Civil Service Agency The Civil Service Agency is the central government agency responsible for managing the Civil Service.

It is responsible for improving human resources capacity, service delivery and thereby enhancing the effectiveness and efficiency of the Civil Service. The Civil Service Agency (CSA), currently headed by James A Thompson, was established by an Act in 1973 to serve as the central human resource management institution of the Government of Liberia and to ensure the existence of a competent, professional, and well-motivated civil service that meets the workforce needs of the Government.

Senior Staff schooled on how to become Successful

The Directorate for Career Management and Training at the Civil Service Agency, has embarked on lecture presentation series at senior staffs' meetings.

During its maiden power point presentation on Monday, September 27, 2021, the Consultant for Rural Outreach, Mr. Daniel Paowolio delivered on the topic, "Success".

Consultant Paowolio defined Success from two perspectives - citing the respective definitions of Earl Nightigale and Jim Kohn.

Earl Nightigale sees Success as "the Progressive Realization of a worthy Ideal"; while, Jim Kohn considers Success as "the Achievement of your own personally determined goals that do not hurt you or somebody else".

From said definitions, Consultant Paowolio expanded with the thought that - Life is not a game of change; instead a game of Choice. With further elaboration that Choice implies decision making; responsibility; and goes with consequences. Hence, one taking responsibility of his or her choice, is the beginning of a life of Success, he added.

Both quotes from Henry Ford - "Before anything else, getting ready is the secret of success"; and that of Mahatma Gandhi - "Be the Change you want to see in the World", were highlighted.

Also mentioned, to start, one must know his or herself; determine the priorities; develop the philosophy; maintain the physical health; pay the price; build solid relationship; develop the option; and decide one's purpose in life.

In his summary conclusion, Consultant Daniel Paowolio itemized that the first step to success is the starting point. As such, start with yourself; start early; start small; start with the end in mind; start now; take control of your financial future; and have an attitude that results in action for your altitude.

Previously speaking, the Director for the implementing Directorate (CMT), Mr. Claudius Broderick said, the idea which is proffered by the Director General - Hon. James A. Thompson, and supervised by the Deputy Director General for Human Resource Management & Policy - Hon. Onikeh Smythe-Jackson, is meant to spice up senior staff meetings beyond the customary updating from individual Directorates.

Instead, staffs will be given the chance to develop and lecture on topics at every regular senior staff meeting with the hope that it helps in promoting the needed synergies that are required to improve job related activities at the CSA; for which the CMT sees it befitting and immediately formulated the process for implementation.

Director Broderick disclosed that there are thoughts to invite external Resource Persons some day for the amplification of the initiative.

The applaudable presentation marked with productive and relatively unending interactions, saw staffs buttressing those views with life experienced examples initiated by Hon. Teetee Ruth Pailey - Deputy Director General for Administration and Finance.

Staff urged to be Supportive of each Other irrespective of Position

At a luncheon held in honor of his safe return from Turkey and in observance of his birthday anniversary (September 22nd), Director General Hon. James A. Thompson who was seen overly euphoric and expressive of his appreciation about the surprised and glamour occasion by Staff from all levels, said the best way we can all have a fantatic working relationship is when we celebrate with each other despite our position and personality.

The Director General elaborated that it is obvious that everyone wants to be appreciated and celebrated; and the workplace is no exception. Though saddened as it is, we sometimes get so disgruntled with each other over little or nothing, which is counterproductive he frankly added. Calling on all to do away with harboring ill feelings about each other.

D.G. Thompson therefore encouraged the Welfare Directorate to organize with would-be celebrants in allowing staff in general give support during such occasion.

Earlier on, the Deputy Director General for Human Resource Management and Policy, who proxy in his absence, Hon. Onikeh Smythe-Jackson, on behalf of the Agency, officially welcomed Hon. Thompson; thanked GOD for his arrival. The DDG-HRM & P was also appreciative for the level of support accorded her.

Hon. Teetee Ruth Pailey, Deputy Director General for Administration and Finance in her remarks, thanked and invoked GOD'S blessings upon Hon. Thompson in celebration of his nativity coupled with his safe arrival in Country and at job.

