Is it a mistake to be born in a country without proper governance?

Despite being born as the most beautiful elephant in the world, innocent elephant is preserved in name only under a department without proper management and technical knowledge. Don't you have any feelings and knowledge about animals when you leave a crop open dangerously like this? The Wildlife Department does not have any technical know-how or equipment to retrieve elephants that have fallen into crop fields. Barely any weight lifting belts. How can they save these lives with only a small coat? Why can't the department, which is making crores of profit, provide these facilities?

Elephant, who fell into a paddy well in Madirigiriya area, broke his bones and suffered great pain, closed his eyes forever as follows. Now fill the streams with soil and cover them. Only one knows how to do it.😡😡. Few wildlife offices owned by the rich Department 😡. Being an elephant in this country is also born in the spirit of officials in high chairs who share the income.

ලොව ලස්සනම අලියෙකු වී ඉපදුනත් නිසි කලමණාකරනයක් නැති, නිසි තාක්ෂණික දැනුමක් නැති දෙපාර්තමේන්තුවක් යටතේ නමට පමණක් සංරක්ෂණය වන අසරන සද්දන්තයන්😓🙏. වගා ලිදක් මෙලෙස අනතුරුදායක ලෙසින් විවෘත ව තබන විට ඔබට සතුන් ගැන හැගීමක් දැනුමක් නැතිද ? වනජීවි දෙපාර්තමේන්තුවට සතුව මෙලෙස වගා ලිං වලට වැටුනු අලි ගොඩගැනීමට කිසිදු තාක්ෂණික දැනුමක් හෝ උපකරණ නැත. අවමවශයෙන් බර ඉසිලිය හැකි බෙල්ට් හෝ නැත. පොඩි කබයක් පමණක් ඇතිව ඔවුන් කෙලෙස මේ ජීවිත සුරක්ශිත කරන්නද? කෝටී ගනනින් ලාබ ලබන දෙපාර්තමේන්තුවට ඇයි මෙම පහසුකම් සැපයිය නොහැකි.

මැදිරිගිරිය ප්‍රදේශයේ වගා ලිදකට වැටී, අස්ථි කැඩී ඉතාමත්ම වේදනාවෙන් දුක් විදි සද්දන්තයා පහත අයුරින් සදහටම දෑස් පියාගෙන ගොස් ඇත. දැන් ඉතින් ඔය වලටම පස් පුරවලා වහලා දාන්න. එක විතරයිනේ කරන්න දන්නෙ.😡😡. පෝසත් දෙපාර්තමේන්තුව සතු හිගන වනජීවි කාර්‍යාල 😡. ලැබෙන ආදායම බෙදාගන්නා ඉහල පුටුවල නිලධාරීන් ලබන ආත්මේ ද මේ රටේ අලියෙකු වීම ඉපදියන්😡

🔅ලංකාවේ මධ්‍යම පලාතේ මාතලේ දිස්ත්‍රික්කයේ ලග්ගල ප්‍රදේශයේ අසල ඇති පොතතවෙල නම් ගම්මානයේ සේර ඇල්ල දියඇල්ල පිහිටා ඇත.

🔅මෙම දියඇල්ලේ වාසය කරන "සේර" නම් මත්ස්‍ය විශේෂය නිසා මෙම දියඇල්ල සේර ඇල්ල ලෙස හදුන්වයි .කව්ඩගමමන කදු මුදුනට හා හුනුමඩගල ගගට දිවෙන කිතුල් ඇල්ලෙන් මෙම දියඇල්ල හටගනී.මෙම දියඇල්ලට අවුරුද්ද පුරා ජලය ලැබෙන අතර මෝසම් මාසවලදී (නොවැම්බර් - මාර්තු ) එය පූර්ණ ලෙස ගලා බසියි.

🔅මෙය පහලට ගලා බසින්නේ කොටස් 2කට බෙදී යන අයුරින්ය,මීටර් 10ක් පමණ උස වේ, සුවිශේෂී කාරණාවක් වන්නේ මෙම දියඇල්ලේ පිටුපස ගුහාවක් පිහිටා තිබීමයි.එම ගුහාවට ලගා වීමට පඩිපෙක් සාදා ඇති අතර දියඇල්ල පූර්ණ ලෙස ගලා බසින කාලයක වුවද ආරක්ෂිතව ගුහාව කරා ලගා විය හැකිය .

ණයක් ගැනීමට ගොස් තෑග්ගක් ලෙස ලැබුනු වික්ටෝරියා ජලාශය- 📸 Victoria Dam 🍃🌊

වික්ටෝරියා යනු ලංකාවේ විශාලතම ජල විදුලි බලාගාරයයි. එසේම වික්ටෝරියා වේල්ල යනු ලංකාවේ උසම වේල්ලයි. තෙල්දෙනිය නගරයේ සිට කිලෝමීටර 6ක් පමණ දුරකින් පිහිටි මේ වේල්ල දෙආරුක්කු වේල්ලක් ලෙස සැලකේ.

