRIME MINISTER BRIEFED ON THE WORK OF
THE GEF SGP UNDP IN SAINT LUCIA
On Tuesday 15th February 2022, the Prime Minister of Saint Lucia, Honourable Philip J. Pierre and his team comprising the Honorable Wayne D. Girard, Minister in the Ministry of Finance, Economic Development and Youth Economy; Mr. Michael Willius, Advisor to the Prime Minister; as well as two technical officers from the Project Management Development Unit, Mr. Mandille Alcee and Mr. Marvin Hutchison; met with a team from the Global Environment Facility Small Grants Programme United Nations Development Programme (GEF SGP UNDP), comprising Mr. Embert Charles (Chairperson of the National Steering Committee - NSC), Dame Dr. Pearlette Louisy (Member of the NSC), Mr. Everistus Jn. Marie (Member of the NSC), Mr. Cletus Springer (Member of the NSC), and officers of the GEF SGP UNDP (Mr. Giles Romulus, National Coordinator and Ms. Stephanie Peter, Programme Assistant).
The purpose of the meeting was to brief the Prime Minister on the work of the GEF SGP UNDP in Saint Lucia since the inauguration of the Saint Lucia country programme in 2012 and to introduce him to the ongoing and future programmes.
The Prime Minister’s team was treated to a 2O minute presentation which demonstrated some of the outputs, outcomes and impacts of the programme in Saint Lucia. Some of the highlights included a total investment of over XCD$ 22.30 million (October 2012 to February 2022); creation of over 1700 jobs; and the training of over 12,000 persons in areas such as project development and management; diving; coral reef gardening; apiculture; organic farming; permaculture; agro-processing; and tour guiding to name a few. The Prime Minister’s team was informed that though the GEF SGP UNDP programme was created to address global environmental problems at the community level, the programme constantly worked to achieve the triple objectives of environmental sustainability; poverty alleviation and reduction; and capacity development.
The Prime Minister was extremely impressed with the major achievements in Apiculture and the many new ideas that were being implemented in the areas of alternative energy; community and rural enterprises; mushroom cultivation; and above all the focus of the programme on new technologies and the youth. In his reply to the presentation and the subsequent discussions, the Prime Minister and his team emphasized the parallel and convergence of several GEF SGP UNDP initiatives with that of his government, particularly in the area of the Youth Economy. He also commended the programme on making the important transition of integrating Research and Innovation into its programmes and projects and for the many projects in which there was a strong Research and Innovation component.
To assist the Prime Minister and his team in having a more detailed understanding of the GEF SGP UNDP Saint Lucia programme, the Prime Minister was handed a 27-slide synopsis of the presentation; plus three recent publications, including one titled Towards Integrating Research and Innovation into Sustainable Development Processes in Saint Lucia, which highlighted the work of Saint Lucian Luminaries within and outside Saint Lucia; another on the production of bio-fertilizers and bio-pesticides based on local experiments using local inputs; and a poster with the Kwéyòl translation of the Sustainable Development Goals.
The Prime Minister thanked the Chairperson of the GEF SGP UNDP and the team, and congratulated the programme on the excellent work they had and were undertaking. He concluded by pledging the fullest support of his government for the work of the GEF SGP UNDP in Saint Lucia.
On Thursday 3rd February 2022 the GEF SGP UNDP Saint Lucia team formally introduced the newly appointed Minister of Sustainable Development to our country programme. Minster Edward received a concise presentation detailing the areas of work and impact of projects funded by GEF SGP UNDP on the communities of Saint Lucia.
The second phase of the GEF SGP UNDP Knowledge Fair and the UWI Open Campus Saint Lucia Country Conference 2020/21, which included the first ever National Honey Show Training Workshop, have been hailed a success.