Madam Pailey equally rained praises on her Counterpart Hon. Jackson for the gravity of proficiency and collaboration exhibited in her role as Acting Director General.

In her introductory statement, Mrs. Charlesetta Harris-Peters, Director for Administration & Finance informed the Director General that Administration with consensus and support from his two Honorable Deputies thought to have said surprised occasion in Graceful and Blissful Celebration for his return and Birthday.

The Monday, September 27, 2021 celebration which was momentary as Administration was cognizant with working hours, was characterized with good-natured remarks from thrilling staffs from all levels.

A joint High-power Delegation of Nigeria paid a One-day Working Visit to the CSA

A Delegation comprised of the National Salaries, Income & Wages Commission directly under the Nigerian Presidency; and senior Management from the Nigeria Port Authority on Wednesday, September 8, 2021 had an inquiry-assessment Meeting with the Civil Service Agency (CSA) of Liberia.

Head of the Delegation Commissioner (Dr.) Ezeanwu Emeka Clement said the Visit which is focused on Regional Pay Remuneration Study and Assessment, is the Government of Nigeria policy from time to time to carry out Knowledge-inquiry-assessment visit to sister African Countries to gather information on salaries and income generation structures required for comparative assessment and decision in matters of staff compensation of Nigeria and other Human Resource Management issues especially for the National Port Authority of Nigeria.

Commssioner Dr. Ezeanwu Emeka Clement informed the CSA that the National Salaries, Income and Wages Commission which is directly under Presidential supervision, is responsible to regulate and or be in the know of all public sector's spending and salary structures.

On her part, the Head of the CSA Delegation - Hon. Onikeh Smythe-Jackson, Deputy Director General for Human Resource Management & Policy extended Director General James A. Thompson's warmest salutation; and thereby welcomed the Delegation on behalf of the CSA; emphasizing that considering the level of Nigeria's human resource capacity, it is an honor that Liberia is chosen in its knowledge-inquiry assessment tour.

Hon. Smythe-Jackson briefly provided the role of the CSA; stating, the Civil Service Agency is central government Human Resource Management organ responsible for ensuring a Merit-oriented System throughout the Civil Service; as well as ensuring that the rights of Civil Servants are properly protected and that uniformly high standards of personnel administration are practiced in every ministry and agency of Government.

Members of the Nigeria's Delegation were: Commissioner (PhD.) Ezeanumu Emeka Clement of the National Salaries, Income & Wages Commission; Captain Sylvester Owobu - Assistant General Manager for Harbors, Nigeria Port Authority; Mrs. Hariratu Maina Mohammed - General Manager for Human Resource Manager, Nigeria Port Authority; and Mrs. Maiwada Haaliza Ibrahim - Principal Manager for Operation/Human Resource Management - Nigeria Port Authority.

Also from the CSA were: Hon. (Mrs.) Onikeh Smythe-Jackson - Deputy Director General for Human Resource Management & Policy; Mr. Alfred Drosaye - Principal Administrative Officer; Mr. George B. Wah - Special Technical Assistant to the office of the Director General; Mr. Roland Kallon - Director for Payroll; and Richard Peewu - Deputy Director for Payroll.

In his closing remarks, the Nigeria's Head of Delegation expressed that his Team is overwhelmingly appreciative for the useful information and highest level of cooperation from the CSA; assuring that information provided shall be treated with utmost confidentiality.

The only means of curbing the COVID Pandemic is by following the Health Protocols - CSA Deputy Director General Asserts

The surge of COVID-19 pandemic which has relatively brought the World to its knees; killing 1000s of persons and thereby affecting every fabric of society, curbing it has grasp the concerns of everyone.

As an effort to complement the Government and its partners, including other private instutions, the Civil Servants Association of Liberia (CSAL), the umbrella body of Civil Servants within the Public Sector, has launched a COVID-19 Preventive Drive with the aim of making provision assorted sanitary items to nine (9) Ministries and Agencies of Government.

Serving as the Chief Launcher, Hon. Onikeh Smythe-Jackson (Mrs.) - CSA Deputy Director General for Human Resource Management and Policy said, "COVID is real; killing countless numbers of people worldover - and the only means of curbing the disease is by following the health protocols".