කඩිනම් මහවැලි සංවර්ධන යෝජනා වැඩසටහන යටතේ 1964 වසරේදී මේ වික්ටෝරියා ජලාශය සදහා මූලික යෝජනා ඉදිරිපත් විය. ජේ ආර් ජයවර්ධන රජය යටතේ 1978 වසරේදී වැඩ කටයුතු ඇරඹූ මේ ව්‍යාපෘතිය 1985 වසරේ අප්‍රේල් 12 වන දින එවකට බ්‍රිතාන්‍ය අග්‍රාමාත්‍ය මාග්‍රට් තැචර් මහත්මිය අතින් ජනතා අයිතියට පත් කෙරිණි.

මෙම ජලාශය නිර්මාණය කිරීමේ මූලික අරමුණ වූයේ ජල විදුලිය නිෂ්පාදනය හා කෘෂිකාර්මික කටයුතු සදහා ජලය සම්පාදනය කිරීමයි. විදුලි බල නිෂ්පාදනය සිදුවූයේ වේල්ල හරහා නිකුත්වන ජල කදේ ශක්තියෙනි. වික්ටෝරියා ජලාශය සාදා ඇත්තේ හුලු ගග හා මහවැලි ගග එකතුවන ස්ථානයේය. එහිදී එවකට එම ස්ථානයේ වූ පැරණි තෙල්දෙණිය නගරය සම්පූර්ණයෙන්ම යටවූ අතර ඉඩම් අහිමි වූවන්ට මහවැලි කලාපවල හා ඉහල කදුකර ප්‍රදේශවල ඉඩම් හිමිවිය. එකල පැරණි තෙල්දෙණිය නගරයේ සමහර නටබුන් අදටත් ඔබට දැකිය හැකි වන්නේ ජලාශයේ ජලය අඩුවූ කාලයටය. ජලාශයට මෙපිටින් නව තෙල්දෙණිය නගරය පසුව ඉදි විය.

වික්ටෝරියා වේල්ල ඉදිවූ ස්ථානයේ එකල මීටර 10 ක් පමණ උස වික්ටෝරියා දිය ඇල්ල පිහිටා තිබුණු අතර පසුව එම දිය ඇල්ල ජලාශයට යට විය. වික්ටෝරියා වේල්ල උසින් මීටර් 122ක් එනම් අඩි 400ක් ද දිගින් මීටර 520 ක් ද වේ. එහි පාදම පළල මීටර් 25කි. මෙම වේල්ල ඇතුලත කාමර රැසක් ඇති අතර ජලාශයේ වැඩි ජලය ඉවත් වීමට වාන් දොරටු අටක් වේ. මෙම වික්ටෝරියා ජලාශය වාන් දමන ආකාරය අතිශය සුන්දර වන අතර මෙම වික්ටෝරියා වේල්ල බැලීමට සුදුසුම කාලය වන්නේ එකී කාලයයි. නමුත් මේ වාන් දැමීම සිදුවන්නේ වසර කීපයකට පමණක් සිදුවන අපූර්ව හා අලංකාර සිදුවීමක් නිසා එකී කාලයට සංචාරකයින් බොහෝ ප්‍රමාණයක් වික්ටෝරියා වේල්ල බැලීමට පැමිණෙයි.

වික්ටෝරියා ජලාශය ඉදිවූයේ එවකට බ්‍රිතාන්‍ය රජයේ ආධාර අනුග්‍රහ ඇතිවය. එම ව්‍යාපෘතිය සදහා ආධාර කිරීමට බ්‍රිතාන්‍ය එකග වී ඇත්තේ වේල්ලට ‘වික්ටෝරියා’ යන නම ලබා දෙන බවට දුන් පොරොන්දුව නිසා බව කියැවේ. මේ ව්‍යාපෘතිය සදහා එකල ජනාධ්පති ජේ ආර් ජයවර්ධන, ගාමිණී දිසානායක හා ලලිත් ඇතුලත්මුදලි යන මහත්වරුන් කැපවී කටයුතු කලෝය. ජලාශයේ සම්පූර්ණ ධාරිතාවය ඝන මීටර 72000000 කි. එසේම එහි ක්‍රියාකාරී ධාරිතාවය ඝන මීටර 684000000කි. ජලාශය මගින් මෙගා වොට් 210ක ජල විදුලියක් ශ්‍රී ලංකා ජාතික විදුලි බල පද්ධතියට එකතු කෙරේ. ජලාශය වර්ග කිලෝමීටර 22.7ක ප්‍රදේශයක පැතිර ඇත.

වික්ටෝරියා වේල්ල පහල වෙනම වාන් දොරටු දෙකක් පිහිටා ඇත්තේ ජලාශයේ පහල එකතුවන රොන්මඩ ඉවත් කිරීමටය. මෙම වේල්ල හරහා යන ජලය මීටර 5646ක දුරක් උමගක් හරහා ගමන් කර කොටස් තුනකට බෙදී ටර්බයින 3ක ක්‍රියාකාරීත්වය සදහා යෙදවේ. වේල්ල සිට ජල විදුලි බලාගාරය පිහිටා ඇත්තේ කිලෝමීටර කීපයක දුරිනි. වේල්ල සිට පහළ මහවැලි ගගේ ජලය හිස් වන අතර පහළ ජල විදුලි බලාගාරය අසලින් හිටි හැටියේම ජලය පොලොවෙන් ඉහලට එකතු වන ආකාරය අපූර්වය. එම ජලය මගින් නැවත ගග පෝෂණය වන අතර එම ජලය ගමන් කරන්නේ එතැන් සිට රන්දෙණිගල ජලාශය පෝෂණය සදහාය.

