පසුගිය වසර දෙක තුළ රාජ්‍ය නොවන සංවිධාන වල ක්‍රියාකාරිත්වයට හිතකර පරිසරයක් ගොඩනැගිලා- කිත්මිණ හේවගේ, ජ්‍යෙෂ්ඨ උපදේශක, CAPS සංවිධානය.

ආසියානු සමාජ සේවා ක්ෂේත්‍රයේ ක්‍රියාකාරීත්වයේ ප්‍රශස්ත බව මැන බැලෙන Doing Good Index - 2024 වර්ෂයට අදාළ ශ්‍රේණිගත කිරීම් අනුව ඉදිරියට ඒමට ශ්‍රී ලංකාව සමත් වී තිබේ.

ඒ අනුව රාජ්‍ය නොවන සංවිධාන, එසේත් නොමැති නම් NGO ක්ෂේත්‍රයේ 2022 වසර වන විට අත් කරගෙන තිබූ කළු පැල්ලමෙන් මිදී ඉදිරියට ඒමට 2024 වසර වන විට සමත්ව තිබේ. ඒ අනුව Doing Good Index - 2024 ශ්‍රේණිගත කිරීම් අනුව Doing Okay කාණ්ඩයට ඇතුළත් වීමට ශ්‍රී ලංකාවට හැකි වී තිබේ.

පසුගිය වසර 2 ක කාලය තුල සිදු කෙරුණු බොහෝ ප්‍රතිසංස්කරණ නිසා රාජ්‍ය නොවන සංවිධාන ක්ෂේත්‍රය දර්ශක වල ශ්‍රී ලංකාව ඉදිරියට ඒමට හැකිවූ බව කිත්මිණ විතානගේ මහතා ඊයේ දින ශ්‍රී ලංකාවේ ප්‍රතිපත්ති අධ්‍යයන කේන්ද්‍රයේදී DGI වාර්තාව එළිදැක්වීමේ අවස්ථාවේදී ප්‍රකාශ කර සිටියේය.
මේ සදහා රාජ්‍ය නොවන සංවිධාන පිළිබඳ ජාතිකව ලේකම් කාර්යාලයේ වර්තමාන කළමනාකාරීත්වය විසින් හඳුන්වා දෙන ලද නව චක්‍රලේඛ මගින් නියාමන කොන්දේසි වඩා අර්ථාන්විතව විග්‍රහ කර තිබීමත්, රාජ්‍ය නොවන සංවිධාන ජාතික ලේකම් කාර්යාලය ඩිජිටල්කරණයට අවශ්‍ය මූලික වැඩකටයුතු සිදුකර තිබීමත්, රාජ්‍ය නොවන සංවිධානවල වගවීම හා අධීක්ෂණ ක්‍රියාවලිය වැඩිදියුණු කර තිබීම මෙන්ම රාජ්‍ය නොවන සංවිධාන දෙස රජයේ සුබවාදී ආකල්පයද හේතු වූ බව එතුමා වැඩිදුරටත් පැවසීය.

වසර දෙකෙන් දෙකට මැන බලන මෙම දර්ශකයේ සිංගප්පූරුව හා චීන,තායිපේ රටවල් අයත් වන Doing well කාණ්ඩයට 2026 වසර වන විට ඇතුලත් වීමට අවශ්‍ය ප්‍රතිසංස්කරණ මේ වන විටත් සිදුකර ඇති බව රාජ්‍ය නොවන සංවිධාන පිළිබඳ ජාතික ලේකම් කාර්යාලයේ අධ්‍යක්ෂ ජනරාල් සංජීව විමල ගුණරත්න මහතා ඊයේ දින පැවති විද්වත් මණ්ඩල සාකච්ඡාවේදී පැවසීය.

එම විද්වත් මංඩල සාකච්ඡාව සඳහා ආචාර්ය නදී දිසානායක(Founder of CUPSL), dialog ආසියාටා සමාගමේ ජේෂ්ඨ කළමනාකරු අසිත් සිල්වා, නියෝජ්‍ය කොමසාරිස් ජෙනරාල් නන්දන කුමාර මහතා හා සර්වෝදය ජාතික ව්‍යාපාරයේ උපසභාපති නිශාන්ත ප්‍රීතිරාජ් මහතාද එක්ව සිටියේය.