Detailing her assertion, Hon. Smythe-Jackson said and encouraged Civil Servants and Liberians in general to, wear their masks; wash their hands with water constantly; observe social distancing; and most importantly, get vaccinated".

She however reminded and assured the leadership of CSAL and Civil Servants that as required, the Civil Service Agency (CSA) being the central government Agency responsible for Human Resource Management for Public Services, deems it needful at all times to be in support of programs organized by the CSAL; thanking the Leadership and members for said timely initiative.

According to Mr. Moibah Johnson, President of CSAL, beneficiary ministeries and agencies for the first phase will include the Civil Service Agency (CSA); Ministries of Commerce & Industries; Education and Labor; others are the Liberia Repatriation & Resettlement Committee (LRRRC); the Ministry of Post & Telecommunication; and rest are, Ministries of Public Works, Agriculture and Transport.

CSA Boss Urges Civil Servants to be Career oriented; not political

The Director General of the Civil Service Agency (Liberia) Hon. James A. Thompson called on all Civil Servants to remain as technical and career people void of active politics at their respective employments.

DG Thompson, who microscoped and termed Civil Servants as the major Constituents of the Civil Service Agency of Liberia, said, it is instead unfortunate to see some civil servants who should be career people and most focused on their professional responsibilities actively engaging into daily politics to the extend of publicly spewing out negative views to the annoyance of Heads of Entities and other officials, yet demand the CSA to unconditionally defend them for their action.

The Director General in furtherance emphasized that as part of the CSA's statutory responsibility to protect Civil Servants, it urges Members to rescind from active politics because Civil Servants are not politicians.

Hon. Thompson made these assertions when he served as special Guest during the honoring Ceremony of four (4) committed Civil Servants in persons of Madams Comfort Nyepan and Ruth Garwu Sandiman from the Ministry of Internal Affairs and General Service Agency respectively; others were Mr. William B. Buxton, II; from the Liberia Institute of Public Administration; and Mr. Adolphus M.G.D. Gleekia from the Ministry of Mines and Energy.

DG Thompson vehemently applauded the Honorees for their dedicated services to their assigned jobs; encouraged others to emulate accordingly. He equally commended the organizer - the Civil Servants Association of Liberia (CSAL) for the thoughtfulness of honoring deserving civil servants instead of politicians.

Also speaking, the President of the CSAL Mr. Moibah Johnson openly appreciated the CSA Boss for his continuous support and insightful advice to the leadership of CSAL; pointed out the DG's steady and merit-based leadership style.

President Johnson admonished members of CSAL to remain committed to their duties as Civil Servants.

All four Honorees who separately spoke, expressed their overwhelming delight in being recognized and chosen for such historic and national honor.

The Civil Servants Association of Liberia, CSAL for short, is an Association body of all Civil Servants employed within the Public Sector of Liberia.

Ministry of Foreign Affairs Benefits from LPA Scheme Procedural Training

The Ministry of Foreign Affairs through its Focal Team on the Government of Liberia's LPA Scheme, today, underwent a One-day Procedural Training.

Hon. Thelma E. Duncan Sawyer (Mrs.) - Deputy Minister for Administration (MFA) in her welcoming statement conveyed Minister Dee Maxwell Saah Kemayah's delight in the Scheme and was pleased to have the Training carried out as a pre-requisite of the Scheme's rollout.

Mrs. Duncan-Sawyer urged the MFA's Team to take every detail of the Training seriously as it would enable them provide accurate information about the LPA Scheme to the General Staff populace.

The Training was co-conducted by Borbor T. Sombai, Ministry of Finance and Development Planning and Director Rufus Johnson, Civil Service Agency; with support from a team of experts from the CSA.

The Focal Team (MFA) appreciated the timeliness of the Training due to the mounting enthusiasm from their Staff; further suggested that there be a general Awareness Forum with with MFA's Staff.

To note, as part of Government of Liberia's strategy to enhance credit opportunities for all Civil Servants across Ministries and Agencies, the Legal Power of Attorney (LPA) Scheme is being piloted for Six (6) months beginning with the Ministries of Foreign Affairs (MFA); Finance and Development Planning (MFDP); and the Civil Service Agency (CSA). From the success of the piloted phase, it is anticipated to roll out to all Ministries and Agencies of Government.
