NCHE Hosts Annual Retreat; Prioritizes Higher Education Governance and Quality Assurance

Paynesville City, Liberia – December 15, 2025: The National Commission on Higher Education (NCHE) is hosting a five-day Annual Retreat in Congo Town, Monrovia, bringing together staff members and facilitators to strengthen governance, oversight, and quality assurance in higher education across Liberia.

The retreat is being held under the theme “Transforming Higher Education Governance and Quality Assurance for National Development.” It underscores NCHE’s steadfast commitment to institutional excellence, accountability, and policy-driven reforms that align higher education with Liberia’s national development priorities.

Scheduled to run from Monday, December 15 to Friday, December 19, 2025, the retreat is taking place at a local hotel in Congo Town. The event serves as a strategic platform for institutional reflection, performance review, and collaborative planning among the Commission’s leadership and staff.

Throughout the five-day engagement, participants are critically reviewing NCHE’s achievements and challenges, assessing the effectiveness of existing regulatory and quality assurance frameworks, and developing practical recommendations aimed at improving operational efficiency and service delivery.

A central focus of the retreat is the development of a clear institutional roadmap for 2026, designed to ensure that NCHE remains responsive, innovative, and results-oriented in fulfilling its mandate.

The Annual Retreat reflects NCHE’s conviction that a strong, well-coordinated, and visionary workforce is essential to maintaining academic standards and positioning higher education as a catalyst for sustainable national development.

MONROVIA, LIBERIA – The National Commission on Higher Education (NCHE) is proud to announce that its Deputy Executive Director for Administration and Fiscal Affairs, Reverend Monen J. Duoe, will graduate from the Liberia Baptist Theological Seminary (LBTS) on Sunday, December 14, 2025.

Rev. Duoe will be awarded a Master of Arts in Pastoral Studies, reflecting her successful completion of an intensive academic program pursued alongside her critical leadership responsibilities at the Commission. Her accomplishment highlights her extraordinary dedication, personal discipline, and unwavering commitment to professional development, spiritual growth, and service.

In her role as Deputy Executive Director, Rev. Duoe has been instrumental in maintaining financial stewardship and operational integrity within the NCHE, an institution responsible for regulating and promoting quality in Liberia’s higher education landscape.

NCHE Enters a New Era: Dr. Cecelia Cassell Inducted as Executive Director, Pledges Results and Unity

Paynesville City, Montserrado County, Liberia—The National Commission on Higher Education (NCHE) has officially entered a new chapter of leadership and purpose with the induction of Dr. Cecelia Cassell, PhD, as its new Executive Director. The vibrant ceremony, held on November 17, 2025, at the NCHE headquarters, marks a significant step toward strengthening the regulation and accreditation of higher education throughout Liberia.
Dr. Cassell, a respected academic and former Dean of the William V. S. Tubman College of Education at the University of Liberia, brings a wealth of experience to the nation’s top higher education regulatory body.
In her address, Dr. Cassell set a tone of high performance and accountability. She emphasized the urgent need for the NCHE to intensify its efforts, stating, “I am results-oriented, and I like to make a mark.” This commitment signals a drive for greater efficiency and tangible progress in achieving the Commission’s regulatory mandates.

Monrovia, Liberia – The National Commission on Higher Education (NCHE), in collaboration with the Training Center in Communication (TCC) Africa, will host a Liberia National Workshop on Open Access Solutions on September 17, 2025. The online event aims to significantly enhance the research capacity and global visibility of higher education institutions (HEIs) across the country.

This workshop is a crucial step in strengthening Liberia’s academic and research sectors. It is designed to equip leaders and faculty with the knowledge and tools needed to leverage open access resources, which are essential for modernizing research and scholarship.

The workshop’s target audience includes Vice Presidents for Academic Affairs, Deans, Heads of Departments, and Lecturers from all public, private, and faith-based HEIs. Participants will gain valuable insights into strategies for increasing their institutions' research output and ensuring their work is accessible to a broader audience.
