Caritas Vanni_HUDEC Caritas Vanni- HUDEC is the social arm of the Catholic Church in the Diocese of Jaffna, operational in the Districts of Kilinochchi and Mullaitivu. Rev.

The organization is chaired by Rt. Dr. Justin B. Gnanapragasam, Bishop of the Diocese of Jaffna. Caritas Vanni - HUDEC is committed to work for the alleviation of poverty of the poverty stricken and disadvantaged, vulnerable and socially oppressed people, irrespective of caste, creed, race and other distinctions. ai, HUDEC was one entity which covered the areas of Jaffna, Kilinochchi and Mullaitivu Districts. However, in 1990, a separate branch office was opened in Kilinochchi, as the necessity arose. This office under the name Caritas Vanni- HUDEC was declared a separate independence office in 2004.

Empowering Communities Through SHG Formation

Caritas Vanni HUDEC successfully organized an awareness and training session on Self-Help Group (SHG) formation and food security initiatives in the villages of Tharmapuram, Vithyapuram, and Suthanthirapuram.
The session focused on strengthening community-based organizations by clearly explaining SHG group management and operational control procedures. Participants were guided through essential rules and best practices to ensure transparency, accountability, and sustainability within their groups.
Key topics discussed included:
✔️ Saving collection methods and the importance of regular contributions
✔️ Internal lending rules and responsible borrowing practices
✔️ Procedures for saving contributions and proper record keeping
✔️ Loan disbursement processes and repayment guidelines
✔️ Building trust, teamwork, and financial discipline within SHGs
This initiative aims to enhance financial stability, promote food security, and empower community members—especially women—through collective action and mutual support.

Caritas Vanni Hudec Food Security Unit, with the generous support of Caritas Norway, successfully conducted an Introductory Workshop for farmers from Tharmapuram, Oddisuddan And Viththiyapuram villages.
The session brought together local farmers to share knowledge, strengthen skills, and promote sustainable agricultural practices aimed at improving food security and livelihoods in the community. Participants actively engaged in discussions and gained valuable insights to enhance their farming activities.

Caritas Vanni HUDEC, with funding support from Caritas Norway, conducted Participatory Rural Appraisal (PRA) trainings for farmers from Three villages (Murikandi,Tharmapuram,Oddisuddan, ) as part of the Food Security programme.
The primary objective of this initiative was to identify and address various social issues within the communities, such as local conflicts, illegal sand mining, drug abuse, and other pressing challenges.
By equipping community members with participatory tools and knowledge, the programme aimed to empower them to analyze their own situations and take collective action. As a result, these empowered individuals began advocating to high-level government authorities to bring about positive social change. This community-led approach fosters sustainable development and ensures a better future for the next generation.

Promoting Health and Hygiene in Vallipunam
Continuing its efforts to support Cyclone Ditwah-affected communities, Caritas Vanni HUDEC, with the support of CRS, successfully conducted the fourth Hygiene Promotion and Community Cleaning Campaign on 25.03.2026 at Vallipunam.
The session was led by Mr. S. Pirathas (PHI – Puthukkudiyiruppu MOH), who delivered valuable insights on hygiene practices, disease prevention, balanced nutrition, and overall well-being. A total of 36 participants actively engaged in the programme.
The campaign encouraged improved sanitation practices while strengthening community responsibility towards maintaining a clean and healthy environment.

On 19.03.2026, Caritas Vanni HUDEC, with the support of CRS, carried out the third Hygiene Promotion and Community Cleaning Campaign at Uddaiyarkaddu for families affected by Cyclone Ditwah.

Hygiene Promotion and Community Cleaning Campaign in Mullaitivu District
With the aim of reducing the risk of communicable diseases and promoting sustainable hygiene practices, Caritas Vanni HUDEC, under the CRS-supported initiative, successfully conducted a Hygiene Promotion and Community Cleaning Campaign in Mullaitivu District for communities affected by Cyclone Ditwah.
On 17.03.2026, at Iruddumadu village, a special health awareness session was conducted by Mr. S. Pirathas (Public Health Inspector – Puthukkudiyiruppu MOH). The session highlighted the importance of proper hygiene, preventive healthcare, and healthy living. A total of 40 participants actively took part, contributing to the success of the programme.
The campaign focused on:

Restoring Hope with Safe Water in Suthanthirapuram, Mullaitivu District
Under the CRS Project, Caritas Vanni HUDEC has successfully established a Safe Water Point in Suthanthirapuram and officially handed it over to the community. This initiative comes in response to the severe challenges villagers faced in accessing clean drinking water following Cyclone Ditwah.
Today, this safe water facility provides reliable access to clean and safe drinking water, fostering a healthier environment and creating a better learning space for children.
Key benefits of the project:
