Sri Lanka has long been recognized for its strong human development achievements through universal education and health. Yet, recent economic and social crises have highlighted growing inequalities, rising informal and vulnerable employment, and gaps in access to quality services - especially for youth, women, persons with disabilities, and marginalized groups.
In response, the Sri Lanka Institute of Development Administration (SLIDA) convened a high-level stakeholder workshop on 25 August 2026 with HR specialists from the public and private sectors to initiate the drafting of the National Human Resource Development Policy (NHRDP).
Held under SLIDAโ€™s leadership and in collaboration with the National Human Resources Development Council (NHRDC), the session laid the groundwork for an evidence-based, inclusive policy aligned with Sri Lankaโ€™s long-term development vision.
The Director General of SLIDA and the Chairman of the NHRDC underscored the urgent need for a comprehensive national policy to guide human resource development in the post-crisis era. Dr. Sepalika Sudasinghe, Additional Director General of SLIDA, provided the technical expertise and drew on her extensive experience in national policy drafting to guide the deliberations. Senior Consultant Sampath Mallawarachchi co-conducted the workshop, facilitating stakeholder engagement and inputs.
This workshop marks a key milestone in building a resilient, equitable, and future-ready workforce for Sri Lanka.

Highlights from the recent field visit of the Higher National Diploma in Public Procurement and Contract Administration (HNDIPPCA) 2024/2025 participants to Kurunegala Kandy Highway Project CEP 03 & Pekoe Trail Stage 22 Kandapola to Pedro Estate.

This immersive visit provided participants to enhance the knowledge, skills, and practical exposure of participants in public procurement and contract administration by integrating classroom learning with real-world experiences in supply chain management and sustainable development practices.

As part of the ongoing Capacity Building Programme for Officers of the SLPS, intake 2008, Group B participants engaged in an enriching session on the module โ€œEnvironmental Aspects of Development and Disaster Management.โ€

The session was led by Prof. D. M. S. Hemanti Kariyawasam Ranasinghe, Emeritus Professor of the University of Sri Jayewardenepura (Retired), who shared her invaluable insights, practical experiences, and expertise on integrating environmental sustainability, climate resilience, and disaster risk considerations into the planning, implementation, and evaluation.

The launch ceremony of the two books, โ€œNirisan Kathandara โ€“ Kai Kathandaraโ€ and โ€œNirisan โ€“ Neethi Kathandara,โ€ authored by Dr. Roshini Dissanayake, Additional Secretary for Regional Administrative Reforms at the Ministry of Public Administration, was recently held at the โ€œSanhindaโ€ Hall of the Sri Lanka Institute of Development Administration (SLIDA).

The Book Launch at the Sri Lanka Institute of Development Administration (SLIDA), graced by the presence of the Venerable Maha Sangha, whose presence added great dignity to the occasion.
The event was also honoured by the presence of the Honourable Minister of Public Administration, Provincial Councils and Local Government, Prof. A. H. M. H. Abhayarathna; Deputy Minister of Defence, Major General(Rtd.) Aruna Jayasekara; members of the Judiciary, including Honourable Judges of the Supreme Court; the Honourable Attorney General, Mr. Parinda Ranasinghe, PC, together with senior officials of the Attorney Generalโ€™s Department; the Auditor General Ms Samudika Jayarthna ; Mr. Pradeep Saputhanthri, Secretary to the Prime Minister; Mr. Prabath Chandrakeerthi, Chief of Staff to the President; Mr. S. Aloka Bandara, Secretary to the Ministry of Public Administration, Provincial Councils and Local Government; as well as Secretaries to Ministries, Heads of Departments, senior public officials and many other distinguished guests.
Their presence made the book launch a truly memorable occasion and reflected the importance of knowledge, scholarship and public administration in strengthening our public service.

SLIDA, in collaboration with the National Police Academy, successfully concluded a high-level Training Programme on Development and Management for Senior Superintendents of Police (SSPs) from August 10th to 14th, 2026. Coordinated by Dr. Sepalika Sudasinghe, Additional Director General (Organizational Development), this intensive 5-day initiative equipped senior officers with advanced capabilities in strategic planning, data-informed decision-making, change management, and human rights to foster a professional, people-centered, and accountable police service. Both the inauguration and closing ceremonies were graced by Mr. Vimukthi Janadara, Director General of SLIDA, alongside faculty and staff, marking a significant milestone in strengthening institutional performance and public trust in Sri Lanka Police.

Strengthening collaboration with the academic sector and providing exposure to contemporary developments in public management, SLIDA welcomed a group of undergraduates from the Department of Public Administration, University of Sri Jayewardenepura, for an organizational visit on 10 August 2026.

The program commenced with an overview of SLIDA and its role in public sector capacity development, followed by three sessions:

As part of the Special Grade Orientation Programme โ€“ 2026, participants embarked on a field visit to Nuwara Eliya, engaging in an experiential learning journey focused on environmental leadership and sustainable governance.
The visit provided valuable insights into the relationship between Governance, environmental responsibility, and community impact, while encouraging reflection on the role of senior public officers in promoting sustainability within national development.
Participants also engaged in meaningful discussions on climate responsibility, environmental conservation, and policy implications, especially in light of the evolving environmental challenges faced by the country.
This experiential learning component was designed by Ms. Anusha Batawala Gamage, and facilitated with the support of Dr. Mayura Arandara and the SLIDA team, creating a meaningful and impactful learning experience.
This immersive experience further strengthened participantsโ€™ understanding of leadership in action, reinforcing the importance of responsible, resilient, and forward-thinking governance.
