The House of Representatives has constituted a specialized committee to review the Act establishing the Liberia Standards Authority (LiSA) following mounting concerns over weak regulatory enforcement and the influx of imported products labeled entirely in foreign languages.

The committee, headed by B**g County District 6 Representative Moima Briggs Mensah, was established Tuesday after officials of the authority appeared before plenary to respond to concerns raised by lawmakers regarding consumer safety and regulatory oversight.

During the hearing, LiSA officials informed lawmakers that the Act creating the institution limits its enforcement powers and that the authority often operates under directives from the Ministry of Commerce and Industry.

The appearance followed a formal communication from Rep. Briggs Mensah, who questioned why fertilizers and other imported products continue to enter Liberian markets carrying instructions and warning labels written solely in foreign languages, making them inaccessible to most Liberian consumers.

Her inquiry extended beyond labeling concerns, demanding accountability reports covering fiscal years 2024 through 2026. She requested detailed records of inspections, seizures, enforcement actions, penalties, and compliance monitoring activities conducted by the authority.

Rep. Briggs Mensah attributes the weak regulatory environment to worsening public health concerns across the country.

โ€œToday our people are suffering from kidney infection, liver infection, and different sicknesses we cannot even explain,โ€ she told plenary. โ€œThe chemicals meant for plants and trees are now being used on vegetables, and our people are consuming them.โ€

Following the establishment of the committee, Rep. Briggs Mensah thanked House Speaker Richard Nagbe Koon for treating the matter with urgency. She said the committee would work expeditiously despite reports from the authority that it remains understaffed and without official vehicles.

Other committee members include Representatives Anthony Williams, Prince K. Koinah, Johnson SN. Williams, Bernard Blue Benson, Ernest M. Manseah Sr. and Gbessie Sonii Feika.

MONROVIA, LIBERIA, May 25, 2026 โ€” The Liberia Standards Authority - LISA has officially convened a technical initiation meeting with Green Cities to commence discussions on the certification of biofertilizer and biopesticide products.

Funded by ECOWAS, this strategic initiative aims to strengthen sustainable agricultural input systems and enhance regional trade compliance.

The meeting was held on Monday, May 25, 2026, at the Liberia Standards Authority office.

Delegates in attendance from the Liberia Standards Authority included: Hon. Stephen Mambu, Director General / Chief Executive Officer, Hon. Koakun Emmanuel Myers, Deputy Director for Technical Services, Mr. Patrick A Blamo, Head of Inspections and Certification, Mrs. Konah Okai Reeves, Head of Testing.

Green Cities was represented by: Mr. Dalitso Kuphanga, Program Manager, and Mr. Joseph Kpala, Processing and Production Manager.

The high-level engagement focused on a detailed review of product characteristics, formulation processes, production methodologies, raw material inputs, and active ingredients.

Officials also analyzed target market requirements, emphasizing the need for strict alignment with national quality standards and regional harmonization frameworks.

As bio-based agricultural products emerge as a specialized sector, key technical discussions assessed current laboratory testing capabilities within Liberiaโ€™s quality infrastructure system.

The technical teams successfully identified potential testing gaps that must be addressed to support this growing industry.

As a major outcome of the meeting, both institutions agreed to develop a structured technical collaboration framework.

Under this arrangement, LiSA will lead the establishment of specialized testing protocols, conformity assessment procedures, and certification pathways.

This framework will ensure the safe, standardized, and legally compliant commercialization of biofertilizer and biopesticide products across Liberia.

LiSA Announces Nationwide Crackdown on Uncertified Weighing Scales and Gas Stations to Ensure Fair Trade and Safe Healthcare

MONROVIA, LIBERIA โ€” May 21, 2026 - The Liberia Standards Authority - LISA is launching a major nationwide enforcement campaign next month to verify and certify all trade weighing scales and commercial gas stations.

The directive was announced by Hon. Weleegbeh Nicholas Williams, Head of our Metrology Department, during the Ministry of Information, Cultural Affairs, and Tourism (MICAT) press briefing.

Speaking on behalf of our Director General, Mr. Williams aligned these interventions with World Metrology Day, celebrated yesterday, May 20, to highlight how precise measurement science protects consumer finances and safeguards public health.

Imminent Enforcement Action on Scales and Fuel Stations. LiSA inspectors will deploy across the country for an intensive verification exercise from June through July 2026.

Mandatory Scale Certification: Any weighing or measuring instrument not verified during this two-month window will be strictly banned from trade. Uncertified equipment will be seized on-site.

Gas Station Audits: Our teams will aggressively audit and certify commercial gas stations across Monrovia to ensure consumers receive the exact fuel volume they pay for.

"Metrology is not just the act of measuring, but the science that ensures measurements are correct, consistent, and reliable," Mr. Williams stated. Our Metrology Department operates to secure equity in three vital areas:

Public Healthcare: Vital signs like temperature, blood pressure, and weight dictate medical treatments. Inaccurate clinical instruments cause wrong diagnoses and preventable medical fatalities.

Agricultural Trade: Local cocoa farmers rely entirely on accurate scale readings to receive fair market value for their hard work.

Pre-packed Commodities: Consumers must have confidence that everyday purchases, like a 25 kg bag of rice or a 50 kg bag of cement, match the manufacturer's declared weight.

Strategic Regulatory ReformsTo strengthen Liberia's national quality infrastructure, LiSA is rolling out four major regulatory frameworks:

Pre-Package Verification: We are partnering with the Ministry of Commerce and Industry, Liberia to verify the physical weight and volume of staples, including rice, flour, sugar, cement, vegetable oil, paint, and beverages.

Import Quality Controls: Establishing a "type approval scheme" with the MoCI to stop the importation of substandard measuring instruments into Liberian markets.

Licensing Calibration Firms: Licensing all local and temporary international private calibration companies to guarantee they possess the required technical competence.

Medical Device Calibration: Collaborating with the Ministry of Health to enforce mandatory calibration regulations for all clinical medical equipment.

Consumer Vigilance Urged LiSA officially calls upon all citizens to act as the first line of defense against market fraud.

MONROVIA, LIBERIA โ€“ May 5, 2026 โ€“ The Liberia Standards Authority (LiSA), in strategic collaboration with the Bureau of Industry under the Ministry of Commerce and Industry, Liberia, officially launched a comprehensive Business and Customer Service Outreach activity today at the Industrial Park in the LPRC community.

The initiative was led by the Director General of LiSA, Hon. Stephen Mambu, alongside the Deputy Director General for Technical Services, Hon. Koakun Emmanuel Myers, supported by a high-level delegation including all heads of departments and coordinators.

The outreach was held under the theme: "Promoting Good Manufacturing Practice (GMP) and Food Management Systems Amongst Industries through Standards and Conformity Services.