කාම්බෝජය,ඉන්දියාව, ඉන්දුනීසියාව,නේපාලය පකිස්ථානය තායිලන්තය හා වියට්නාමය යන රටවල් ද මෙම කාණ්ඩයට ඇතුළත් අතර, 2022 වර්ෂයේ මෙම දර්ශකයට අනුව ශ්‍රී ලංකාව ඇතුළත් වූයේ Not Doing Enough කාණ්ඩයටයි. බංග්ලාදේශය තවදුරටත් එම කාණ්ඩයට ඇතුලත්ව ඇත.

Sri Lankan Delegation Gains Valuable Insights at Beijing Seminar on Poverty Alleviation

A group of eight Sri Lankan delegates returned home with a wealth of knowledge and experience after participating in the Seminar on Capacity Building for Poverty Alleviation, held in Beijing from June 27 to July 10. The seminar, organized by the International Poverty Reduction Centre in China, brought together experts and policymakers from eight developing countries to share best practices and strategies for tackling poverty.

Led by Mr. Sanjeewa Wimalagunarathna, Director General of the Sri Lanka NGO Secretariat, the Sri Lankan delegation actively engaged in classroom lectures, interactive discussions, and a field visit to the Guangxi Autonomous Region. Renowned experts shared insights on SME development, employment poverty alleviation, industrial poverty alleviation, and e-commerce strategies.

The opportunity to witness China’s successful poverty alleviation efforts firsthand provided invaluable lessons for the Sri Lankan delegates. The well-organized strategies implemented in Guangxi have inspired the delegation to explore similar approaches for Sri Lanka.

Mr. Wimalagunarathna emphasized the importance of cross-country collaboration in addressing poverty and called for Sri Lanka to leverage the acquired knowledge to implement effective poverty reduction measures. He stressed the need for inter-ministerial cooperation between the Ministry of Public Administration, Ministry of Industries, and Ministry of Social Empowerment to create a unified approach. Additionally, he highlighted the role of NGOs in poverty alleviation and encouraged the Sri Lanka NGO Secretariat to facilitate collaboration among relevant organizations.

The seminar underscored the significance of knowledge sharing and collective action in the fight against poverty. By applying the insights gained from this experience, Sri Lanka can make significant strides in improving the lives of its citizens and building a more equitable society

Trade Fair and Exhibition Nuwaraeliya - නුවරඑළිය

A Fair trade and an exhibition was conducted called “Diriya Shakthi” with the participation of 50 entrepreneurs who were developed under the “End of child Labour : Action for Real Change project” which is fully funded by we Effect with Radio Aid Sweden on 24th and 25th at the center of Nuwara eliya city. Various products produced by the beneficiaries including Garment products, handcrafts, organic food products, Jaggery and Trickle, Shoes, soaps, floriculture products, eco friendly bags, spices items etc have been displayed and sold out at the fair. The main objectives of the event were to creating and enhancing access to local and international markets for the products of beneficiaries in rural areas and developing marketing linkages with the possible avenues and creating marketing networks among entrepreneurs. The fair was opened with the presence of the Director General for National secretariat for non-governmental organizations Sri Lanka, Mr Sanjeewa Wimalagunarathne and The District Secretary of the Nuwara eliya district Mr Nandana Galaboda, the country Director of We Effect Mr. Mayooran Thevasigamany and the Team Leader of PALM Foundation Mr Saman Wijebandara. In addition to that the assistant director for small bisiness development unit of district secretariat Nuwara eliya, District women development officer and district NGO coordinator and many other officials were participated in this event.

Afterwards, the director general of National Secretariat for NGOs and the country director of W Effect visited the established ICT center at the regional office of Plantation Human Development Trust Nuwara eliya. The ICT center is operating well delivering the ICT courses for the enhancement of the ICT knowledge of Plantation communities in Nuwara eliya district.

Welcome to SL VOLUNTEERS Project !

SL VOLUNTEERS Project, coordinate by the National Secretariat for Non- governmental Organizations under the Ministry of Public Security, seeks the engagement of volunteers across 25 districts of Sri Lanka. The NGO Secretariat recruits young volunteers aged 15-29 for this initiative. The project will be executed in two phases.
In the first phase, new volunteers will be assigned to national and international NGOs registered with the National Secretariat for Non-Governmental Organizations in Sri Lanka. In the second phase, we have collaborated with global organizations to offer volunteers the chance to work independently on international platforms.

In the Asian social service sector, non-governmental organizations (NGOs) in Sri Lanka have made significant strides by the year 2024, overcoming challenges that were present in 2022.

