Consultative Workshop on the National CPD Framework
19th February 2026

The South Asian Centre for Teacher Development (SACTD) successfully conducted a Consultative Workshop as part of the ongoing development of the National Continuing Professional Development (CPD) Framework and its rollout plan.

The workshop brought together senior policymakers from the Ministry of Education, Higher Education & Vocational Education, along with officials from the National Institute of Education (NIE) and the Department of Examinations.

As part of a series of national consultations, the session focused on refining the draft CPD Framework and its implementation plan ahead of the national validation scheduled for early March.

🎯 The consultations aim to gather expert insights and institutional perspectives to ensure the framework is practical, nationally aligned, and effectively implementable.

🌏 The framework will also be presented at an upcoming regional meeting in Bangkok to obtain UNESCO and regional input.

🤝 The valuable contributions and collaborative discussions mark a significant step forward in strengthening continuous professional development for teachers and teacher educators.

SACTD Hosts Visiting INRULED Delegation to Strengthen Collaboration in Rural Teacher Empowerment

The South Asian Centre for Teacher Development (SACTD–UNESCO Category 2 Centre), Meepe, Sri Lanka, hosted a visiting delegation from the International Research and Training Centre for Rural Education (INRULED), China, on 26 January 2026.

The three-member delegation, led by Professor Zuoyu Zhou, Vice Chair of the University Council of Beijing Normal University and Director of INRULED, was warmly welcomed by Director General Mr. Kamal Pathmasiri and the senior management of SACTD. Discussions focused on strengthening collaboration in teacher professional development, digital transformation in education, and empowering rural teachers and communities.

Both institutions explored potential partnerships in areas such as Social and Emotional Learning (SEL), Continuous Professional Development (CPD) frameworks, digital solutions for teachers, greening education, and inclusive education for special needs learners. INRULED shared its expertise in rural education development, teacher quality enhancement, digital skills for girls, and sustainable rural transformation.

The meeting concluded with a mutual agreement to continue engagement through virtual platforms and to work towards signing a Memorandum of Understanding (MoU) to formalize future collaboration.

🌏 SERSA 2025 | Shaping the Future of Education in South Asia

The South Asian Centre for Teacher Development (SACTD–UNESCO C2C) successfully hosted SERSA 2025 – the Symposium on Educational Research in South Asia on 20 December 2025, bringing together diplomats, academics, researchers, and teacher educators from across the region.

Under the theme “Reimagining Education: Innovation, Inclusion & Impact,” the symposium featured an inspiring keynote by Emeritus Professor Lakshman Samaranayake and messages from national and international education leaders, including UNESCO.

✨ A key milestone was the launch of the SACTD UNESCO C2C Endowment Chair and the Professor Lakshman Samaranayake Research Fund, with a generous LKR 1 million contribution to advance impactful educational research and teacher capacity development in South Asia.

With participation from Sri Lanka, Nepal, Bhutan, Pakistan, and the Maldives—both in person and online—SERSA 2025 served as a powerful platform for collaboration, knowledge sharing, and evidence-based innovation in education.

Building South Asia’s ‘Human Firewall’: SACTD MIL Day 2025

Under the theme Minds Over AI, SACTD — a UNESCO Category 2 Centre — convened over 100 educators, policymakers, students and digital experts for a hybrid forum on Media & Information Literacy (MIL). The programme combined high-level policy perspectives, academic insight and practical student engagement:

🎤 Keynote: Prof. Roshan G. Ragel (Univ. of Peradeniya) urged a shift to “Minds With AI” and introduced the RITE framework (Reveal, Iterate, Tag, Explain) for responsible AI use.

🧩 Panel: Regional experts from Maldives, Nepal, Pakistan and India stressed embedding MIL in classrooms to create real resilience — people, not just tech, are our best defence against misinformation.

👩‍💻 Youth segment: Dialog Axiata PLC led interactive sessions on AI tools, prompt engineering and ethics. Nearly 70 students presented pledges and creative projects in the SACTD MIL-Makers’ Challenge — with participants from Nepal and Bhutan joining virtually.

🎓 Certificates and tokens of appreciation were awarded to active participants.

This event reaffirmed regional commitment to equip citizens with the critical skills to analyze, create and share information responsibly. SACTD thanks the Ministry of Digital Economy, Bank of Ceylon and all partners for making MIL Day 2025 a success.
