The Scout Movement is a voluntary, non-political educational movement for young people, open to all without distinction of origin, race or creed, in accordance with the mission. The Mission of Scouting is to contribute to the education of young people, though a value system based on the Scout Promise and Law, to help build a better world where people are self-fulfilled as individuals and play a co
nstructive role in society. Massaquoi, who had visited Sierra Leone where he participated in a Scout gathering. Five years later – January 26, 1923 the Boy Scouts of Liberia gained statutory status through an Act of Legislature as a voluntary non-political youth educational organization. On June 2005 the name “Boy Scouts of Liberia” was amended by the National Legislature to the present name “Liberia Scout Association”. This decision was first proposed during the World Scout Conference in Durban, South Africa on 23–30 July 1999, additionally it became very necessary for an amendment when many females gained interest and admiration for the movement as a result of continuous advocacies on issues relating to women, girls and children in Liberia in particular and the world at large by Liberian Scouts at the National Legislature, key actors, stakeholders, NGO community, schools and religious institutions, communities and at local levels. Among these issues include but not limited to r**e, gender discrimination, sexual exploitation and abuse, girls education, inheritance rights, issuance of marriage certificates by Local Government Authorities, female ge***al mutilation, child labor, adoption, etc.