For the year 2024, Cambodia, India, Indonesia, Nepal, Pakistan, Sri Lanka, Thailand, and Vietnam have been categorized as “Doing Okay.”

The 2022 index placed Sri Lanka in the “Not Doing Enough” category, alongside Bangladesh.

Mr. Sanjeewa Wimalagunaratne, the Director General of the National Secretariat for Non-Governmental Organizations, has indicated that, under the guidance of the Minister of Public Security, Mr. Tiran Alas, substantial reforms have been implemented. These changes have positively impacted the NGO sector’s performance indicators.

The Director General also noted that the reforms necessary to advance to the “Doing Well” category—which includes nations like Singapore, Chinese Taipei—by the year 2026 have already been enacted. This index is updated biennially.

2022 சுட்டெண்ணின் படி, இலங்கை பங்களாதேசுடன் தரவரிசையில் NOT DOING ENOUGH பிரிவில் இருந்தது.

பொதுமக்கள் பாதுகாப்பு அமைச்சர் கௌரவ டிரான் அலஸ் அவர்களின் வழிகாட்டலில் மேற்கொள்ளப்பட்ட பல சீர்திருத்தங்களின் பெறுபேறுறாகும் என அரச சார்பற்ற நிறுவனங்களுக்கான தேசிய செயலகத்தின் பணிப்பாளர் நாயகம் திரு.சஞ்சீவ விமலகுணரத்ன தெரிவித்துள்ளார்.

இரண்டு ஆண்டுகளுக்கு ஒருமுறை அளவிடப்படும் இந்தக் குறியீட்டில், சிங்கப்பூர், சீனா, தைபே ஆகிய நாடுகளின் வகுதியான DOING WELL குழுவில் 2026 ஆண்டில் இணைவதற்கான மறுசீரமைப்புகள் இடம்பெறுவதாகவும் பணிப்பாளர் நாயகம் தெரிவித்தார்.

இந்த மதிப்பீடுகள் தொடர்பான அனைத்து தரவுகளையும் கொண்ட கோவை கீழே உள்ளது.

The KOICA Volunteers’ Partner Day of year 2024 was held at the Courtyard by Marriott (Emerald Hall), Colombo City Centre, Colombo 02 on May 31, said a press release by KOICA.

It said KOICA Country Director Kim Myungjin, Director General of External Resources Department Ajith Abeysekara and officials from the Department of Technical Education & Training, National Institute of Education, National Youth Services Council, National Secretariat for Non-governmental Organizations and over 20 volunteer partner organization representatives in Sri Lanka were present on the occasion.

The meeting, conducted by KOICA – WFK Division, was to recognize, manage, share and take advantage of the know-how, experience and knowledgeable resources with the partner organizations. The main goals of the knowledge sharing session were to deliver relevant information about the KOICA Volunteer programme and to generate insights from the partner organizations that will be useful in recalibrating WFK programme’s future direction.

During the session, participants of partner organizations showed their desire to obtain the services of volunteers, especially for the fields of Korean Language, ICT, Electronics, Social Welfare, Electronics and Auto-Mobile Engineering. They appreciated and emphasized the importance of expanding the KOICA Volunteer Programme to rural areas in Sri Lanka.

Since KOICA Sri Lanka’s initiation in 1991, volunteer dispatch activities have taken place throughout most regions in the country. There has been a significant demand for KOICA volunteers in the educational sphere targeting areas of Korean Language, ICT, Beauty and Salon, Electrical and Mechanics. The expertise received from Korea has not only shown developmental potential in partner organizations but has also provided invaluable expertise for the youth to expedite in the job market.

KOICA Country Director in Sri Lanka Kim Myungjin expressed her gratitude to all the participants of partner organizations and added “KOICA HQ and the Sri Lanka office are delighted to continue the volunteer programme in Sri Lanka by dispatching seven more Korean volunteers in July 2024 and looking forward to dispatch more volunteers in the coming months of 2024, while introducing new focused volunteer fields in alignment with the SDG goals and the Sri Lankan government priorities.

The meeting served as a pivotal platform for dialogue and collaboration between State Reconciliation Mechanisms and NGOs actively involved in reconciliation initiatives. Together, we discussed and embarked on numerous steps aimed at fostering reconciliation across the nation.

This gathering exemplified the collective dedication of both governmental and non-governmental entities to address the complexities of reconciliation in Sri Lanka. Through constructive dialogue and concerted action, we are steadfast in our resolve to build a more harmonious and inclusive society.