සංචාරය කරන ඔබ මෙම වේල්ල බැලීමට පැමිණෙන්නේ නම් ඒ සදහා ඉතාම උචිත කාලය වන්නේ වික්ටෝරියා ජලාශය වාන් දමන කාලයයි. නමුත් එය වසර කීපයකට පමණක් උදාවන දුර්ලභ අවස්ථාවක් බව සලකන්න. නමුත් ඔබට අනෙක් කාලවලදී වික්ටෝරියා වේල්ල බැලීමට පමණක් යා හැකිය. ඔබ මෙම ජලාශය බැලීමට යාමේදී ඒ සදහා තෝරාගත යුතු සුදුසුම මාර්ගය වන්නේ මහනුවර මහියංගන මාර්ගයයි. එම මාර්ගයේ කිලෝමීටර 30ක් පමණ ගමන් කල විට මොරගහමුල හන්දිය හමුවන අතර එතැන් සිට කිලෝමීටර 10 ක් පමණ දුරකින් මේ කෝන්ක්‍රීට් දැවැන්තයා පිහිටා ඇත. වේල්ල නැරඹීමට වේල්ලට ඉහල ස්ථාන කීපයක්ම ඇති අතර වේල්ල මතින් ගමන් කිරීමටත් වේල්ල ඇතුලට යාමටත් ඔබට විශේෂ අවසරයක් ගැනීම අනිවාර්‍ය වේ.

එසේම මහනුවර සිට බදුල්ල මාර්ගයේ අධිකාරීගම හරහාද ඔබට මේ වේල්ල බැලීමට යාමට හැකිය. එහි සිට කිලෝමීටර 5ක් පමණ දුරකින් මේ වේල්ල වෙත ප්‍රවිෂ්ඨ විය හැකිය. එසේම මේ බදුල්ල මහනුවර මාර්ගයේ තවදුරටත් ගමන් කිරීමේදී ඔබට වික්ටෝරියා විදුලි බලාගාරය, රන්දෙනිගල ජලාශයේ අසිරිය වෙන්ම රන්දෙනිගල වේල්ලත් අපහසුවකින් තොරවම දැකගත හැකිය. එසේම මහනුවර මහියංගනය මාර්ගයේ ගමන් කලවිට ඉඩෝරයේදී පැරණි තෙල්දෙණිය නගරයද දැක ගැනීමට ඔබට හැකිය.

The Victoria Dam was constructed under the Accelerated Mahaweli Development Programme (AMDP). The project had been in planning for 30 years but was accelerated in 1977 to address economic difficulties within the country. The plan is designed to irrigate 365,000 ha (901,935 acres) of land and provide 600 MW of electricity. The Victoria Dam was originally proposed in 1964 after studies were completed by Canada's Huntings Technical Services and a team from the United Nations Development Program—Food and Agriculture Organization (UNDP-FAO).[1] Construction of the dam was inaugurated on 14 August 1978, by the then-President Jayewardene with the implementation of the main structures beginning in 1980. Its completion was marked by a ceremony on 12 April 1985. Construction of the dam and tunnel was completed by the British Joint Venture of Balfour Beatty and Edmund Nuttall, while Costain Group carried out the construction of the power station.The consultant engineers on the project was Sir Alexander Gibb & Partners. The dam resettled about 30,000 people — four times the estimate.

Dam and powerhouse
The dam measures 122 m (400 ft) tall, with a crest length of 520 m (1,706 ft), crest width of 6 m (20 ft), and a base width of 25 m (82 ft). The dam creates the Victoria Reservoir, which has a surface area of 22.7 km2 (8.8 sq mi), gross storage capacity of 722,000,000 m3 (2.55×1010 cu ft), and a catchment area of 1,869 km2 (722 sq mi).

Water from the dam is fed to the powerhouse at 07°12′00″N 80°48′21″E via a 5,646 m (18,524 ft) long tunnel, which houses three penstocks of 6.2 m (20.3 ft) diameter. These penstocks created a net head of 190 m (623 ft), feeding three 70 MW 12.5 kV turbines, which are capable of generating up to 780 GWh of electrical energy annually.

The dam consists of eight spillways, each with a width and height of 12.5 m (41 ft) and 6.5 m (21.3 ft), which automatically opens when water levels are high. The dam's gates, which need power only to close, won an award for "Innovative Design in Civil Engineering" by the Institution of Civil Engineers. The total effective width of the spillways is 100 m (328 ft), allowing a maximum discharge of 8,200 m3/s (289,580 cu ft/s). Two additional low-level sluices at the base of the dam allows the purging of accumulated silts behind the dam.
