IAA Strengthens Professional Development
-As 2 Staff Return From WAIFEM's Regional Training in Lagos

Two senior staff of the Internal Audit Agency (IAA) of Liberia have completed participation in a week-long regional training organized by the West African Institute for Financial and Economic Management (WAIFEM) in Corporate Governance, Compliance, and Risk Management, held from May 11–15, 2026, in Lagos, Nigeria.

Representing the IAA at said high-level regional course were the Executive Director for Administration, Atty. Elizabeth Horace-Kwemi, and Audit Supervisor, Zaza Massaquoi. Their participation forms part of the Agency’s broader institutional commitment to strengthening technical expertise, promoting professional excellence, and enhancing operational effectiveness across all levels of the institution.

The training curriculum covered several critical thematic areas, including the foundations of corporate governance, regulatory compliance mechanisms, and the risk management life-cycle, comprising risk identification, assessment, mitigation, monitoring, and reporting. The course further explored practical strategies for integrating Governance, Risk management, and Compliance (GRC) frameworks within public sector institutions, using real-world case studies drawn from across the West African sub-region and beyond.

The program reflects WAIFEM’s enduring commitment to building robust institutional capacity throughout West Africa by equipping senior professionals with the competencies necessary to lead resilient, transparent, and accountable organizations in an increasingly complex governance environment. At the conclusion of the course, participants acquired practical knowledge and advanced skills necessary for designing, strengthening, and implementing comprehensive governance and risk management systems within their respective institutions.

The IAA views capacity building and continuous professional development as essential pillars for achieving institutional excellence and improving public sector accountability. As such, the Agency remains steadfast in investing in the development of its workforce in alignment with its Five-Year Strategic Plan, which prioritizes professional development, institutional strengthening, and enhanced service delivery.

The participation of the IAA delegation in this regional program underscores the Agency’s determination to remain proactive in adopting global best practices in governance, compliance, and risk management, while reinforcing its mandate to promote transparency, efficiency, and accountability across public sector entities in Liberia.

IAA Concludes Four-day PMCS Working Session
- Commits To Becoming 1st Top Performing Entity In 2026

Marshall City, Margibi County - May 10, 2026 - The Internal Audit Agency of Liberia (IAA) has concluded a four-day Performance Management and Compliance System (PMCS) Working Session, reaffirming its commitment to an improved public sector performance and institutional excellence.

The session was held from Thursday to Sunday, May 7-10, 2026, in Marshall City, Margibi County and brought together members of the IAA’s PMCS Secretariat as well as members of the Agency’s Executive and Senior Management Teams. Deliberations focused on reviewing the PMCS guidelines and establishing performance targets which aim to strengthen the Agency’s operational effectiveness in the year ahead.

Key target areas reviewed during the session include Strategic Plan development and implementation, implementation of Service Delivery Charter, and Resource Mobilization. Other target areas are: improvement in systems efficiency, institutional capacity building, among others.

Speaking at the close of the working session, the Director General, Hon. David A. Kemah, underscored the Agency’s ambition to emerge as the top-performing public sector entity in 2026. Hon. Kemah lauded the PMCS Secretariat and all other key staff for their dedication and hard work in the previous year, which contributed to IAA securing the position of 3rd Top-performing entity.

While acknowledging this achievement, Hon. Kemah challenged the team to intensify its efforts, emphasizing that reaching the number one position will require sustained commitment and collective responsibility. He further reaffirmed management’s unwavering support to ensure the successful implementation of the PMCS process and the attainment of its set targets.

The conclusion of this Working Session marks a significant step in the IAA’s ongoing efforts to strengthen institutional performance and reinforce its role as the first line of defense against corruption, waste and abuse in the public sector of Liberia.

IAA’s PMCS update:

The Internal Audit Agency (IAA) is currently holding a Performance Management and Compliance System (PMCS) Working Session as part of strategic efforts aimed at enhancing institutional performance and positioning the Agency to emerge as the 1st Top Performing Entity in 2026. The session brings together key staff associated with the PMCS process to review performance benchmarks and align institutional targets with the national development agenda.

Making remarks at the opening session, the Deputy Director General for Audit Services, James Kerkulah, congratulated staff for the collective effort that led to the IAA being recognized as the 3rd Top Performing Entity in 2025. He, however, challenged the team to intensify its commitment, professionalism, and collaboration in pursuit of the Agency’s objective of attaining the number one position in 2026.

Earlier today, the Internal Audit Agency (IAA) of Liberia received a delegation from the International Monetary Fund (IMF) and the Ministry of Finance and Development Planning (MFDP) at its Congo Town Head Office in Monrovia, in a strategic engagement aimed at strengthening public financial management systems in Liberia.

