Department of Commerce, Saint Lucia Promoting and facilitating a dynamic investment and trading environment in Saint Lucia!

The Ministry of Commerce, Manufacturing, Business Development, Cooperatives and Consumer Affairs is the primary Government Agency responsible for Private Sector affairs in Saint Lucia. Its overarching mission is to actively promote and facilitate, in close collaboration with the Private Sector, the establishment of a dynamic investment and trading environment—responsive to changes in global circum

stances, whilst strengthening and enhancing the productive capacities and competitiveness of Industry and Commerce, encouraging good business practices and promoting consumer interest. The Ministry seeks to provide a highly efficient and effective service to its clientele to ensure competitiveness and stimulate sustainable growth in the changing global environment. The Ministry’s mandate includes:

- Creating an enabling, modern business environment that is conducive to the promotion of local and international investments that will generate jobs and foreign exchange earnings;

- Growing existing crop of Micro, Small and Medium Enterprises (MSMEs) into tomorrow's big businesses by infusing standards, science, technology and innovation in new entrepreneurial ventures; and

- Competition and consumer welfare – continuing our work in encouraging and facilitating the conduct of fair trading and commercial activity in the State while simultaneously protecting the interest and rights of consumers. The Ministry is managed as follows:

- Commerce & Industry
- Commercial Information Centre
- Cooperatives
- Consumer Affairs Department
- Import Monitoring Unit
- Office of Investment Coordination
- Small Enterprise Development Unit

The Ministry also has oversight of the Government's Warehouse (where price-controlled staples of rice, flour and sugar are stored), as well as statutory agencies such as the Saint Lucia Bureau of Standards and Export Saint Lucia.

Strengthening bilateral ties and empowering Saint Lucia’s creative and local business sectors! 🇱🇨🇹🇼

On July 31, 2026, officials from the Department of Commerce, Saint Lucia and the Embassy of the Republic of China (Taiwan) met for a strategic update on joint initiatives transforming local communities and micro-enterprises across the island.

Key highlights from the meeting:

-Community Business Revitalization (CBR) Project Progress: Reviewing transformative progress across key target communities- including Fond St. Jacques, Laborie, and Babonneau. With the emphasis now centered in Babonneau, and the final leg scheduled for Dennery South, initiatives continue to focus on local infrastructure refurbishment, capacity-building workshops, business registration support, branding, and establishing sustainable tourism linkages.

-Unveiling the Fashion & Cultural Creative Industry Development Project: A forward-looking blueprint to elevate Saint Lucia’s Orange Economy. This initiative aims to bridge market gaps by establishing a Fashion & Creative Incubation Centre at Bisee, Castries, providing modern machinery, technical training, and CVQ certifications, while placing authentic "Made in Saint Lucia" apparel and crafts directly into cruise and local retail channels.

Through continuous technical cooperation between the Department of Commerce and Taiwan ICDF, we remain committed to uplifting local entrepreneurs, artisans, youth, and women in business.

Today, we spoke with some of our interns from the Small Business Development Centre’s Young Entrepreneurs in Action summer internship program assigned to businesses in the south of the island, namely Caribbean Grains Ltd. and Mirror Images Photo Studio.

Interestingly enough their roles all required attention to detail and some level of adaptation to automation and digitalization. Despite some initial reservations, they appear to have adjusted seamlessly to their respective work environments.

Sneak Peek: We’re quickly approaching the halfway mark since the commencement of the Small Business Development Centre’s Young Entrepreneurs in Action (SBDC YEA!) summer internship program and we’re impressed with the degree of comfort, knowledge and capability displayed by our interns.

Today, we visited the construction sites and work premises of A. Octave Construction, Orbtronics Ltd., Natmed Ltd., and E.A.A. Services to find our interns hard at work, under the mentorship of our partnering entrepreneurs. Safe to say, we weren’t the only ones impressed. Kudos to everyone contributing to the success of this program.