The visiting delegation, which included Dr. Alex Amankwah Poku, Messrs. Guy Anderson and Derek Gbamae, among others, was received by the Director General along with members of his Executive & Senior Management Teams. The discussion centered on the IMF Technical Assistance Mission’s support towards enhancing fiscal reporting frameworks, improving transparency, and promoting accountability in the management of public resources.

The engagement underscored the IAA’s continued commitment to collaborating with international partners and national stakeholders to advance sound financial governance and institutional capacity development in Liberia.

IAA Donates Office Equipment to Police, West Point Township

Monrovia, Liberia – April 22, 2026 – The Internal Audit Agency (IAA) has reaffirmed its commitment to fostering strong inter-agency collaboration by donating essential office furniture to two key institutions delivering public service in Liberia.

On Tuesday April 21, 2026, the IAA donated Executive Chairs, Metal and Filing Cabinets to the Zone-3 Police Depot in Congo Town and the Office of the West Point Township Commissioner. The gesture is part of the Agency’s broader effort to enhance operational efficiency and strengthen institutional partnerships across the public sector.

Presenting the items on behalf of the IAA, the Deputy Director General for Administration, Hon. Mohammed B. Korleh, lauded the professionalism and dedication of officers assigned at the Zone-3 Police Depot. He noted that their proximity to the IAA has played a critical role in deterring criminal activities and ensuring a secured and orderly environment within the Congo Town area.

Hon. Korleh also extended commendations to Commissioner Mcphearson Daweh and his team for their steadfast service to the people of West Point, particularly in the face of increasing public expectations and constrained resources. He emphasized the importance of deepening collaboration with the Township, especially as the IAA advances its Citizens’ Engagement Program which aims to increase public awareness and citizen knowledge on transparency, accountability, and compliance in the management of public resources.

Receiving the donations, the beneficiary institutions expressed appreciation to the IAA, describing the support as timely and impactful. They highlighted the urgent need for office equipment to improve documentation and record-keeping processes, which are vital to effective service delivery.

Meanwhile, Commissioner Daweh used the occasion to outline the Township’s plan to collaborate with schools in promoting civic education. According to him, the initiative will seek to instill values of integrity, accountability, and anti-corruption consciousness among students, in preparing a new generation for responsible and ethical leadership. He further conveyed the Township’s strong interest in partnering with the IAA to bring this initiative to fruition.

The IAA underscores that while it is not a direct revenue-generating entity, it remains deeply committed to adding value to the public sector through strategic engagement, capacity support, and relationship-building. The Agency views such interventions as critical to strengthening partnership and enhancing institutional performance across government.

IAA Earns Presidential Recognition
-As 3rd Top Performer par excellence in 2025

Monrovia, Liberia – April 21, 2026 – The Internal Audit Agency (IAA) of Liberia has been honored with a prestigious Presidential Recognition as one of the three best-performing entities in the Government of Liberia under the Performance Management and Compliance System (PMCS).

According to the cabinet’s PMCS Secretariat report, IAA achieved full marks in Strategic Plan implementation (50/50), AAID Alignment (25/25), Resource Mobilization (10/10), and Service Delivery Charter Implementation
(14.25%) , out of (15%).

Other areas of high performance include: Systems Efficiency (5/5), Institutional Capacity Building (10/10), and Managerial Indicator Matrix-MM (9.7%) out of (10%).

The recognition was received on April 20, 2026, from His Excellency President Joseph Nyuma Boakai during the PMCS contract signing ceremony involving Heads of Government Entities. IAA secured the 3rd Top performer par excellence position for the 2025 performance cycle, reflecting its strong commitment to accountability, efficiency, and results-driven public service.

Receiving the award plaque on behalf of the IAA, the Director General, Hon. David A. Kemah, thanked President Boakai for insisting that heads of entities deliver nothing but the best for the people of Liberia. Hon. Kemah also dedicated the recognition to the collective efforts of the IAA’s workforce and emphasized the importance of sustained excellence.

Looking ahead, the Director General reaffirmed the Agency’s commitment to continuous improvement and higher performance standards.

Meanwhile, Hon. Kemah disclosed that the IAA has already signed its 2026 PMCS contract with the President, signaling a renewed focus on achieving even greater results. According to him, the entity’s goal for this year is to be number one; thus, beseeching his staff members to get to work and put in their best.

The recognition underscores IAA’s vital role in strengthening public financial management, promoting transparency, and enhancing institutional accountability across government. The Agency has intimated that it remains steadfast in its mission to support good governance and deliver measurable impact in the public sector.
